Domains, Components, Indicators, and Core Metrics

11 Core Components of the Domain Framework Achievement, Growth, and Gap Closure Expectations

As you know, the 2018 State Accountability System assigned A-F performance ratings at the District level and Met Standard or Improvement Required performance ratings at the Campus level. The 2019 Texas State A-F Accountability System will now utilize A-F performance ratings at the District and Campus level using expanded measures of learning comprised of 3 Domains, 11 Components, 15 Indicators, and 115 Core Metrics. School System Success and Quality is evaluated relative to performance on 11 key components that reflect Academic Achievement, Academic Growth, and Gap Closure. These 11 Domain Components are defined by 15 Indicators that are integrated into each of Domain I, Domain II, and Domain III.

Region One Education Service Center personnel have been provided updated training by the TEA Student Assessment Division regarding developments and specific changes to key Core Metrics used to evaluate levels of performance, progress, and attainment for respective Domain performance. Participants will be provided overview, methodology, and computation for each of the 11 Domain Indicators.

Region One ESC personnel from the offices of Teaching and Learning, School Improvement, College and Career Readiness, Advanced Academics, Special Populations, Career and Technology, and PEIMS will guide participants in collaborative discussion on program effectiveness and quality processes relative to Domain performance levels, Distinction Designation attainment, and State/Federal Improvement Required and Targeted/Comprehensive school supports.

This session will provide an opportunity for learning, engaged participation, and sharing of best practices.

2019 State A-F Accountability Rating System College, Career, and Military Readiness Component

Expansion of CCMR Options for 2019 Accountability Program Participation, Data Collection, and Data Quality

The 2019 State Accountability System brings changes to the College, Career, and Military Readiness (CCMR) component of the Domain Framework. Eight CCMR Options were available to students that measure graduates' preparedness for college, the workforce, or the military. For the August 2019 State Accountability Ratings, the CCMR Options have expanded from eight to eleven and, specifically, TEA will implement a five-year transition from CTE coherent sequence coursework to industry-based certification.

Region One Education Service Center personnel have been provided updated training by the TEA Student Assessment Division regarding these specific changes to the CCMR Options currently available to students. As you know, school system data, related to CCMR Options available to students, used in current year accountability rating system calculations is based on prior year information and thus data collection and data quality efforts are still available through Fall PEIMS submission.

Region One ESC personnel from the offices of College and Career Readiness, Career and Technology, PEIMS, and Teaching and Learning will be providing updated 2019 Accountability CCMR Options training and will focus on the following key areas: Program Participation, Data Collection and Coding Processes, and Data Quality Reviews. In addition, implications of CCMR Options computation methodology within the Domain I, Domain II, and Domain III Accountability Framework will be presented.

This session will provide an opportunity for learning, engaged participation, and sharing of best practices.
