MINUTES OF THE BOARD OF DIRECTORS
CHEROKEE WATER COMPANY
January 16, 2020
A meeting of the Board of Directors for Cherokee Water Company was held at 6:00 pm on Thursday, January 16, 2020, at NK 20 Lake Cherokee, Longview Texas 75603 with the following Directors present:
Bo Besharse, President Seleta Davis, Vice President Tim Sutphen, Treasurer Sue Wilson, Secretary David Collins Kristina Coolidge John Lightfoot Steve Lobue Randy Stringer Joe Travis Not present: Larry Lacewell
Bo Besharse, President, called the meeting to order.
Sue Wilson, Secretary, pronounced a quorum.
A MOTION was made by Sue Wilson and seconded by Randy Stringer to approve the Minutes of the December 19, 2019 regularly scheduled Board of Directors meeting.
The motion passed.
Tim Sutphen, Treasurer, presented the Treasurer's Report. The financial statements were reviewed in detail at the committee meeting on Monday. Operating revenues are on budget and operating expenses are under budget.
A MOTION was made by Tim Sutphen and seconded by Steve Lobue to approve the financial statements for months ending October 31, 2019, November 30, 2019 and December 31, 2019.
The motion passed.
A MOTION was made by Tim Sutphen and seconded by Seleta Davis to certify the bills paid for months ending October 31, 2019, November 30, 2019 and December 31, 2019.
The motion passed.
3. There are three full lease fees due for the 2018-2019 lease renewal period that were turned over to the Lake Attorney on February 1, 2019 for collection. There is one partial lease fee due for the 2018-2019 lease renewal period that was turned over to the Lake Attorney on September 1, 2019.
4. There are twenty full lease fees due for the 2019-2020 lease renewal period that will be turned over to the Lake Attorney on February 1, 2020 for collection. Late fees were added November 1, 2019, December 1, 2019 and January 1, 2020.
Steve Lobue, Chair of the Rules & Appeals/ Property Committee, reported that the Committee did meet this month and had two action items to bring before the Board.
A MOTION was made by Steve Lobue and seconded by Sue Wilson that the Board approve the recommendation of the committee for the following:
1. A REQUEST FOR A VARIANCE from Brenda Malloy, NF 44, to construct a 12x14 metal building with a 9x12 cover that will be closer than 75' to the water and closer than 6' to the property line. The building will have a 4/12 pitch roof and 12" overhang on all 4 sides.
2. A REQUEST FOR A VARIANCE from Charlotte Wrather, NJ 09, to construct a new home that will be closer than 50' to the road.
The motion passed.
Seleta Davis, Chair of the Natural Resources Committee, reported that the Committee did meet this month. The Timber Ad Hoc Committee discussed Best Management Practices for the CWC Forestry Management Plan at their January 14th meeting. Kristina Coolidge was added to replace Johnnie Tyler. The Natural Resources Committee is building an emergency contact list for the lake in case of release of hydrocarbons from area operators. The Committee had no action items to bring before the Board.
David Collins, Chair of the Long Range Planning/Building and Grounds Committee, reported that the Committee did meet this month. The committee discussed an expansion of the storage facilities which are at capacity, establishing Base Flood Elevation for the lake, 911 addressing for the lake and erosion and siltation issues. The Committee had no action items to bring before the Board.

Steve Lobue, in absence of Larry Lacewell, Chair of the Water Ways Committee, reported that the Committee did meet this month. The Committee discussed boat road markers at the traffic circle where 5 boat roads intersect, assessing marker posts, reflectors and lights that need repair and signage on posts to identify boat roads. The Committee had no action items to being before the Board.
Sue Wilson, Chair of the Policy & Conduct Committee, reported that the Committee did meet this month. The Committee discussed Section 1 of the Ethics, Procedures and Conduct Policies of the Cherokee Water Company Board of Directors. The Committee had no action items to being before the Board.
Being no further business, the meeting was adjourned at 6:10 pm.
