SUBJECT: Schools Selected for 2017 NAEP

Attached is a list of schools selected from your district to participate in NAEP 2017, as well as their scheduled assessment date and assessment type. Your superintendent will receive a copy of this list and a letter from Commissioner Stewart via FedEx later in the month. Please review the dates and identify any that conflict with your district calendar (e.g., scheduled school events, early release days, teacher work days, district testing dates or school holidays).

NAEP 2017 will be administered between Monday, January 30 and Friday, March 10, 2017, and will be divided into two main assessment programs.

• Program 1

o Grades 4 and 8: Mathematics and Reading

• Program 2

o Grade 4: Mathematics, Reading, and Writing

o Grade 8: Civics, Geography, Mathematics, Reading, U.S. History, and Writing

Typically, each school will participate in only one program. Most students will take the assessment on tablets with keyboards provided by NAEP. Only a small number of students will take a paper-and-pencil version of the assessment.

Each student is assessed in only one subject, and the assessment will take approximately 120 minutes. In addition to subject area questions, students will be asked background questions such as how often they use a computer and in what types of classes they are enrolled.

NAEP staff will assist the schools in preparing for the assessment and will provide the necessary tablets. The school NAEP coordinators are responsible for the following:

• Registering online using their MyNAEP ID number.

• Completing several tasks on MyNAEP, including filling out and submitting a Provide School Information (PSI) form by October 14 and uploading a current roster of students in early January. (DACs are encouraged to perform this task for the school(s), if possible).

• Distributing a Parent/Guardian notification letter at least two weeks prior to the assessment date and providing a copy to the NAEP staff.

• Ensuring that at least 90% of the sampled students participate in the assessment. If participation does not meet this benchmark, a make-up will be required.

• Including at least 85% of the SD and ELL sampled students.

• Working with their Westat NAEP contact to ensure that the NAEP administration is a smooth and successful experience for the school.

• Motivating teachers to complete and submit their online Teacher Questionnaires.

Principal Notification Letter and School Folders

In September, you will receive a NAEP folder for each of your participating schools. You will be required to customize a Principal Notification Letter for the principals at each of your selected schools and include it in the appropriate folder(s). Three different versions of this letter will be posted for download as MS Word documents at . Based on the type(s) of assessment(s) assigned to each school, you will need to send one or two of the following letters:

• Grades 4 and 8: Mathematics and Reading

• Grade 4: Mathematics, Reading, Writing

• Grade 8: Civics, Geography, Mathematics, Reading, U.S. History, Writing

After identifying which letter(s) to use, you will insert the bracketed information, including the principal’s name and your name, telephone number, and email address.

Inclusion and Accommodation Guidelines

In recent years, the public’s confidence in NAEP has been threatened by continuing, substantial variations in exclusion rates for students with disabilities (SD) and English language learners (ELL). On March 6, 2010, the National Assessment Governing Board (NAGB) accepted policy guidelines intended to maximize student participation, minimize potential for bias, promote fair comparisons and maintain trends. The two most important policy principles are as follows:

• The proportion of all students excluded from a NAEP sample should not exceed 5%.

• Among students classified as ELL and/or SD, the inclusion goal is 85%.

By the end of October, Accommodation Guidelines for determining whether or not SD and ELL students can be included in NAEP will be available for download as MS Word documents on both Florida’s NAEP website and on MyNAEP. Using these guidelines, school coordinators will indicate on MyNAEP whether SD and/or ELL identified students need accommodations not offered by NAEP—excluding them from the sample. NAGB’s goal is to minimize exclusions and maximize inclusions.

Parent/Guardian Notification Letters

Parent/Guardian Notification Letters must be distributed to every selected student at least two weeks prior to the assessment. In October, templates of the letters in English, Spanish, Haitian-Creole, and Vietnamese will be posted online in downloadable MS Word format on Florida’s NAEP website and on MyNAEP. The letters provide parents with the opportunity to exempt their child(ren) from the assessment; however, all refusals must be in writing. Schools must indicate on MyNAEP the date parents are notified and provide a copy of the Parent/Guardian Notification Letter to NAEP field staff on or before assessment day.
