Purpose and Scope

Works under limited direction to plan, organize, direct, coordinate, and control the activities of the Facilities Management department. This includes, but is not limited to, custodial vendor management, facilities maintenance, construction, deferred maintenance, and capital planning. Director is also responsible for maintaining policies and procedures, budgetary requirements, and applicable local, state and federal building, safety and district regulations.

Essential Job Functions

4. Oversees district-wide facilities planning, organization, and control.

a. Develops short and long-range plans to ensure business strategies and objectives are met for custodial vendor management, facilities maintenance, construction, deferred maintenance, capital planning, grounds, pest control, fleet management, energy management, compliance, and warehouse operations supporting over 200 buildings. b. Develops construction, renovation and maintenance plans, guidelines, and budgets for the district. Develops, implements, and manages a rolling 5-year Deferred Maintenance program. Develops, implements, and manages the Preventative Maintenance program. c. Represents District interests in capital planning, facility and site matters, provide a liaison between the district and the public, other agencies and organizations. d. Directs departmental and overall facility management budget requirements and oversees and approves expenditures and prepares financial forms and reports. e. Formulates standards for construction and alteration of school facilities throughout the district including vehicle maintenance. f. Implements change management, including, but not limited to, transitioning individuals, teams, and organizations using methods intended to re-direct the use of resources, business processes, budget allocations, or other modes of operation that can significantly reshape the department. g. Responds to concerns regarding district projects and/or property. h. Confers with representatives of the building trades, unions, architects, engineers, contractors and others to reach agreements on design concepts and construction standards, arbitrates construction disputes as needed. i. Coordinates the tagging of all fixed assets and collaborates with Finance to ensure all inventory tracking needs are met. j. Develops and manages space inventory. k. Conducts special research studies concerned with lighting, heating, ventilation, air conditioning, acoustics and other construction areas. l. Oversees warehouse operations, print, and mail including receiving and distribution.

2. Works collaboratively with management to formulate targets and goals for productivity, cost management, quality and providing input on system-wide policy development.

a. Provides focused financial oversight for the organization. Ensures proper financial controls and spend level processes and tools are put in place and used to manage departmental budgets, vendor, and project level spend levels. b. Works with Finance to ensure alignment and accuracy of all budget/financial information. c. Optimizes use of, and incorporates management tools, productivity tools (School Dude) and data analytics to manage productivity, organizational capacity, project prioritization, and overall resource management and deployment. d. Assists in the preparation of applications and reports to appropriate Federal, State and local government agencies acting as the District liaison. e. Determines, maintains, and disseminates information related to district and school attendance boundaries. f. Conducts activities required for the closure, disposal/repurposing of surplus property.

3. Provides guidance and expertise to all district and school-level Facility Management.

a. Establishes procedures to continually and consistently assess and evaluate the overreaching operations of Facilities to recommend and implement continuous process improvement enhancements. b. Directs staff by establishing standards and protocols. c. Effectively selects, trains, motivates, delegates, monitors and evaluates performance to ensure targets and goals are met. d. Facilitates professional development and serves as a coach and mentor. e. Executes responsibilities according to lawful and ethical standards. Uses personal judgment and initiative to develop effective and constructive solutions to challenges and obstacles.

5. Directs the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence and files related to assigned service, activities and operations, provides for appropriate research and compiles reports, as needed.

5. Performs other related duties as assigned or directed.

Minimum Qualifications

Graduation with a Bachelor's degree from an accredited college or university in Architecture, Design, Engineering, or related field; Plus, ten (10) years of related experience; OR Master's degree from an accredited college or university in Architecture, Design, Engineering, or related field; Plus, eight (8) years of related experience. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

Degree Equivalency Formula: Bachelor's Degree= 4 years plus required years of experience. Master's Degree= 2 years plus required years of experience. Where Master's degrees are required, years for Bachelor's Degrees must be included.

Physical Requirements and Working Environment

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language. Unavoidable Hazards: The position is exposed to no unusual environmental hazards.

Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
