A BILL

for

1 AN ACT relating to administration of government; requiring

2 the posting of specified payments on the state auditor's

3 website and the Wyoming public finance and expenditure of

4 funds website; imposing duties on the state auditor and

5 department of administration and information; and providing

6 for effective dates.

8 Be It Enacted by the Legislature of the State of Wyoming:

Section 1. W.S. 9-1-403(a) by creating a new paragraph

11 (ix) and 9-2-1036(c) by creating a new paragraph (iv) are

12 amended to read:

13

9-1-403. State auditor; duties; prohibited acts;

15 powers; investigative subpoenas.

(a) The state auditor shall:

(ix) Make available for public inspection on the

5 state auditor's official website information on all payments

6 made to vendors for items furnished or services rendered for

7 the current year and for at least the five (5) previous years.

8 The information shall include at a minimum the date of each

9 payment, the vendor's name, total amount and description of

10 the payment. Payments shall be posted to the state auditor's

11 official website at least thirty (30) days after payment.

12 The state auditor shall also provide a copy of the information

13 to the department of administration and information for

14 inclusion on the Wyoming public finance and expenditure of

15 funds website as required by W.S. 9-2-1036(c)(iv).

(c) The department shall:

(iv) Post a copy of the information required by

23 W.S. 9-1-403(a)(ix) on the website.

Section 2.

(a) The state auditor shall post the information

5 required by W.S. 9-1-403(a)(ix), as amended by this act, to

6 the state auditor's official website no later than July 1,

7 2019. The information shall include all payments made to

8 vendors for items furnished or services rendered for the

9 current year and for at least the five (5) previous years.

10 No later than July 1, 2019, the state auditor shall also

11 provide a copy of this information to the department of

12 administration and information for inclusion on the Wyoming

13 public finance and expenditure of funds website as required

14 by W.S. 9-2-1036(c)(iv), as amended by this act.

(b) The department of administration and information

17 shall post the information required by W.S. 9-2-1036(c)(iv),

18 as amended by this act, to the Wyoming public finance and

19 expenditure of funds website created by W.S. 9-2-1036(a) no

20 later than July 1, 2019.

(a) Except as provided in subsection (b) of this

2 section, this act is effective immediately upon completion of

3 all acts necessary for a bill to become law as provided by

4 Article 4, Section 8 of the Wyoming Constitution.

(b) Section 1 of this act is effective July 1, 2019.
