a. INTRODUCTION:

This position is located in an Air National Guard (ANG) Aviation Wing, Aircraft Maintenance Group, Aircraft Maintenance Squadron, Weapons Element. The primary purpose of this position is to lead subordinates in the performance of aircraft ordnance work and electronic work that consist of complex electronic and aircraft ordnance systems maintenance.

b. DUTIES AND RESPONSIBILITES:

(1) Provides direction and advice to resolve problems on aircraft ordnance and electronic systems on fighter aircraft. On a regular and recurring basis, leads Aircraft Ordnance Systems Mechanics, WG-6652-11, in diagnosing malfunctions, troubleshooting, and evaluating electronic system tests to determine the disassembly necessary for repair or replacement of parts.

(2) Monitors work of assigned personnel, sets the work pace, conveys work assignments, and ensures that materials, tools, equipment, and stock are available. Coordinates and works with weapon system mechanics and specialists performing journey level work.

(3) Ensures assigned personnel are fully utilized and work is accomplished in accordance with established time frames and priorities. Checks work in progress and/or upon completion for compliance with supervisor’s instructions, appropriate technical orders, etc. Serves as a technical advisor by answering questions regarding appropriate procedures, policies, written instructions, and other directives. Assures that all safety, housekeeping, security, and other environmental rules and procedures are followed in the shop and the flight line.

(4) Advises the supervisor of overall work operations, status and progress of work, causes for delays, problems encountered, and individual performance (e.g., additional on-the-job training requirements for individual employees). As requested by the supervisor, provides functional planning for the flight line maintenance activities. On a daily basis, recommends adjustments in work schedules to provide optimum utilization of personnel in support of functional requirements.

(5) Routinely works with and alongside journey-level counterparts.

(6) Performs other duties as assigned.

c. SKILL AND KNOWLEDGE:

- Knowledge and appropriate training in functions of inspection, maintenance, installation, modification and repair of air munitions launch, release, suspension systems, R/F electronic countermeasures system and aircraft gun systems. Comprehensive knowledge and skill in troubleshooting procedures, diagnosing problems and determining corrective action in the aircraft ordnance systems.

- Skill and knowledge to troubleshoot, repair, modify, or remove equipment and components such as gun systems, bomb racks, pylons, and the Ammunition Loading Systems (UALS/ALS).

- Knowledge and ability to interpret and trace schematic, logic and wiring diagrams and use a wide variety of test, measurement and diagnostic equipment (TMDE). Ability to perform algebraic and trigonometric formulas to solve work related problems.

- Knowledge and skilled in the operation, interrelationship and interdependent aspects of each electronic system and subsystems within the total complex aircraft electronic system(s) within fighter aircraft. Extensive knowledge of each system’s prerequisites, sequential events, and logic flow and signal input/output requirements for successful target acquisition, lock-on, launch and delivery of air-to-air and air-to-ground weapons.

- Knowledge of the principals of digital and analog circuits, synchro-electro-mechanical devices, solid-state devices theory, digital techniques /servo operation and circuit theory.

- Comprehensive knowledge and skill to exercise judgment and to apply electronic theories and practices to identify, isolate, and repair malfunctions in complex electronic systems or individual subsystems of an electronic system.

- Knowledge of mechanical, hydraulic, pneumatic and optical principals.

- Knowledge of assigned computer systems used to document job data and personal computers (PC) to operate and run test equipment.

- Current certification in high reliability soldering techniques and electrostatic discharge protective techniques is required.

- Knowledge of the Technical Order Distribution System and other technical publications and directives relating to work requirements.

d. RESPONSIBILITY:

The supervisor offers general supervision and makes assignments in the form of work orders, inspection reports, or oral instructions. Incumbent otherwise independently carries assignments through to completion referring only highly unusual or controversial problems to the supervisor. Work is accomplished in accordance with technical orders, local operating instructions, manufacturer handbooks and specifications, and engineering data. Data is often vague and the mechanic is expected to logically reason out the malfunction. Work is subject to spot checks and quality control checks upon completion for acceptability and adherence to instructions and established standards.

e. PHYSICAL EFFORT:

Physical effort involves climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions and in hard to reach places that require moderate strenuous physical exertion. Frequently lifts equipment and components up to 40 pounds and occasionally with assistance lifts items up to 50 pounds

f. WORKING CONDITIONS:

Works indoors and outdoors, in inclement weather, and on icy, wet or slippery ramps and aircraft surfaces in temperature and humidity extremes. Subject to dangers from exposure to toxic fumes, high-pressure air and fluids, fast actuating aircraft surfaces such as landing gear, speed brakes and flaps. Dangers also include engine noise, jet blast, jet intakes, explosive munitions, incendiary devices, electrical voltage, cartridge actuated devices, liquid oxygen, fire, and aircraft fuels, lubricants, paints, hydrazine and solvents.

g. OTHER SIGNIFICANT FACTS:

Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

C. Background: This position was established based on new functional requirements established by the OPR. The primary purpose of this position is to lead subordinates in the performance of Aircraft Ordnance Systems Mechanic work, and to perform related journey level duties, involving the inspection, repair, modification, and servicing of electronic ordnances aboard fighter aircraft.

D. Pay Plan, Series, Title and Grade:

1. Pay Plan: This position (Aircraft Ordnance systems Mechanic Leader) is determined to be Wage Leader (WL) as its primary duties involve the technical leading of Aircraft Ordnance Systems Mechanics, WG-6652-11.

2. Series: This position functions as a fully qualified Aircraft Ordnance Systems Mechanic and is required to lead subordinates in the performance of aircraft ordnance systems and electronic duties. This position also involves performing duties that consist of installing, maintaining, troubleshooting, certifying, repairing, overhauling, and testing of aircraft ordnance systems and electronic systems/subsystems. The predominant work is covered in the WG-6652 occupation code, as stated above, and this position is allocated to the Aircraft Ordnance Systems Mechanic, WG-6652 series.

3. Title: This position requires that the incumbent lead, on a regular basis, subordinates in performing trades and labor work, and does so, on a substantially full time basis, the word “Leader” is added to the job title in accordance with the job grading standard for leader positions. Therefore, since this position requires both leading subordinates and performing aircraft ordnance maintenance and repair work, it is appropriate to title and code this position as Aircraft Ordnance Systems Mechanic Leader, WL-8652 in accordance with the titling and coding instructions contained in References B.1 and B.2 above.

4. Grade: Reference is made to B.1., Part 1, to grade working leader duties. Work requires leading subordinates in the performance of Aircraft Ordnance Systems Mechanic work, WG-6652-11, equating to WL-11. However, according to the leader standard, the leader responsibilities must be performed on a substantially full-time basis. Substantially full time means performing leader duties to such an extent that for all intent and purposes, it is considered to be comparable to full-time or 100 percent. Consequently, positions that perform supervisory/leader duties on less than a substantially full-time basis (i.e., less than 85 percent) do not meet the basic criteria for coverage and should not be evaluated under these standards. The coverage requirement of leading workers is not an automatic threshold. Some jobs may exercise leader type responsibilities but, because of the nature of the work performed in the organization do not exercise the full scope of leader duties and responsibilities on a “full time and continuing basis”. This is a stringent requirement for coverage of the FWS Job Grading Standard for Leader. Non-leader duties involve the performance of journeyman level repair and maintenance of aircraft ordnance equating WG-11, Reference B.2. Therefore, in accordance with table criteria listed in Reference D.1., this position is graded WL-11.

(b) Responsibility:

The supervisor offers general supervision and makes assignments in the form of work orders, inspection reports, or oral instructions. Incumbent otherwise independently carries assignments through to completion and refers only highly unusual or controversial problems to the supervisor. Work is accomplished in accordance with technical orders, local operating instructions, manufacturer handbooks and specifications, and engineering data. Incumbent is expected to identify and resolve the often-vague instructions during troubleshooting. Work is subject to spot checks and quality control checks upon completion for acceptability and adherence to instructions and established standards.
