Minutes

The Carroll County Board of Education met in regular business session at 5:30 p.m. on Monday, June 20, 2011, at the Carroll County Board of Education Office at 14155 Paris Street in Huntingdon, Tennessee. Chairman Harold McLain called the meeting to order at 5:30 p.m. Present were Gina Atkins, Debbie Broadbent, Harold H. McLain, Jr., Jimmy Simmons, Tonya Stepp and Antoinette Stokes. All members were present.

Mrs. Toni Stokes moved to approve the agenda. Mrs. Gina Atkins seconded. The agenda was approved.

Items approved in the Consent Agenda were the following:

• The minutes of the May 23, 2011, business meeting;

• The announcement of the TSBA Fall Northwest District Meeting in Lake County on September 27, 2011, and the TSBA Fall Southwest District Meeting on September 6, 2011, at East Hardin Elementary;

• The announcement of the TSBA Annual Convention in Nashville on November 13-15, 2011;

• The employment of the following support staff for the 2011-2012 school year contingent upon funding and positions available:

All support staff positions are “at will” employees.

In Unfinished Business, Mrs. Tonya Stepp moved to approve:

• Tennessee Nutrition Standards Act Certification of Compliance;

• Breakfast Waiver for the Tennessee Nutrition Program; and

• Tennessee School Nutrition Program Local Agriculture Compliance Plan.

Mrs. Gina Atkins seconded. The motion passed unanimously.

Mrs. Toni Stokes moved to extend the superintendent’s contract for one year (the 2012-2013 school year.) Mrs. Tonya Stepp seconded. The motion passed unanimously.

Mrs. Gina Atkins moved to approve the budget amendments for the fiscal year ending June 30, 2011. Mr. Jimmy Simmons seconded. The budget amendments were approved.

Mrs. Toni Stokes moved to approve the expenditure for a student’s unpaid lunch charge in the amount of $96.25. Mrs. Debbie Broadbent seconded. The motion carried.

Mrs. Gina Atkins moved to approve a 2% salary increase for certified and non-certified personnel. Mrs. Toni Stokes seconded. The motion unanimously carried.

Mrs. Tonya Stepp moved to approve the 2011-2012 budgets for the Carroll County Technical Center internal accounts. Mrs. Gina Atkins seconded. The proposed internal accounts were approved.

There were budgetary discussions on capital outlay issues for the 2011-2012 school year. There were discussions on salary adjustments for key personnel for the 2011-2012 budget. Mr. Jimmy Simmons moved to approve $400,000.00 in capital outlay expenditures and $16,000.00 in other salary increases. Mrs. Gina Atkins seconded. The motion carried.

There was a brief discussion of teacher evaluations and teacher tenure. Superintendent Charlotte Tucker stated that the TSBA Fall District Meeting will be devoted to a more detailed description of the evaluation process. Most of the board members felt that the Southwest meeting in Hardin County might be more accessible than the Lake County meeting for the Northwest.

The board noted that Superintendent Tucker received a positive evaluation.

The Board decided to meet with key staff members on August 15, 2011, at 4:00 p.m. to begin the Five Year Plan process. The regular business meeting in August will be moved to August 29, 2011, at 5:30 p.m.

Mrs. Gina Atkins moved to declare non-operational computer equipment as surplus property. Mrs. Toni Stokes seconded. The motion carried. Superintendent Tucker will have the Technology Coordinator remove all information or destroy the hard drives. The surplus property is as follows:

Mrs. Tonya Stepp moved to approve a resolution to transfer funds from the General Purpose School Fund to the Federal Projects Fund until grant reimbursement is received from the State. Mr. Jimmy Simmons seconded. The resolution was approved.

Mrs. Tonya Stepp moved to approve the Policy on Cyberbullying on first reading. Mr. Jimmy Simmons seconded. The policy was approved on first reading.
