MC02/1617 GENERAL SECRETARY’S STATEMENT ON THE PRODUCTION OF THE MINUTES.

A meeting of the Management Committee was scheduled to be held during the Reg Davis Cup Final on 5th October 2016 but as it has now been postponed the meeting cannot place.

It has been impossible to arrange a meeting to replace it at such short notice and as a meeting is necessary we have had to hold one electronically with all members receiving the Agenda of the meeting, an explanation from myself on the various items involved and an opportunity for each to have an input prior to the production and issue of the Minutes.

MC09/1617 LEAGUE SECRETARY

(i) Withdrawal of Avonvale Utd from the League.

Avonvale Utd withdrew from the League between the AGM and the start of the new season

The Committee agreed that no fine is applicable in this case in accordance with Rule 14(a)(iii).

The Committee did, however, in line with past practice, impose a ban of 5 years on the Club entering the League again.

(ii) League Referees.

The Secretary informed the Committee that he had managed to recruit a number of new referees to the League this season to make up for the loss of several others who had retired, moved away or were promoted with the League list now standing at a healthy 45.

David Purser noted that Albert Hart had retired from the League at the end of last season and wished to thank him for his long service and efforts on behalf of the League, all members of the Committee wished to associate themselves with David’s remarks. 

(iii) Thomas Lamonby played for Berkeley Town in the Reg Davis Memorial Cup Competition, Round 1 match at Whaddon Utd in the 2-2 draw on Sat 6th August 2016.

The Committee noted the above and decided that Berkeley Town be fined £20 for the ineligible player under Rule 8(o)(i). The 2 goals for cannot be dealt with as there is not a League Table in which to deduct them as it was a cup match.

(iv) Thomas Lamonby fined £20 under Rule 8(g)(ii) for signing for Sharpness on 1st August 2016 and again for Berkeley Town on 4th August 2016 without being transferred.

Dave Purser confirmed that Mr Lamonby had paid the fine.

(v) Sat 20th August 2016 – Stroud Harriers v Wotton Rovers. Nailsworth Primary School installed a new boiler and did not inform Stroud Harriers consequently there was no hot water for showers. The game was played however.

The Committee decided that as this situation was beyond the control of the club no further action was necessary.

(vi) Leonard Stanley played Piers Versaci on Sat 20th August 2016 in the match away to Tuffley Rovers Res which they lost 7-2.

The Committee noted the above and decided that Leonard Stanley be fined £20 for the ineligible player and lose 2 goals for, in accordance with Rule 8(o)(i).

(vii) Stroud Harriers forwarded copies of the registration forms for Liam Cook and Ashley Walker to the Assistant Secretary at 12-26pm on Saturday 20th August 2016 but failed to register them on Full Time until after the match in which both of them played. The result of the match was a 3-1 defeat at home to Wotton Rovers.

The Committee agreed that these players are ineligible and as a result Stroud Harriers are to be fined £20 for each player and lose 1 goal for, under Rule 8(o)(i).

(viii) Brockworth Abion failed to have a Deputy to enter the details for their matches into Full Time when their Hon. Sec Andy White was away on holiday.

The Committee were very concerned at this failure to deal with the business of the League and warned Brockworth Albion that there must be no repeat. The Committee fined them £25 under Rule 5(h).

(ix) Stroud Harriers played Daniel Davis on Sat 10th September 2016 in the match away to Winchcombe Town which they drew 2-2.

The Committee decided that Stroud Harriers be fined £20 for the ineligible player and lose 1 point and 2 goals for under Rule 8(o)(i).

(x) The Committee confirmed the extension of the season up to and including Sat 8th April 2017.

MC10/16/17 THE REG DAVIS MEMORIAL CUP COMPETITION.

(i) The final was due to be played on Wednesday 5th October 2016 at Slimbridge AFC, Kick-Off 7-30pm but had to be postponed due to the following which was totally outside the control of the League:-

A while back the Secretary became aware that Stroud Harriers player Daniel Davis had been suspended by the GFA due to an outstanding debt to Horsley Utd AFC.

On being aware of this fact he checked whether he had played in any game in the League whilst under this suspension and found that he had played in the Reg Davis Memorial Cup Competition against Harrow Hill in the Semi-Final tie which Stroud Harriers win by 2 goals to nil.

He rang Matthew Evans at Stroud Harriers and informed him of the situation, Mr Evans informed him that he had not been aware of this but would check this with the player. Mr Davies assured him that he was free from suspension as he said he had sent the monies involved in cash to the GFA, the GFA confirmed no such cash had been received by them and as such the player was still under suspension. Having made the club aware of the facts they still played him again at Winchcombe Town on 10th September 2016.

Mr Green informed the GFA accordingly and they charged both the Club and player, both cases being found proven.

With the date of the Final Tie fast approaching the Committee decided to remove Stroud Harriers from the competition and reinstate the losing semi-finalists Harrow Hill in the Final to play Newent Town.

However, the League received an instruction from the GFA that no action could be taken until they had fully dealt with all related issues.

In view of this the League’s decision to remove Stroud Harriers was set aside.

The League were then informed by the GFA that the both cases had been found proven.

David Purser who was Acting League Secretary in Mr Green’s absence quickly realised that a confirmed decision by the League to remove Stroud Harriers, (which had again been taken, with notification given to Stroud Harriers which included details of their right of appeal), could give rise to an appeal by them to the GNSL and subsequently to the GFA if it was dismissed, and this could result in many weeks delay before the final outcome was known.

As such David Purser had absolutely no choice but to postpone the Final Tie of the competition, only a week or so away, until it was finally decided who the other Finalist would be to play Newent Town.

The league normally holds the Final in late September/October as there are warmer evenings then to attract a larger crowd, rather than in the depths of winter; it is, after all, a Charity Competition and the gate money is important.

In view of the decision by the GFA the General Secretary wrote to Stroud Harriers and informed them that the Committee had re-confirmed their decision to remove them from the Competition Final Tie and had replaced them with the losing Semi-Finalists Harrow Hill as a result of them playing Daniel Davies who was ineligible.

The Secretary reminded Stroud Harriers of their opportunity to appeal this decision through Rules 15 and 16. However, on 4th October 2016 Matthew Evans, Hon. Sec, Stroud Harriers wrote to the Secretary informing him that the Club had decided not to appeal the decision of the Committee.

In view of this the Secretary informed all concerned that the Final Tie would now be between Harrow Hill and Newent Town and would be played in March next year.

The Committee expressed their disappointment at them having to take such a decision as this was the result of the action of one player which had had far reaching consequences.

(ii) Stroud Harriers played Daniel Davis on Sat 3rd September 2016 in the Reg Davis Memorial Cup Competition Semi-Final which they won 2-0.

The Committee decided that Stroud Harriers be fined £20 for the ineligible player under Rule 8(o)(i) and would be removed from the competition with Harrow Hill being reinstated to play Newent Town, subject to an appeal by Stroud Harriers to this decision.

MC11/1617 ASSISTANT SECRETARY

The Assistant Secretary reported the season got off to a hectic start with clubs rushing to get players registered in the last few days, two of whom were new clubs, there were, however, four clubs who missed the deadline.

Another rush in the middle of August and then it settled down and normality has now resumed.

MC12/1617 LEAGUE TREASURER

(a) General Financial Report

The Treasurer reported that the balances of League funds was as follows:-

Barclays Bank - £11,888.08 and Nationwide B.S - £1,566.23,

Total - £13,454.31

MC13/1617 RESULTS SECRETARY

The season has started well from the point of view of SMS result reporting, although, as ever, all clubs are reminded that their representatives MUST read the message that is sent through from Full-Time and respond accordingly.  Too many clubs are being fined simply because their nominees have not read the message that they have received correctly and, instead, seem to have made up the format of the SMS that they then send back to Full-Time in response.  This can lead to unpredictable results and WILL always result in the club being fined.  If there is any query over what is, essentially, a simple request to reply with a message in a particular format, then clubs should seek advice.

There was a Full-Time outage on September 10th, for which the FA apologised profusely and which was remedied by about 7 pm that same night.  However, this outage did emphasise the need for a better contingency plan for such occurrences and this has now been actioned.  All club secretaries have been contacted, by email, with details of the format of the SMS message that should be sent to my personal mobile number in instances in which their representatives have not received the automated text from Full-Time.  This contingency format requires each person to identify the club for which they are the representative and then the score of the game, using team names in a "Home v Away" format, with the score added.  Clubs should note that any deviation from the required format will, also, lead to a charge being raised under the appropriate rule.

As an early warning, all clubs should be aware that it is likely that electronic registrations will be brought in for all leagues from the commencement of the 2017-18 season.  The Cheltenham League have been part of the FA's pilot programme this season and have achieved the goal of all registrations going through the Whole Game system - but not without significant headaches and teething problems.  It is to be hoped that all these will be ironed out by the summer and that the transition for all remaining leagues will be far smoother than it has been for those Leagues in the pilot programme so far!
