A. Moore (CAM) 2012-2013 Master ScheduleMeeting HighlightsI. History: Last year State legislators identified the top 100 schools that have low sores when adding Reading Proficiencies with Read Gains. CAM was determined as one of the 100 lowest performing elementary schools. Legislature requires an additional hour of instruction per day for students at CAM without additional funding. Teachers and CU staff have been asked to work that additional hour to serve the students at CAM. When a decision is made that a law or mandate has to be implemented that impacts teachers, the Union has the right to request impact bargaining. A fact finding group (Sue Ranew, Kathy McGinn, Karen Koehnlein, John Lynch, Genelle Yost, Vicki Rodriguez, Vanessa Tillman, Felicia Nixon, and Pam Holmes) met to discuss the impact on teachers.The fact finding group reviewed concerns on the impact on employees and are waiting on a piece of information regarding leave time from Maurice Bonner. The group also discussed the rate of pay for CTA and CU. CTA is their regular rate of pay; the rate of pay for CU will be regular time up to 40 hours and time and a half over 40 hours. The group has parsed down the concerns into language for the CTA. Work has not begun for the CU concerns.CWA employee hours will be adjusted for coverage, so they are not impacted.II. Concerns raised during the last fact finding meetinga. Substitute Inquiry – Maurice Bonner and a group are working with Skyward representatives to request substitutes to have an 8 ? hour day versus a 7 ? hour day. The substitute will be reminded about the additional hour for CAM through the AESOP Sub Calling System. There will be separate hours for CAM extended days.b. Additional breaks for non-instructional staff in relation to the (Fair Labor Standard Act) FLSA – there is no legislation in relation to non-instructional.c. Sick Leave – There will be a meeting with district staff and Skyward representatives on August 16 to make sure that Sick Leave is accommodated in the software tracking system. If sick leave is taken on an instructional day employees will get the 8 ? hours of sick leave. On days without students, they would get 7 ? hours of sick leave. Payroll may need to do manual computations.The CTA expressed concerns over the ability for Skyward to have this completed by August 20. However, Payroll can do manual computations as a safeguard.d. Process for payment of additional hour - Barbara Audette, Payroll Manager, will meet with the faculty at CAM to discuss the Payroll piece of the additional hour per day and provide training for the School Secretary as well as the Principal and Assistant Principal.The CTA requested that the Personnel Records Specialist for CAM be included in meetings concerning the payroll for affected CAM employees. Discussion regarding CU staff completing overtime sheets or having the School Secretary keep track. For CTA staff the additional hour will be a supplement similar to the additional ? hour supplement that Teachers on Special Assignment receive. The supplement would appear as a separate line item on the check stub and would be subject to the mandatory FRS contribution.CU staff will earn an additional hour per day when students are there. If they work a 5 day week, then any time over 40 hours will be paid at 1 ? times their hourly wage. If they work a 4 day week or less, then their time will not be over 40 hours and not subject to overtime. It was suggested that an overtime schedule be created just for CAM. The CTA requested that every effort is made to ensure that CU staff understands the nature of overtime. For example, if you don’t work over 40 hours in one week, you do not get overtime.III. Letter of Understanding (LOU) – An LOU was handed out regarding the impact of specific appropriation 84 of Chapter 2012-118 for School(s) identified by the State of Florida as “100 lowest performing elementary schools.” Proposed changes to CTA Contract Language were reviewed.a. Article IV A. Work Year/Hour - The SC reviewed adding Language which specifically deals with the additional hour of instruction requirement. Outcome: Thumbs Up with minor revision.b. Article IV E. Planning – The SC discussed adding Language which addresses the amount of planning time for schools affected by Appropriation 84 or Chapter 2012-118. New Language would state that teachers will have a minimum of 60 minutes of planning during the work day and that where staffing and scheduling permits there will be 60 consecutive minutes each day. CAM has already built the 60 minute planning time into the work day for 2012-2013. It was proposed that this Language be incorporated into a separate LOU for the 2012-2013 school year only and not be added to Contract Language. Outcome: Thumbs Up.c. Article IV P. Clerical and Other Duties - The SC discussed adding Language which provides for teachers to have access to copying services as well as other clerical services such as laminating, collating, stapling, etc. during the work day. It is important to have this type of services available for teachers so that it does not take away from planning time. It was proposed that this Language be incorporated into a separate LOU for the 2012-2013 school year only and not be added to Contract Language. Outcome: Thumbs Up.d. Article VIII A. Transfers and Administrative Approval – The SC discussed adding Language concerning transfers from schools which are identified as one of the 100 lowest performing elementary schools. It was recognized that not only is there an impact on CAM but on other schools. Because of the late notice the transfer period between school years has passed and teachers cannot now transfer without the approval of their current principal. For this year, if a teacher is identified as wanting to transfer from CAM, the district will handle on an individual basis. The CTA would like to have Contract Language in place concerning transfers from CAM so that there will be consistency. It was proposed that this piece be removed from the LOU and the fact finding group continue to work on Language. Outcome: Thumbs Up.e. Article XIII G. Overload – The SC discussed adding Language stating that teachers who work at an identified school be paid for the additional hour of work at their regular rate of pay for all student days. Outcome: Thumbs Up.f. Article XV D. Building Level Planning Team – The SC discussed adding Language that identified schools’ BLPT’s will meet quarterly to specifically review the quarterly report submitted by the School Board to the State. Outcome: Thumbs up with minor change.IV. Outcomes of SC Meetinga. LOU addressing new Contract Language.b. LOU addressing Planning Time and Clerical and Other Duties for the 2012-2013 school year only.c. Work will continue on Transfer Language.d. A meeting is scheduled on August 16 with Skyward representatives to work on leaves.e. For teachers, the additional hour will be a supplement. For CU staff, the School Secretary will be given an overtime sheet to use as a tool to document the hours of overtime for affected staff for each week. A meeting will be scheduled with Payroll and the School Secretary for an overview and training.V. Meeting adjourned at 11:00 a.m. ................
