President’s Column

After two “test” events the 3rd World Air Games in 2009 seem to be well on the road to achieve what seriously lacked in the test events: Air Sport cohesion and Public exposure. The idea of a down-sized multi-air sports to be organized every two years seems to have convinced the FAI members. ASCs are now asked to provide the “content” with a requirement to be as “innovative” as is possible and good for the sport. Innovation is indeed necessary if we want our air sport to succeed in capturing the public’s, the media’s and the participant’s interests. We do not want to give up our tradition of highly competitive sporting events, but be need to make sure that all “actors” understand and appreciate what we do. In this respect, tradition is not about taking care of the ashes, it is about passing the fire to the future. Yes, we need fresh thinking that creates value, but at the same time we should not be too obsessive about creativity. Generating ideas is the easy part but exploiting them has always been harder, and we have to honestly appraise our strengths and weaknesses. I am sure that we can achieve good results with the expertise and experience available in our ranks, and I am convinced that our Subcommittees and Working Groups which have been tasked to come up with proposals, will find the right approach to allow the CIA Plenary next March in Salzburg to make the right decisions.

As you all know, the 2007 Coupe Aéronautique Gordon Bennett was cancelled by the organizers because the proper authorizations could not be secured in good time. This was a major disappointment and a “mild” catastrophe for all concerned, and the cancellation has certainly done a great deal of damage to the Gordon Bennett event, the FAI and the CIA. But how can we prevent the re-occurrence of such a cancellation? Our Event Development Service (EDS) certainly does a very good job in counselling and helping organizers to get their act together, but at some stage in the organization the full responsibility is bound to rest exclusively with the organizers. Therefore we, the CIA, have to make sure that the event organizers have no way to manoeuvre themselves into a position jeopardizing the event. As you will see elsewhere in this Newsletter, the CIA Bureau has decided to change the sanctioning process for the Gordon Bennett event, and it is hoped that the CIA Plenary in March will approve a set of measures proposing tighter control and a “safer” bidding process. The proposals will be circulated with the Plenary Agenda.

The AX Continental Championship in Magdeburg/Germany was very successful, and I would like to congratulate the organizers, officials and participants for their contributions. Congratulations also to the Champion and medallists. I believe that they all have shown that our sport can be attractive to the participants, the public and the media.

As our “flying season” is somewhat relative and not the same for everyone, I wish you all a good season, be it flying or resting, and I look forward to meeting with you and/or to hear your comments and contributions.

FAI General Conference 2008 – Rhodes (Greece) – October 10-13, 2008

CIA President’s Report

The General Conference sessions took place on Friday 12th and Saturday 13th October at the Sofitel/Capsis Hotel in Ixia/Rhodes, Wednesday 10th and Thursday 11th having been reserved for the Air Sports Commission Presidents’ and CASI meetings respectively.

This being a summary report (the minutes of the respective meetings will be available later on the FAI web site), I will limit myself to report on the major or CIA relevant discussion items.

Air Sports Commission Presidents Meeting

1. 2009 World Air Games

The FAI President and JM Badan reported that good progress was made regarding the program content and that the management structure had recently been finalized. All Air Sports, except General Aviation, will participate and most of the events will take place in Turin. During the discussions it appeared that ASC could agree on the general consensus that the future WAG must be considered as the FAI’s Top Sporting Events.

For Ballooning, the organizers appointed, and the CIA Bureau approved, Giovanni AIMO as the responsible Air Sport Director, who is to work closely with the CIA Liaison Officer, Alex Nagorski. Ballooning activities at the WAG will be limited to ballooning (no airships), with the AX event being staged in Mondovi (+/- 80 km from Turin), and the AA event planned in Turin. The initial number of participants in the AX event was set to 15 competitors, a number which we try to increase to 25 or 30, and 6 competitors in the AA event. An AX test event is scheduled for June 2008 in Mondovi, and therefore it is vitally important that the Event rules and the selection process be approved by the CIA Plenary in March 2008 in Salzburg.

The WAG General Rules were presented and sent to CASI for approval. In this respect, your President informed the meeting that he objected to the rules regarding the WAG Jury composition and duties (single Jury for all WAG events, no CIA approved and dedicated jurors for the ballooning events), and that he would oppose the present wording in CASI.

As our events will take place away from the main WAG venue, and as ballooning is nevertheless to be considered an integral part of the WAG, the organizers are prepared to go new ways as far as data & images acquisition/transmission/presentation is concerned, and we will cooperate closely with the organizers and contribute our experience and expertise in this respect.

2. ATMOS – FAI Online Competition project

It appears that the project has not been followed by the CIA as intensively as required and agreed. In October 2006 the developers launched a Beta version for ballooning, but until now lacked sufficient input from the ballooning community. A supplementary effort is now required if we want to proceed with this important project, for which the FAI also wants to recruit a new project manager.

3. FAI Sporting License database

The Secretary General informed the ASC Presidents about his office’s efforts to create and manage a centralised Sporting License database, which would ultimately allow all FAI members, event organizers and other interested parties to access detailed information on license holders. The system will rely heavily on NAC input, and the following implementation process is planned:

• With immediate effect, all NACs are invited to send details of their FAI Sporting Licence holders to the FAI Secretariat at: sportinglicences@ The details sent will be up-loaded to the data-base, and final checks will be made to eliminate bugs by the end of this year.

• Starting on 1st January 2008, access to the data-base will be granted (by password) to selected persons who need to know details of Sporting License holders (such as competition organisers), or who need to be able to modify details or up-load new data concerning their own Sporting License holders (such as NAC staff).

• With effect from 1 January 2009, FAI Sporting Licenses will only be valid if they appear on the central FAI database. So from that date, every NAC will have an obligation to keep the data concerning their license-holders up to date.

4. Finances

• Refinement of consolidated presentation of ASC accounts and budgets were discussed and adopted.

• A majority of ASC are in favour to adopt a cautious policy in respect to prize-money in CAT1 events, and all agreed that appearance money or reimbursement of travel expenses are not be considered as prize-money.

• ASC were reminded of the role of the ASC accounts and Treasurers

CASI Meeting

Delegates regretted that during the year CASI had not really been up to the task, and thanked the 1st VP Thor Johannesen and the secretary Gillian Winter for having taken charge of CASI in its President’s absence.

The WAG General Rules had been circulated and were deemed acceptable, except the provisions for para 5. - International Officials (Jury). ASC Presidents agreed that each event should have its own Jury, with specialized Jurors, and that the presented provisions for a single Jury for all events was not acceptable. Unfortunately, CASI could not agree on new wording for para. 5, and a WG had to be tasked to come up with acceptable wording until the end of the year. The WAG General Rules were approved without this new para 5, which will be approved by the CASI Bureau. It is perhaps noteworthy that quite a few GS changes proposed by the NACs were not adopted by CASI, and that CASI elected a new president, Henk Meertens, newly elected CASI member from Australia. FAI General Conference

The GC is the FAI’s constitutional body, and many decisions made there directly concern our activities. One of the duties of GC is to approve the nominated delegates to the ASCs, and I was very much surprised to notice that several NACs had failed to nominate a delegate/alternate to the CIA. This is regrettable, and I urge all delegates to check the FAI list immediately to verify if their name appears (). If not, they should check with their NAC for the reasons of the omission and eventually get the NAC representative or official observer status (FAI B.-L. 5.3.5, 5.3.6).

The FAI President and Secretary presented their respective reports, and these can be read in the GC minutes. The President informed the GC that he had decided to give the FAI members a 5% rebate on their 2008 subscription fees, without changing the scale of subscriptions. This decision was evidently not questioned by the FAI members, and your President voiced his concerns by indicating to the GC that he felt that this money would better serve the FAI’s activities if it were allocated to the FAI Technical Commissions. In fact, these Commissions having no source of income and only providing services to the FAI, have for years been asking for some funding to improve their services.

Regarding finances, your President also reminded the FAI GC of the non-resolved issue regarding the CIA Plenary 2007 and, with respect to the cancelled 2007 Gordon Bennett, the responsibilities of event organizers and NACs.

The World Air Games organizers presented their report and indicated that the necessary efforts were made to keep the project on track and to organize a grandiose event culminating in a two days closing ceremony in Turin. (Your President had an opportunity to discuss the ballooning aspects of the event with the organizers, and it appears that they are well prepared to closely work with the CIA’s specialists)

The GC decided to adopt a Statutes and By-Laws change to allow ASCs to decide if they wish to retain a one-year term for their Bureau members, or if they wish to have a two-year term. The GC also gave a mandate to the Statutes and BL WG to review the FAI voting procedures and to make proposals to the GC. The members of this Statutes and By-Laws Working Group were elected by the GC and your President agreed to remain as chairman. The FAI President indicated to the GC that he intends to propose a revision of CASI’s duties and powers, and that the Statutes and BL WG would be tasked to review his proposal for the 2008 GC. In order to take care of FAI’s interests concerning free access to airspace and associated services, the GC tasked the Statutes WG to study a proposal for the creation of a new Technical Commission on Airspace.

The GC decided that the 2008 FAI GC would be held in Aosta/Italy, and the 2009 GC in Incheon/South Korea.

2007 not being an election year (two year term for the Executive Board and the President), the EB and President remain as they are.

Report On CIA Bureau Discussions & Decisions 2007 – 2008

1. April 5, 2007

On a proposal from the CIA Safety Subcommittee chairman, the CIA Bureau has decided to agree with the replacement of Roy Sax with Don Cameron as Safety Officer in the 2007 GB.

2. April 5, 2007

On a proposal from the CIA Rules Subcommittee chairman, the CIA Bureau has decided to agree with the proposed AX MER changes. For clarification purposes, the RSC chairman is requested to send this final new wording to all Bureau members:

II. 20 ASSESSED MARK (12.15.2)

An assessed result based on the least advantageous interpretation of evidence available will be given, if a marker was released from lower than

13.3.3, second sentence

The result penalty will be waived if the competitor can show that he was unable to comply because of safety reasons, or because of light wind (unable to clear area within 10 minutes).

3. May 24, 2007

On a proposal from the CIA Rules Subcommittee chairman, the CIA Bureau has decided to approve the WORLD BALLOON TROPHY & HONDA CUP 2007 Event Rules.

4. May 30, 2007

On a proposal from the CIA Rules Subcommittee chairman, the CIA Bureau has decided to approve the TOCHIGI Championship 2007 Event Rules.

5. June 15, 2007

On a proposal from the CIA Jury Board chairman, the CIA Bureau has decided to approve the OMV Cup and Pre- Worlds 2007 Event Jury as follows:

6. July 6, 2007

On a recommendation from the CIA RSC chairman, the CIA Bureau has decided to approve the event rules for the European Championship 2007 in Magdeburg (Germany).

7. September 10, 2007

On a recommendation from the CIA RSC chairman, the CIA Bureau has decided to approve the event rules for the Pre-Worlds event in Austria .

8. September 21, 2007

Considering the cancellation of the 51st Coupe Aéronautique Gordon Bennett in Bruxelles, the special rules regulating the event and the urgent problem of next year’s event organizer, the CIA Bureau has decided to:

1.     Write to the Belgian NAC and event organizers that the CIA considers that by cancelling the 2007 event they have renounced their prerogative to organize the 2008 event, and that the FAI/CIA will entrust the organization of the event to another NAC.

2.     Start the bidding process for the 2008 event NOW, and closing it on December 15.

3.     Sanction the 2008 event at the 2008 CIA Plenary meeting in Salzburg.

In addition, it was agreed by the CIA Bureau to also inform the Belgian NAC that the CIA request the organizers to return the full entry-fees to all participating teams.

9. October 3, 2007

On a recommendation from the CIA President, the CIA Bureau has decided to exceptionally approve David PAAL (Hungary) as Jury member on the Jury of the Debrecen event, to replace Alexander GRUBER (approved Jury member) who did not show up at the event.

10. October 5, 2007

On a recommendation from the CIA President, the CIA Bureau has decided to approve the proposed World Air Games 2009 LOC (local organiser committee) Air Sport Director Giovanni Aimo. Event Directors for the WAG 2009 AA and AX events to be approved later.

11. October 5, 2007

On a recommendation from the CIA Jury Board chairman, due to the approved Jury President’s impossibility (health reasons) to travel to Tochigi, the CIA Bureau has decided to approve the Tochigi Event Jury as follows:

Garry Lockyer, replace JC as Jury President

John Grubbström, new member

Adam Barrow, stays as jury member

12. October 27, 2007

Considering the cancellation of the 51st Coupe Aéronautique Gordon Bennett in Bruxelles, the special rules regulating the event and the urgent problems raised by this cancellation and affecting the future GB events, the CIA Bureau has decided, on a recommendation from the CIA President, to change the sanctioning process for future Gordon Bennett events as follows:

• GB 2008: Organiser to be determined by the Bureau before Christmas 2007, decision based on received bids,

• GB 2009: Organiser to be determined by the 2008 CIA Plenary, decision based on received bids. The bidding process to be started immediately, with letters of intent to bid to be received by the CIA Bureau before December 15, and the full bid to be presented at the CIA Plenary in March in Salzburg.

• GB 2010: Organiser to be determined by the 2009 CIA Plenary, decision based on received bids (from the GB 2008 winning NAC AND other bidders, priority shall be given to the winning NAC if all requirements are met ),

• GB 2011: Organiser to be determined by the 2010 CIA Plenary, decision based on received bids (from the GB 2009 winning NAC AND other bidders, priority shall be given to the winning NAC if all requirements are met ),

• And so on.

Consequently, this decision will add one year to the run up time for the 2009 and subsequent events.

Coupe Aéronautique Gordon Bennett – New Bidding Process

Following the cancellation of the 2007 Gordon Bennett by the organizers, the CIA Bureau decided on September 21 to:

In addition, the CIA Rules SC’s AA WG will prepare and present recommendations to the Plenary in this respect, and will propose the necessary rules changes.

The bidding process for the 2008 and 2009 events having already started, interested NACs are therefore encouraged to either

• present their full bid to organize the GB 2008 to the CIA Bureau before December 15, 2007, or/and

• present their letter of intent to organize the GB 2009 to the CIA Bureau before December 15, 2007, and to present their full bid to organize the GB 2009 to the CIA Plenary in March 2008 in Salzburg

Continental Championships Proposal

During the very successful Pan American Games in Rio de Janeiro, (which even had two special shapes to publicize them), I noticed that there were quite a few countries competing and could not help to compare this to our South American Hot Air Ballooning Championship last year. Various some of these sports used these games as qualifying events for countries in the Americas for the Olympics Games in China

  

An idea developed from two separate facts: 

• Our Continental Championships, with a possible exception for the European, have a limited importance as they stand today.

• The South American and the North American events have happened very seldom and have had an insignificant number of countries taking part. No wonder if you take into account that North America only has 5 FAI members and South America 9 (of which 1 and 3 are temporary). In the whole continent two more suspended members exist. Also one must take into account that not all member countries have organized ballooning activities

 

So, it is my suggestion we consider the following:

a) Increase the importance of regional championships, by giving the Champion and, in the case of the Europeans also the second place (and may be even the third) an opening in the World’s.  To obtain this right to the openings at the World’s, a minimum of countries and balloons have to have competed, and if more than a certain number of countries and balloons are there, also the second (and possibly third) place gets an opening. For instance: Minimum of 6 countries for one opening and of 12 for 2 (and may be 18 for 3) and, at the same time, minimum of 40 and 60 (and 80) balloons.

b) For the Americas, as a way to increase the number of countries join the North and South American Championships into a single Pan American Championship. The same concept could be used for other regions, which have a low activity in ballooning.

 I am certain that this will help to increase both visibility and activity in Ballooning in various areas of the world. 

Ballooning in India

The United Nations General Assembly has declared October 2nd-- the birth anniversary of Mahatma Gandhi—as ‘International Day of Non-Violence.’

The Ballooning Club of India has also honoured the father of the country, and created a hot air balloon in the shape of Gandhi’s head. This was flown at a Republic Day parade in New Delhi.

Manufacture of special shape balloons started with the very modest beginning of a hot air balloon built from 200 Indian silk sarees. Highly complicated shapes like the Taj Mahal, a Dinosaur, and the Ashok Pillar Symbol of India followed this first balloon.

The Ballooning club of India, located at Safdarjung Airport, had been the focal point of activities since 1970 FAI General Conference, when it was inaugurated by the first man on the Moon--Mr. Neil Armstrong.

Although, the number of 35 pilots in India is comparatively small, the variety of activities has grown. The passenger ride business offers exciting flights from ‘BALLOONPORT’ at Damdama Lake, near Sohna (Haryana), about 50 Kms from Delhi. Flights are also available in Rajasthan and other states. The Indian Army Adventure Wing has centres at Bhopal, Jabalpur and other locations where the Army is training balloon pilots. These pilots are involved in setting records, the most recent being the “Day & Night flight” set in a 315,000 cubic feet Ultramagic balloon. The Aero Club of India has acquired a 77,000 cu. ft. balloon for training purpose.

Bandhu Aerospace Private Limited, an Indian company, has a joint venture with Ultramagic balloons of Spain and is currently fabricating their range of balloons for the Indian balloonists.

Every year, since 1985, the Ballooning Club of India, under the aegis of the Aero Club of India, has organized the ‘India International Balloon Mela.’ The Mela has been attended by large number of international teams, in which competitions are held. The World Championships Rules are followed in these competitions.

To popularize ballooning, at each Mela, a children’s painting competitions is held. The children of all school ages draw and paint pictures of the balloons on the ground or in flight. Prizes are given to children for each age group. These competitions have been attended by thousands of children and have helped in bringing this aero-sport into the schools and colleges.

In central India, in Bhopal, Julien Nott and Felix Pole set the world attitude record at 43,000 ft. Again, another new World attitude record was set at Mumbai by Vijaypat Singhania of India..

One of the unique features of Indian ballooning has been its association and participation in India’s democratic election process. The Congress party’s symbol of “hand’ was fabricated into a hot air balloon which was flown as part of the campaign of Mrs. Sonia Gandhi and the Congress Party.

Indian Ballooning has ambitious plans to make a bid for the World Hot Air Balloon Championships in 2010 near Delhi, in India. We hope that the ballooning community around the world and the CIA Delegates will vote for India and have the opportunity to enjoy India’s incredible diversity, beauty and hospitality.

13. Jury Board

• The Jury Board recommend that CASI is asked to change GS 5.2.2.3 and move airspace violations from this rule to a separate rule.

13. Officials Subcommittee

• The Officials SC is responsible for gathering information about will keep updated the list of event directors for EDS & Competitors (Directors for Gordon Bennett to be approved by the AA WG).

• The OSC will instruct the national Chief-Observers to provide training for the observers to improve their skills. An observer recommended by a national Chief-Observer to the OSC must have successfully participated at an observer training seminar.

• To find help for writing the Debriefer’s Handbook. (left from 2006 Points of Action)

15. Public and Media Relations Subcommittee

• Revising the CIA website should contain a “News Room”, The “newsroom” would allow a place for information on CIA events and balloon related articles to be published. In order to make the newsroom successful we suggest emailing articles to the chairperson or committee member then to Alex. The information can be articles, pictures, or graphics that will provide the ambiance of the event.

• Design an Organisers part of the CIA Web page which will replace previous CD.

16. Event Development and Services

• The Jury Board requested that EDS enforce sanction guidelines and deadlines in order to avoid potential problems with events

17. Records Subcommittee

• Update badge register and files

• Updated Notable Achievements Register to be available on the CIA Web site.

• Guidelines for Records Review document to be finalized.

18. Safety and Education Subcommittee

• Event Juries shall stop events that do not have a Safety Officer.

• Working at developing a standardized Safety Seminar concept.

• Collecting safety related links to be published on CIA Safety Website

19. Competitors Subcommittee

• Continue to formulate and distribute further questionnaires to pilots

• Recommendation that the safety officers at hot air balloon competitions include the examination of baskets after banners have been attached to ensure there are no sharp objects that would cause tearing of balloon envelopes during any collision.

20. Rules Subcommittee

• Ask CASI to look into GS. 5.2.2.3 as some (airspace violations) should be considered under 5.2.2.2.

• AX Working Group

• Look into goal/target definition

• Further development of AXMERG (leftovers from MER)

• Check wording of marker and track point scoring AXMERG

• Redefine rule of task order in AXMERG

• Discuss rounding of GPS precision

• Scoring Working Group

• The SWG decided because the complexity of the issue that the members study the issue of interpolation and tolerance for measurements for the next year.

• The SWG recommends to the AXWG that rules and penalties are established for improper use of loggers.

• Statutes and Sporting Code Working Group

Invitation and Nomination Procedures (90 Day Rule) issue tabled to next Plenary.

24. Online Contest Working Group

• Delegates were asked to submit names of test pilots for the ATMOS project.

34. Hall of Fame

• Build a Virtual Hall of Fame on the CIA Web site.

• All future nominations (from FAI Members and CIA delegates) shall be made only on a standard NOMINATION FORM which will also be made available on the HOF website.

• Hans Akerstedt to collect all available CVs and make a list of existing and missing CVs and pictures. The list to be sent to the Selection Committee members and the CIA delegates to ask them to provide the missing CVs and pictures.

Subcommittee and Working Group Activities During the Year

The following groups provided their reports:

A) Rules SC:

AA-WG:

There is a big discussion about the cancellation of the Gordon Bennett this year in Belgium. Certainly nobody wants to see something similar happening again. Approaches from the rules, the organisation and ATC coordination are being discussed.

AX-WG:

The logger only competition during the Europeans this year revealed that with the present definition of accuracy and rounding a number of equal results are produced. Approaches to change the rounding procedure and accuracy as well as interpolation between track points are being discussed.

There is definitively a kind of countdown running behind the scenes for the WAG in Italy. There are some differences in the way of competition and kind of tasks in the hot air balloon sector. Some kind of simplified rules for the WAG hot air competition is requested. A proposal of simplified scoring formula is currently being evaluated. The time table foresees that the rules for the WAG hot air are approved during the plenary 2008, used in the test event 2008 (and may be the one or other event) and then fine tuned and finally approved in the plenary 2009.

B) Event Development Service

The mail out of the approved sanction letters after the Plenary meetings signal a few months where the EDS members can slow down a bit. At least until questions and requests for assistance or information come from event organisers. Some of these included:

• In 2007 there was considerable email exchanged with the organisers, EDS and the CIA Bureau in planning the 51st Gordon Bennett. Even then problems arose and the event cancelled.

• 2008 World Hot Air Balloon Championship (Austria) and 2008 World Hot Air Airship Championship (Russia).

• 2010 World Hot Air Balloon Championship interest from India.

• The EDS Chair handled some sanction inquiries from potential events in several countries, but as of now there are no further developments.

Thanks to a delegate noticing old wording in the Category 1 Sanction Procedures, EDS took to review and update all of the documents they are responsible.

In November the sanction application processing work of EDS starts so the group is quite busy working with organisers getting application checklists completed, the FAI Organizers Agreement started, and the Conference agenda compiled.

Your donations are very important to the CIA and, in absence of other reliable and consistent revenue schemes, enable it to continue to serve our sport world wide in an efficient and effective way. A few countries have made a donation to the CIA this year, but there are very many more which have not! The CIA Donations Scheme is based on the number of pilots each country declares in its Annual Return, and the minimum rates are as follows:
