Introduction

This Request For Proposal (RFP) is issued by Office des postes et télécommunications (OPT) to select a provider for international prepaid voice service.

OPT will brand and sell scratch prepaid cards to french Polynesian residents, visitors and tourists.

The service would allow the prepaid cardholder to be able to place calls :

- from French Polynesia to overseas ;

- from overseas to call anywhere in the world. Wide Pacific islands coverage would be appreciated.

OPT will rely on the provider’s prepaid billing platform, toll free access numbers and termination of traffic.

Key elements :

- A one year contract will be agreed between the two parties, OPT and the provider starting on 1st July 2006 ;

- Informations to be sent back via e mail

- All informations provided in responses will be considered confidential by OPT and limited to its use.

GENERAL INFORMATION

Telecommunications services in French Polynesia are provided by “Office des Postes et Telecommunications” (O.P.T), a public owned corporation and a few OPT wholly owned subsidiaries for Mobile and Internet. OPT has to fulfilled some public services obligations particularly to make telecommunications available in most of the populated islands on a 4 millions Km2 area as large as Europe.

OPT relying on 850 staff and postal services more than 100 contacts points also provides in addition to Telecommunications services, broadcast direct to home digital TV services, both and throughout French Polynesia.

French Polynesia, like many others Pacific Islands countries islands, is facing in a world where telecommunications global networks are offering new opportunities for prosperity that presently are a real challenge due to our geographical and economical constraints. OPT’s role is to :

• Adapt the Infrastructure ;

• Encourage the use ;

• Develop content creation and launch new applications….

Currently OPT has 53 000 telephone lines and over 800 payphones on the public switched telecommunication network. In addition approximately 110 000 subscribers are connected to the “Vini” GSM mobile network.

Specifications

All these specifications have to be considered by the provider and where applicable answers / confirmations must be given.

1. Technical configuration

The provider should be able to allow any prepaid cardholder to be able to place calls :

- from French Polynesia to overseas through a local toll free access number provided by OPT

- from overseas to call anywhere in the world using the provider’s toll free access numbers from various countries.

These toll free access numbers are connected to the provider’s prepaid billing platform either via traditional switched links or IP routing

OPT are currently using the following protocols :

o IP routing : SIP, SIP-T, G729, T38

o traditional switched links : CCITT n°7 (ISUP I), CCITT n°5

Provider needs to indicate the following informations :

- list of overseas access numbers

- Network & infrastructure description

- Contacts for commercial , billing, fraud control, legal, technical support

3.2 Prepaid credit management

Pin numbers will be issued by the provider

These Pin numbers needs to belong to specific series to OPT

Non activated PIN numbers are to be sent to OPT via express courier only

Provider should allow OPT to activate or deactivate PIN numbers after allocation

OPT should be able to monitor its prepaid traffic generated by its users

Provider to allow OPT to get online credit management and traffic reports

3. pricing

Pricing will be provided in Euros or US dollars

Provider should give pricing per destination and may propose different pricing / quality levels

4. billing

OPT will be billed by the provider on a monthly base considering duration of completed calls and destinations.

Invoices will be in Euros or US dollars

Estimated traffic flow will be 100 000 minutes a months by end 2006

5. Units - rating of calls :

Provider and OPT agree on units per pin number

OPT will advise provider on the unit rating per destination

6. Customer service :

The voice access prompt will be customized to OPT specifications :

Prime message will be in French, second Tahitian, third English, others languages options could be considered

At any moment the user should be able to :

- get his remaining unit credit situation

- ask for assistance to an operator with choice of language – this service will be surcharged

- In the future OPT considers the possibility of recharging units via credit card via an operator, or online (web access).

ConTRACT ISSUES

• As mentioned previously, OPT is looking at a contract term starting on 1st July 2006

for one year, with optional renewal upon notice 3 month prior to the contract termination date.

• The contract will be in French or English.

• Any disputes will ruled by arbitration. OPT to settle the contract terms

5. DOCUMENTS

- A detailed description of the company : mission, structure, staff, markets … ;

- Description of the network infrastructure

- Major Customers references and indication of activities in the Pacific Islands region

- A proposal of contract
