Loughborough College Staff Parking Scheme Loughborough College will operate a new parking scheme from 7th September 2020. The changes to the parking scheme aim to ease congestion and provide a fairer parking solution. The key details are:Staff purchasing a permit will be allocated a designated parking bay. Designated staff bays are located in barrier operated car parks only - car park 1, car park 3 and car park 4. Each car park will be colour coded and each individual bay will be numbered.Staff must park in their designated car park and bay only. Permits will be available to purchase from the Estates office on a first come - first served basis. Applications must be completed using this form.We are actively encouraging staff who live in an LE11 postcode to use alternative transport as part of our long-term sustainability plan, to encourage this, there will be no annual charge for bike lockers (?20 refundable deposit is payable). Staff are NOT permitted to park in the Radmoor road bays, this includes all bays outside the Radmoor centre and HE centre. These bays are allocated for student parking. If a staff permit is not purchased, staff are not permitted to park on site and must find alternative parking.During the permit season, all vehicles parked on campus without a valid permit or visitor pass will be issued a referral notice and contacted to remove their vehicle – should any vehicle be issued with more than one referral notice disciplinary action will be taken. The permit types remain the same – i.e. you may purchase a permit for the number of days you require parking. Permits are valid from 7 September 2020 to 30 June 2021.It will be free to park in car parks 1, 3 and 4 between 31 August 2020 and 4 September 2020. This will enable staff the opportunity to purchase a parking space for the following week onwards.The cost of permits has been reduced and will be taken by monthly salary deduction as in previous years. The Radmoor Road and car park barriers will remain in operation at all times. How to buy a permitPermits can be purchased at any time between 1st September and 30th June whilst there is availability, on a first come – first served basis. Applications must be made using this form. The cost of a permit will be pro-rata, e.g. a full permit bought on 6 November will be charged for 8 months. The full parking permit term is 10 months, excluding July and August. Staff permits will be available by completing this form and once confirmation is received they can be collected from the Estates office L011. Payment will be deducted from salary each month. Who can apply for a permitAll staff with a full driving licence can purchase a permit. Sharing a parking bayStaff are actively encouraged to ‘buddy’ up when purchasing a permit so that a single space can be most effectively used ie one person could purchase M,T,F and the other W,Th. Please indicate on the form.Splitting the cost of the parking permit is at the discretion of the users and the college will not be involved in this agreementAccess RestrictionsStaff cards will permit access through the Radmoor Road barrier. We would advise staff to access the site from Radmoor Road for Car parks 3 and 4 and Epinal way for Car park 1 wherever possible to avoid congestion. Staff are not permitted to park on site without purchasing and displaying a valid permit.Blue badge parkingStaff who are eligible for a Blue Badge can park in the disabled parking bays on a first come first served basis. There is no charge. To gain access to the disabled bays within the barrier-controlled car parks please bring your blue badge to the Estates helpdesk. A copy of your badge will be taken, you will be issued with a college permit to display in your vehicle and access will be granted on your card.Staff who may temporarily require access to disabled parking should contact the HR team to arrange an occupational health assessment.If you are not in possession of a Blue badge or temporary pass DO NOT park in disabled bays. These bays are reserved for those who require them. The college will issue penalty notices and may take disciplinary action against those parking in these spaces without the correct permit. Student Parking AreasThere are parking spaces outside the Radmoor Centre and HE centre and these are restricted for students only. The grassed parking area located outside the Radmoor Centre is also for students use only. Staff are not permitted to park in ANY area other than the designated staff parking bays within the barrier-controlled car parks. Staff with Gym MembershipGym membership does not permit staff to park onsite whilst working. Unless you are using the gym at the time, you must purchase the appropriate permit and park in the designated carpark i.e. car parks 1, 3 and 4.Referral notice for parking without a permitStaff, with or without permits, found parking inappropriately within or outside a barrier-controlled car park area will be ticketed with a referral notice; details will be forwarded to the relevant Department.Visitor ParkingThe college will operate reserved car parking in car park 1. Staff must reserve visitor spaces by completing the form on Sharepoint at least 24 hours in advance. Where notice is not available staff should contact the Estates helpdesk directly for assistance.The visitor parking bays are strictly reserved for external visitors and are often fully booked. Staff will not be permitted entry to park in visitor bays at any time, even if there appears to be space available, as often these spaces are reserved for later in the day. Radmoor Centre UsersRadmoor customers will be allocated a set number of bays in Car park 1. It is vital that these bays remain free for customers to use whilst enjoying the facilities and service provided. Staff working on site are not permitted to park in Radmoor customer bays.Intercoms and Car park marshalsAny form of abuse, rude behaviour or disrespect towards staff and students working in the car parks or answering the intercom will NOT be tolerated. If you are abusive to staff you will be asked to wait for security assistance and appropriate action will be taken.All barriers and intercoms are covered by CCTV.FAQsAm I guaranteed a car parking space if I purchase a permit?Yes. You will be allocated a designated parking space when you purchase your permit. Permit holders are granted access to the designated car park.What happens if I park on the campus without a permit or in ways which contravene the traffic regulations?The car parks will be patrolled with referral and penalty notices being issued to vehicles contravening the traffic regulations (i.e. not displaying a valid permit, misuse of disabled bays, vehicles blocking exits, vehicles parked on double yellow lines etc.). If more than one referral notice is issued to any vehicle with a permit disciplinary action will be taken. The parking bays and roads out with the barrier-controlled car parks will be patrolled with referral notices being issued to vehicles contravening the traffic regulations (i.e. not displaying a valid permit, misuse of disabled bays, vehicles blocking exits, vehicles parked on double yellow lines etc.). What if I leave the College or want to give up my permit?Pro-rata refunds for every full unexpired month will be given on completion of a permit surrender form and return of the original permit. E.g. a staff type 2 permit is purchased in January and surrendered in March. Payment will not be taken from April’s pay. If you surrender your permit, the bay will be re-allocated and will no longer be available should you change your mind. Surrender forms can be obtained from the Hub reception.What do I do if someone is parked in my space? Please contact the security team on 07876 577487 or the Estates helpdesk on 01509 618334. The Estates team will support you in finding an alternative space whilst the driver of the vehicle in your designated bay is identified and contacted to remove their vehicle.What happens when there is a large college event on site? Occasionally throughout the year the college hosts large events such as open days, exams and award ceremonies. For these events to run smoothly and provide a positive experience we may require to utilise the designated parking bays for event parking. When necessary staff will be contacted prior to the event to inform them the spaces may not be available. On event days that designated parking bays are not available for staff the college will endeavour to provide an alternative parking solution where possible.Can we car share?Please ensure that you follow the latest Government guidance before car sharing.What happens if I need to come to site unexpectedly?If you are required to come to site unexpectedly with approval from HR, please speak to your manager in advance. Your manager will then speak to the Estates department who will endeavour to provide a parking solution where possible. ................
