MSP-228, VEHICLE SAFETY POLICY

The purpose of Mangan’s Vehicle Safety Policy is to ensure the safety and well being of the employee, other drivers, client and others’ property, and pedestrian traffic in the vicinity of one of our employees behind the wheel of an automobile.

All employees responsible for travel to and from client, vendor or remote site locations for the purpose of work are required to adhere to the company policy for driving.

It is also the employee’s obligation to comply with all state regulatory, client, and insurance requirements to qualify to drive in connection with their job duties.

Permission: In an effort to meet the obligations noted above, employees who drive for company business will need to be diligent in their responsibilities for maintaining the guidelines for driving legally. To that end we have modified our policy for driving on company business to include some fail safe methods of maintaining current records.

➢ Driver’s License: All employees must have and carry a current, valid Drivers License for the state in which they live. A copy is kept with the Mangan Safety records. Upon renewal, the employee must notify the Mangan Safety department and provide a copy of the new license to keep the records current.

Note: All records containing Drivers’ License information are stored on a protected file directory (electronic) when forwarded through email or via private fax. Hard copy records are kept in a locked file cabinet. The records are sorted and archived as renewals take place. Forward your records through one of the following methods.

➢ Self Reporting: NEW! If your driver’s license status has changed from active to restricted or suspended we require you to self-report this to the Human Resource Director, Michael Hammond. It is our goal to maintain the work patterns of our field employees while keeping within the laws and requirements for driving.

➢ Motor Vehicle Reports (MVR’s): NEW! Upon hire the company runs a Motor Vehicle Report or MVR report to verify current driving status. A new policy will take effect this month in which Safety Admin will run a bi-annually Motor Vehicle Report on employees who drive for company business to verify current status of their driver’s license. This does not take away the responsibility of the employee to keep a current license on file or self report an interruption in their driving privileges.

Insurance: Employees must maintain the minimum insurance requirements of the state in which they live. A copy of the employee’s insurance certificate is to be kept on file with the Mangan Safety Department. (Reference emails above.) Upon renewal, the employee must notify Mangan Safety and provide a copy of the insurance certificate to keep the records current.

Cam Kit: Employees are issued a Cam Kit to be kept in their vehicle at all times during working hours. This kit’s intended purpose is to record, in writing and on film, any events surrounding an auto accident or incident. If you live or work in an area of high heat and/or humidity and you are concerned with using a camera that has been sitting in your car, most cell phones are equipped with a camera and can be used as an alternative.

Accident Reporting: Employees who are involved in an automobile accident while driving for company business must report the incident as soon as possible as per the company’s Accident Investigation Policy.

Drug & Alcohol Testing: New! Mangan’s policy on drug testing following an auto accident is that a post accident drug and alcohol will take place if:

➢ The accident occurred on a client’s site

➢ The law requires a test to be performed

➢ There was reasonable suspicion prior to the accident that would initiate a drug and alcohol test

Cell Phone Use: The use of a cell phone (i.e., talking, texting, hands on navigation, browsing, etc.) while driving for company purposes or on company time is prohibited. If there is the need to use a cell phone while in your vehicle, pull over at a safe site prior to use. When using your phone as a navigation tool the hands on portion must be complete prior to driving and the directions will need to be voice guided. The use of a cell phone for any other reason than hands-off navigation while driving is considered a safety violation and will be dealt with as per the Company Policy on Disciplinary Action.

Training: Training covering the company’s Vehicle Safety Program and Defensive Driving will be provided to employees as follows:

➢ Vehicle Safety Training

1. All new hires or employees switching to a job function that requires driving on company business

2. Annual refresher training (such as this week’s meeting notes)

3. Post accident as a step in prevention

➢ Smith System Driver Training for Mangan employees who:

1. Drive company vehicles

2. Drive in company carpools

3. Drive while performing work for a client who has a defensive driving training requirement in place (i.e., Pipeline clients)

Inspections and Maintenance -

1. Visual Inspections – before using a company vehicle, rented vehicle, or your own perform a visual inspection to verify instruments and equipment are working properly. Things to check:

a. Tire Pressure

b. Blinkers and head and tail lights (f you back up to a window you can see if your brake lights work. The same goes for facing a window, you can see if your headlights are working correctly.)

c. Mirrors (adjusted correctly)

d. Seat belt (at the correct height and secure)

e. Brakes (test a few times prior to going a distance from your starting point)

f. Windshield Wipers (test with cleaning fluid)

2. Documented Inspections – conducted by the project or office overseer of company vehicles.

3. Maintenance by licensed mechanics according to manufacturer’s guideline for vehicle.

4. Records to be kept on file with the safety department.

Defensive Driving: All employees are to drive defensively! The purpose of driving defensively is to avoid all preventable accidents. It involves doing whatever it takes to keep yourself out of harms way. Any employee displaying intentional aggressive or aggravated driving behavior will receive appropriate disciplinary action.

Important Information on Distracted Driving:

Distracted driving is diversion of attention away from activities critical for safe driving toward a competing activity.

The Myth of Multi-Tasking

– The brain does not perform 2 tasks at the same time - it switches from one to the other

– When overloaded, the brain selects what to pay attention to – leading to incomplete information

– Reaction time slows due to switching from one task to the other

Inattention Blindness

– Drivers on a cell call tend to look at but not see objects

– The field of view narrows

– Drivers aren’t aware of what they don’t see, and may miss up to 50% of the information

– The result is missed exits, running red lights and stop signs, and missing important signage
