AT A COUNTY COMMISSION CONTINUED AND HELD FOR PENDLETON COUNTY, WEST VIRGINIA, AT THE COURTHOUSE THEREOF, ON TUESDAY, APRIL 2, 2019.

PRESENT: COMMISSIONERS GENE McCONNELL, CARL HEVENER AND CAROLE HARTMAN.

ORDERED THAT THE FOLLOWING ALLOWANCES BE MADE PAYABLE OUT OF GENERAL COUNTY FUND:

Minutes of the March 19, 2019 meeting of the County Commission were unanimously approved.

Maintenance:

The Town of Franklin notified Karen Pitsenbarger that the Pendleton County Community Building had used 24,000 gallons of water this past month. After checking, it was discovered that the hot water heater had busted. Karen will have the Town check the water pressure again.

Brian Farkas, Executive Director of the WV Conservation Agency and Ed Martin, Watershed Program Manager – North, gave a presentation and update on the flood control dams in Pendleton County. All the dams in Pendleton County are classified as high hazard dams. They are checked monthly and an annual inspection is also done on each dam. Mr. Farkas gave the County inundation maps for each dam to be passed on to the Emergency Services Director. A revised annual agreement will be forthcoming.

The WV State Auditor’s Office is requiring all payments to the County be made by Electronic Funds Transfer (EFT). Carl Hevener made a motion, Carole Hartman abstained, vote unanimous, to establish a clearing account at Pendleton Community Bank for this purpose and to give authorization for one employee each from the Sheriff’s Office and the County Clerk’s Office to make electronic transfers from the clearing account to the appropriate fund account.

Elise White, County Clerk, informed the Commission that only one person had called in regards to the consolidating of election precincts. The required notifications have been made per WV State Code, Chapter 3-1-7b. Upon motion of Carole Hartman, vote unanimous, the Commission approved to consolidate Precincts 1 and 2, with polling location at Brandywine Fire House; Precincts 5 and 6, with polling location to be moved to the Pendleton County Community Building (PCCB); Precincts 7A and 7B, with polling location to be moved to PCCB; and Precincts 11 and 12, with polling location at Sugar Grove Rescue Squad. The County Clerk’s Office will notify all affected voters by mail of the consolidation.

Carole Hartman updated the Commission about storage requirements. She checked with each elected officials’ office as to their requirements. The County Clerk’s Office has the greatest need due to election equipment, and state retention requirements of election results and bookkeeping papers. Rick Gillespie will look into information on the costs of concrete storage buildings. Carole will contact Shred-It, a company that will shred large volumes of papers.

Rick Gillespie stated that there is a tentative agreement with T-Mobile to install antennas on the Long Ridge Tower. This will provide significant additional coverage in that area. He recommended that the Commission sign the agreement. Upon motion of Carole Hartman, vote unanimous, the Commission signed the agreement with T-Mobile.

Carole Hartman gave an update on the Allegheny Mountain camera. Randolph County Commission indicated that they would be willing to share in the cost of installing the camera, but were not interested in sharing the monthly charges. The estimated initial outlay is $25,000 with monthly charges estimated to be just under $100. Carl Hevener made a motion, vote unanimous, to cover the installation of the camera ourselves. This will give us more flexibility as to the exact location of the camera.

After talking with each office about the Employee Handbook, Carole Hartman recommended that the Commission allow any employees who wish to discuss issues in the handbook to attend a meeting and discuss with the Commissioners.

Upon motion of Carl Hevener, vote unanimous, the Commission signed a Fair Housing Resolution proclaiming April as Fair Housing month.

Upon motion of Carole Hartman, vote unanimous, the Commission signed a record grant agreement with the WV Division of Culture & History in the amount of $9,964 with a 10% county match for the encapsulation of old minute books and the hiring of a temporary, part-time person to do back-indexing in the County Clerk’s Office.

The Commission reviewed the completed Fiscal Year 2017 and 2018 Audit Reports.

There were no fiduciary appointments, final settlements or exonerations.
