The MHAOD staff work to improve MHAOD patient outcomes and reduce associated harm and risks as far as possible.MHAOD services are delivered by multidisciplinary teams made up of highly specialised staff including nurses, consultant psychiatrists, psychologists, social workers, aboriginal mental health workers and prison support officers. There are numerous exciting MHAOD service development projects occurring across the State including the new alcohol and other drug (AOD) rehabilitation service for male prisoners as part of the Casuarina Prison expansion project and future Mental Health Sub Acute Units. This position will be a key member of the MHAOD Central Office Management team and work closely with the MHAOD Clinical staff across the estate. This position will visit metropolitan prisons when necessary.Job descriptionAs part of the MHAOD team, the successful applicant will be expected to:Work to improve communication and model integrity and respect in all interactions.Operate within the Department's Corporate Governance Framework, policies and procedures and ensure effective transparency and accountability of all Department activity.Operate within the chain of command to coordinate activities required to meet the Department’s strategic objectives.Work collaboratively to achieve common goals and best practice and facilitate business improvements as appropriate.Facilitate cultural and management reforms within the Department through leadership and engagement.Represent the Department’s interest on committees and working groups as required. Role specific responsibilitiesLeadership/ProfessionalProvides operational and clinical leadership in mental health & alcohol and other drug service provision by staff at the prison health centre.Provides a link between the Criminal Justice System, community-based health service providers and the Forensic Mental Health Service.Maintains knowledge of and complies with the legislation relevant to the care of adults with mental illness, including the Mental Health Act 2014, the Criminal Law (Mentally Impaired Accused) Act 1996, and the Prisons Act.Works in partnership with the Clinical Nurse Manager, health centre staff, visiting psychiatrists and other professionals as necessary.Demonstrates and manages ethical behaviour in accordance with relevant standards, values and policies.ClinicalPerforms specialised mental health and AOD assessments on those identified as having mental illness and refers to the appropriate specialist service.Liaises with agency and community-based health services to develop a comprehensive clinical appraisal of the patient.Provides counselling services as part of a mental health management plan, as appropriate.Works with specialised services to develop a management plan for patients and reviews patient progress accordingly.Identifies and instigates appropriate care for the acutely ill.Facilitates effective discharge planning for patients with mental illness, including liaison with other service providers.Makes placement/management recommendations for patients experiencing severe mental health problems.Integrates care for patients with mental illness who return to the prison from acute hospital admissionsTakes an active educational role in the promotion of mental health anisational developmentUsing the data collected from clinical assessments, works with the branch to develop appropriate policies, clinical protocols and assessment tools to support an efficient mental health service.Supports and participates in research to improve the health services provided to adults and the health outcomes.Actively participates in planning for service and quality improvement.Develops and facilitates staff training to improve the capacity of the health centre staff to respond to mental illness and/or behavioural problems as it relates to their mental health presentation.Actively develops and implements strategies to maintain and improve the quality of clinical care.Monitors compliance with policy, protocols, procedures and standards pertaining to mental health & AOD patients.Ethical Behaviour.Demonstrates and manages ethical behaviour, high professional standards and compliance with the Departments Code of Conduct and policies.Equity, Diversity and Occupational Safety and HealthApplies and promotes the principles of equity, diversity, occupational safety and health in the workplaceOther duties as required in accordance with strategic objectives, business plans, local workload priorities and performance management plans.Job related requirementsIn the context of the roles specific responsibilities, the ability to demonstrate the following skills, knowledge and experience.Shapes and Manages StrategyThe ability to; understand the Department’s objectives and links to the whole-of-government agenda, understand the strategic direction and objectives of the business unit and the factors that may impact on work plans and operational goals, scan the environment to monitor priorities and keep self and other stakeholders informed on critical factors and issues, think laterally, be innovative, identify and work collaboratively to overcome challenges and implement reform program initiatives are important for this role.Achieve ResultsThe ability to; evaluate project/program performance, identify areas of improvement and initiate changes to ensure positive outcomes, deal positively with uncertainty and cope in a changing environment, able to determine appropriate actions despite a lack of clarity, a focus on quality, adherence to current procedures and managing projects to completion within a set timeframe are fundamental to this role.Builds Productive RelationshipsThe capacity to network effectively in order to build and sustain relationships with key stakeholders, team members and other staff in the agency, to actively listen to staff, colleagues and stakeholders involved in the reform program and encourage engagement and contribution to the process is a requirement for this role.Exemplifies Personal Integrity and Self-AwarenessA demonstrated; high level of personal commitment to integrity, professionalism, probity and personal development; adherence to the Code of Conduct; ability to constructively challenge issues, discuss alternatives to progress issues, meet objectives, follow up to finalise work, maintain a positive outlook. Current C class drivers’ licence, to travel to various sites, when required.
