|JOB PURPOSE: |Provide leadership, development and support to the Finance Team, so they can provide |

| |excellent customer service and business support |

| |Ensure high quality information for budgeting, financial reporting and decision |

| |support is provided for internal and external purposes |

| |Maintain a strong focus on financial control and compliance |

| |To provide support to the Executive Director, Corporate Services who has overall |

| |financial management responsibility |

|LOCATION: |Based at the Hawke’s Bay Campus in Taradale with some travel, primarily to Tairāwhiti |

KEY TASKS:

1. Finance Section

Responsible for planning and managing the operations of the Finance Section including:

• Assisting the EDCS in developing the Section vision and strategy

• Preparing, negotiating, implementing and monitoring the Finance Section plan and budget

• Providing leadership, development, management, coaching and mentoring for Finance Section staff

• Ensuring the Section delivers quality services that meet the expectations of the Institute and is able to operate flexibly as needed

2. Budgeting and Financial Planning

Responsible for managing EIT’s annual budget process, including:

• Planning, training and supporting managers, managing the process and timetable, reviewing and challenging the budgets, assisting with capital expenditure budgets and preparing the balance sheet and cash flow budgets, reviewing the process and maintaining the budget system

• Managing the reforecast process during the financial year

• Manage the Finance Section budget

• Supporting managers understand and utilise financial information to improve financial performance

• Assisting the EDCS with multi-year forecasting and capital asset management forecasting

3. Management Accounting

Responsible for providing management accounting services, including:

• Financial and business analysis including project feasibility and programme viability assessments

• Scenario planning and financial modelling

• Supporting business improvement and business case initiatives

• Contributing to benchmarking measures

4. Financial Accounting

Responsible for internal and external financial reporting, including

• Monthly financial reporting for management and the Board, annual financial statements and supporting information for the annual report, and reporting to other external parties e.g. New Zealand Institute of Skills and Technology, Tertiary Education Commission and Ministry of Education

• Monthly financial reporting and supporting information for managers

• Supporting the capital expenditure process

5. Systems

Responsible for the maintenance and development of financial systems and processes:

• The financial and purchasing systems (NetSuite and Approval Plus)

• The budget and financial reporting system (Adaptive Insights) and liaise closely with supporting systems in other areas (e.g. student management, payroll and SWAT)

• Other financial tools and Finance Section information

6. Financial Management and other tasks

Responsible for ensuring good financial management practices and operations, including:

• Efficient, timely and accurate operational and transactional processing

• Good balance sheet and treasury management, including credit control, cash and investment management

• Development and implementation of financial accounting policy, procedures and systems to ensure good internal control

• Ensuring tax and other legislative compliance relevant to Finance

• Planning and managing internal and external financial audit processes, including supporting and providing reports for the Audit Committee

• Manage insurance processes

• Provide support services to the Otatara Trust, Strive Rehabilitation @HB Trust, Strive Rehabilitation Trust and others as required, including management of budgets, financial reporting and financial planning assistance

• Contribute to Corporate Services and wider Institute initiatives

• Other tasks as required by the EDCS from time to time

PERSON SPECIFICATION

The Finance Manager will have extensive experience managing a finance function in medium to large sized organisations. Work experience in the tertiary education sector would be an advantage. He/she will have a relevant tertiary qualification, be CA qualified and have the following capabilities and aptitudes:
