POSITION ANNOUNCEMENTPOSITION: Director of Human Resources, OperationsPOSITION DESCRIPTION: The Director of Human Resources, Operations is accountable for the day to day operations of human resource service deliverables to the College for the key functional areas of compensation and classification, employee benefits, employee relations, EEO and Affirmative Action, Office of Civil Rights (OCR) investigations, Workers’ Compensation and FMLA. The Director works closely with the VP of HR on strategic planning and overall compliance of the HR program and processes. The Director is responsible for building and maintaining a high performing team that supports the strategic efforts of the college by providing exemplary service in these areas.MINIMUM QUALIFICATIONS: Bachelor’s degree required in a course of study related to the occupational field.Proficient in Microsoft Excel.Supervisory experience.Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems in a variety of human resources management fields to include but not limited to of employee relations, benefits; EEO/ Affirmative Action and Compensation, usually associated with three to five years’ experience or service.Experienced leader who possesses a progressive HR mindset.PREFERRED QUALIFICATIONS:Master’s degree in Human Resources or JD in Employment Law.Work experience in Human Resources in a State of Georgia Agency.Resides in one of Chattahoochee Technical College’s service area counties.MAJOR DUTIESEmployee RelationsDirects all benefits, compensation, employee relations, and EEO/ AA activities by scheduling assignments, setting priorities, outlining work methods, and directing the work of subordinate staff. Develops and communicates College benefits, compensation, employee relations, leave of absence policies and procedures Works with managers and supervisors on discipline issues, terminations, performance evaluations, and performance improvement plans.Maintains positive employee relations through consistent and fair application of college and TCSG policies/practices. Develops and maintains strong, positive working relationships with all peer TCSG institutions.Carries out programs, policies, and projects as directed by the Vice President of Human Resource and senior leadership. Represents the College on boards, committees, projects, and special impact groups as well as College committees as needed such as Human Resources Committee, Affirmative Action/Diversity Committee, and Safety Committee.Handles processes related to Terminations for Cause.Submits required information & required documentation to the college’s third-party administrator for unemployment claims and participates in appeals hearings as needed.Serves as back-up with necessary access for monthly balancing and reports prepared by subordinates for: State Health Benefit PlanFlexible BenefitsRetirement Plans - The director submits Requests for Payment in the college’s purchasing site as needed related to retirement reports.May communicate with agency representatives s related to the reports and audits.Processes Leave Donation requests.Processes “Reports To” Changes in PeopleSoft.Is a Central Administrator for Time and Labor, communicates with Payroll as requested.Assists with Time and Labor issues as they arise.Position ControlDevelops and executes process improvements to streamline forms and processes; implement and communicate program services and information; oversee the maintenance of accurate compensation and classification files.Works with VPHR employment to ensure compensation program enhances the college’s ability to recruit and retain qualified personnel.Works with VPHR to develop and maintain position compensation and classification plan.Assists in position classification and benchmarking of salaries.Oversees position control and job description warehouse.Assures job description warehouse, Banner and the performance evaluation tool are in synch.As needed performs salary reviews and makes recommendations for salary changes.Administers the College’s compensation plan; designs and maintains pay structures; develops, recommends and communicates compensation policies; reviews and resolves compensation issues with management and senior leaders.Reviews proposed salaries and equity adjustment requirements and provides pertinent data, analyses, and recommendations to management for approval.Planning, Developing and OrganizingWorks with VPHR to define and develop our compensation strategy by identifying the gaps, implementing best practices through competitive benchmarking and job evaluation and to include the use of models and compensation tools to establish efficient processes for compensation.Assists the Vice President in the resolution of HR matters and assists in planning, developing and implementing operational strategies and systems necessary to meet the changing needs of the College.Prepares reports and data analytics relative to hiring trends, compensation and market.Formulates and recommends human resource best practices and processes, which ensure integration of the college's values and mission.Maintains Compensation charts and history.Processes annual salary increases and other increases.Provides HR information on Justification for Staffing forms.Processes, or delegates for processing, Job Descriptions on HR Drive and in Job Description Warehouse.Originates procedures, forms and instruction manuals or other written materials necessary to support program implementation and function.Provides employee data from Human Resources queries as pliance Assures all files are maintained and destroyed according to state and federal laws.Works with the Vice President of Human Resources to respond to Open Records requests.Conducts staff meetings as assigned (and one-on-one meetings) to educate and implement goals. Serves as part of the Human Resources leadership team and advises the Vice President of Human Resources concerning HR matters relevant to the College and TCSG.Participates as requested in investigations.Handles 403(b) VALC Plan Documents & Universal Availability notices. Handles Self-ID emails as required every 3-5 years.Processes HR information for Tuition Waiver.Processes Production of Documents requests.Is backup for the HR Data & Training Specialist on data entry, sending personnel files securely to other agencies upon an employee’s transfer out to a different company, etc.Monitoring and ReportingMaintains records, prepares reports, and composes correspondence related to the work.Is a backup for ordering in Team GA Marketplace and CTC Requests for Payment in Purchasing site.Is responsible for maintaining statistics necessary to continually gauge the effectiveness of the college’s EEO, Affirmative Action and other related programs and to maintain the annual EEO/AAP report with the Vice President of Human Resources.Prepares reports and data analytics relative hiring trends, compensation and market.Involvement in pletes Public Student Loan Forgiveness forms for pletes HR Survey for IPEDS annually.SupervisoryEvaluates and verifies employee performance through the review of completed work assignments and techniques.Identifies cross training that may be needed for subordinate positions.Identifies staff development and training needs for direct reports ensuring training is obtained.
