August 10, 2020 Regular Meeting Minutes – Motion made by John Randlett to accept these minutes as written, seconded by Neil McIver, all in favor via roll call.The following minutes have been sealed:August 10, 2020 Non-Public Meeting Minutes – sealed for 30 days.Announcements:The Select Board will meet on the following dates:Regular Meetings – 6:00PM – Monday, September 14th and September 28th, 2020.Work sessions prior to the regular meetings will start at 5:00PM.Public Hearing to be held on Monday, September 14th at 6:15PM:on the acceptance of unanticipated revenues from the Department of Agriculture for:*A Pre-Development Planning Grant in the amount of $30,000;*A Community Facilities Program Grant in the amount of $250,000.Town Offices will be closed on Monday, September 7, 2020 in observance of Labor Day.At this time, all meetings will be held via Zoom. You can find dial in information on the town’s website at Plymout-. Citizens wishing to be listed on the Select Board’s Agenda should notify the Town Hall before 12:00PM the Friday before the scheduled meeting.Reopening of Town Offices – In keeping with the Governor’s new orders, and after discussion with the Plymouth Emergency Management Director and the Plymouth Health Officer, the reopening of Town Offices has been moved to September 14, 2020. Town employees are still available to the public during regular business hours. You can call to have your questions answered or to make an appointment with any office by calling the Town Hall or by emailing townhall@plymouth-. The following are the hours for the offices of Town Hall:Selectmen’s Office – Monday-Friday - 8:00AM to 4:30PM – 536-1731Town Clerk’s Office – Monday-Friday – 8:30AM to 4:00PM – 536-1732Tax Collector’s Office – Tuesday-Thursday – 8:00AM-2:00PM – 536-4733 Thank you for your continued patience and support during this time.Chairman’s Comments: At the Select Board meeting held on August 10, 2020, the Select Board passed a Mask Ordinance for the Town of Plymouth, by majority vote. This Ordinance will remain in effect for 30 days following the Governor’s lifting of the State of Emergency. We ask that everyone abide by the requirements of this Ordinance and remember that your mask protects me and my mask protects you. This Ordinance can be found on the Town’s website at plymouth-.If anyone has a concern or complaint regarding the Mask Ordinance or other Town business, they should contact the department where the complaint/concern is intended for, as opposed to a Select Board member or other individuals not in authority.There has been concerns regarding the opening of PSU and the arrival of students. The Board has shared these concerns with Marlin Collingwood, PSU VP of Communications, Enrollment and Student Life. PSU is aware of these issues and provided some responses to these concerns:Interim Suspension of 3 students who hosted a party off campus over the weekend.Achieved great compliance with masks and social distancing on campus at this time.Installed two highway signs in Plymouth at the request of the Town which will remain through the end of September.Prospect Dining Hall is limited to 120 people with two outside dining areas as well. Prospect offers a full to go menu which is why students may have been lined up to pick up these orders.Pre-arrival testing will be complete tomorrow – August 25 – every student being tested. Public release of those results. 0.3% positivity rate at this time. Due to protocol, this rate would need to increase to 10% before action needs to be taken to release student for remote learning. 5% for on-campus remote learning. The target is 50 students would need to be positive before at home remote learning is initiated. The Town Clerk was invited to hold a voter registration drive to be held on High Street, but has since changed that location to hold this drive in the front of Town Hall for anyone who chooses to register in this manner.Tremendous support with local landlords for student behavior reporting. University PD and Plymouth PD showed a decline in complaints of parties/gatherings over the weekend.PSU requests that any observance of concerning student behavior be reported to PSU for follow up by googling “Community Conduct Concern Form” to report said behavior.President Birx sent a communication to PSU students (which was read by Bill Bolton at this meeting) regarding the expected observance of the Mask Ordinance as well as social distancing on campus and off. This communication included the steps that would be taken for those students who refused to comply with this Ordinance.Appointments:Slade Warner requested appointment to the Conservation Commission. A motion was made by Neil McIver to appoint Slade Warner which was seconded by John Randlett. No discussion. All in favor via roll call.Bryan Dutille requested appointment to the Parks & Recreation Commission. A motion was made by Neil McIver to appoint Bryan Dutille which was seconded by Maryann Barnsley. No further discussion. All in favor via roll call.Stephanie Pike requested appointment as an Alternate Member of the Parks & Recreation Commission. A motion was made by John Randlett to appointment Stephanie Pike which was seconded by Neil McIver. Zach Tirrell questioned why it took so long for the appointment of Stephanie to come before the Board when her letter was dated in January. It was later determined that the Parks & Recreation Committee has not been having regular meetings and just met recently to review and approve the appointments before they went to the Board. All in favor via roll call.Purchase Orders:Joe Fagnant, Highway Manager, appeared with a Purchase Order for GMI Asphalt Paving Specialists in the amount of $77,485.00. Intended for the paving from the Post Office to Langdon & Pleasant for failed pavement. Discussion on the process to be used for the crosswalks as well as other issues in this section of road and how they will be addressed with respect to this paving. Maintenance of the cobblestone crosswalks a concern for the Highway Department as their condition deteriorates. Discussion of the Highland repaving project as a whole and how that relates to the paving of this section. Zach Tirrell made a motion to accept this Purchase Order to GMI Asphalt Paving Specialist, which was seconded by Neil McIver. No further discussion. All in favor via roll call.Joe Fagnant, Highway Manager, appeared with a Purchase Order for GMI Asphalt Paving Specialist in the amount of $20,522.00. This is intended for Langdon Street by Mayhew Funeral Home to Fox Park parking lot. This road is in very bad shape which needs to be addressed for proper water drainage. Some ditching and runoffs will be created to accommodate these issues. This road is not part of the larger paving project but needs to be addressed due to its poor condition. Neil McIver made a motion to accept this Purchase Order to GMI Asphalt Paving Specialist, which was seconded by John Randlett. No further discussion. All in favor via roll call.Joe Fagnant, Highway Manager, appeared with a Purchase Order for HP Fairfield in the amount of $7,499. This would be for an angle plow to replace a plow that is on one of the larger trucks highway uses. Neil McIver made a motion to accept this Purchase Order to HP Fairfield, which was seconded by Zach Tirrell. No further discussion. All in favor via roll call.Joe Fagnant, Highway Manager, appeared with a Purchase Order for Beauregard in the amount of $5,549.08. This would be to address several issues to the 2006 backhoe that is used daily. Continuing to use the backhoe with these issues will only further deteriorate the condition of this machine. Joe projects this backhoe should last for another 3-4 years. Zach Tirrell made a motion to accept this Purchase Order for Beauregard, which was seconded by Neil McIver. No further discussion. All in favor via roll call.Joe Fagnant, Highway Manager, appeared with a Purchase Order for Dean H. Yeaton, Inc. in the amount of $6,000. This is for road side mowing which would be the same price if Highway rented a machine and did it themselves. This allows Highway personnel to continue with other projects. Typically, this would be 2 weeks of mowing and would occur within the next 3 weeks. Neil McIver made a motion to accept this Purchase Order for Dean Yeaton, which was seconded by John Randlett. All in favor via roll call.Joe Fagnant, Highway Manager, appeared with a Purchase Order for Plymouth Ford in the amount of $5,692.60. This is for the F550 which has a failed emission. The repairs for this are costly with parts and labor. This appears to be a common issue with the Ford F550. Zach Tirrell made a motion to accept this Purchase Order, which was seconded by Neil McIver. No further discussion. All in favor via roll call.Maryann Barnsley asked what the status was with Bartlett Road as it is in very bad condition. Joe Fagnant stated his guys worked on that road today but there is currently no funding to redo the entire road. Joe has requested quotes on repairing the 2 worse pieces of this road to try and fix the road in sections. This road needs the base to be ripped up and redone so an overlay is more mittee Reports:Zach has attended two School Board meetings which have been on the reopening plan. At this point, students will be going back in person with social distancing and masking in place. Things will be shifted if any issues ariseNoise Log:Police Chief Steve Lefebvre stated the Noise Log was not produced today, but an email will be going out tomorrow with this information.Face Mask Ordinance:Jenny Thibeault questioned if the Mask Ordinance would need to go back to a revote after 30 days. Bill Bolton said he was not aware of that but would look into it.Other Comments:John Randlett asked if the email he forwarded to the Board from PSU was addressed, which was confirmed by Bill Bolton that it was part of the beginning of this meeting where PSU was discussed. John also questioned when a group of students/visitors are not following the social distancing and masking ordinance, what would be the proper thing to do. Bill Bolton stated he could take a picture of it and send it to PSU so they are aware and can handle it. Chief Lefebvre did state that if the students all live in the same residence it would not be a violation and to keep that in mind. Bill Bolton stated the “Community Conduct Concern Form” could be used in this scenario as well so PSU can look into and be aware.7:05 PM - Motion to Adjourn: John Randlett made a motion to adjourn, seconded by Zach Tirrell.
