CALL TO ORDER:

Diane Cho, Chair, called the meeting to order at 10:07 a.m.

APPROVAL OF THE MINUTES

Motion(I) was made by Mr. Parker, seconded by Mr. Bowden and unanimously carried to approve the January 25, 2012 meeting minutes with corrections.

COMPLAINT COMMITTEE REPORT

The Complaint Committee reported on the status of the following complaints:

CORRESPONDENCE

The Board received an email from McMurray Phillips whose application for exam/transfer of grades was denied by the Board because he did not have an NCARB IDP record. Instead, he possesses the Canadian equivalent - CERB (Canadian Experience Record Book) which was submitted by the AIBC (Architectural Institute of British Columbia). Ms. Edwards stated that after receiving Mr. Phillips' letter, she did further research and discussed this matter with Board counsel. Ms. Trust is of the opinion that the Canadian equivalent of IDP is acceptable under the Board's law and regulations.

Motion (III) was made by Mr. Edmeades, seconded by Mr. Parker, and unanimously carried to approve Mr. Phillips' application.

The Board received a letter from Lawrence White, licensed architect, requesting a waiver from the continuing education requirements. Mr. White stated that due to medical reasons he only earned 12 of the 24 continuing education hours needed to renew his license. It was noted that the Board has the authority under the law to waive continuing education for medical reasons. The Board discussed Mr. White's situation.

Motion (IV) was made by Gary Bowden to waive 12 hours of continuing education for Mr. White. Steven Parker recused himself from the vote. Motion was seconded by Paul Edmeades, and carried by a majority of the Board members.

OLD BUSINESS

Legislative Update

CPC bill - Ms. Trust reported that the continuing professional competency bill received the support of the AIA. It passed the Senate and crossed over to the House.

Special Fund bill - Ms. Trust reported that the special fund bill received favorable reports from both the House and the Senate with no term limits even though the MSPE wanted a three year limit on the special fund.

Firm Permit bill - Ms. Trust reported that MSPE will oppose this bill. Hearing is scheduled for March 14, 2012. It would be helpful if the societies representing the other three boards - i.e. AIA, MSS, and ASLA - supported the bill at the hearing.

NEW BUSINESS

Ms. Trust stated that if the CPC bill passes, it will become effective on October 1, 2012 at which time regulations should be in place to set out the requirements. The Board should put together a committee to start working on the requirements. Steven Parker stated that he is on the shared NCARB/AIA committee charged with writing continuing education standards. Hopefully, by end of next year, they will have a set of standards for all states.

After discussion, it was decided that the CPC committee should consist of two board members, two AIA members, a representative from NCARB, board counsel, and an educator. Mr. Parker and Mr. Edmeades will represent the Board. Board members will reach out to NCARB and AIA to get the other individuals to serve on the committee. Paul Edmeades will serve as chair of the committee.

NCARB Region 2

Paul Edmeades reported that the Regional meeting will be held March 23-24 in Nashville, TN. He will attend as the funded delegate from Maryland. Motion (V) was made by Steve Parker, seconded by Gary Bowden, and unanimously carried to grant Mr. Edmeades the authority to vote on behalf of the Board.

ADJOURN

There being no further business, motion (IV) was made by Mr. Bowden, seconded by Mr. Edmeades and unanimously carried to adjourn the meeting at 11:50 a.m.
