Position OverviewThe position reports to the First Secretary (Immigration and Border Protection) Brasilia, who works for the Australian Department of Home Affairs. The Department of Home Affairs manages a diverse portfolio responsible for keeping Australia safe. The Department brings together Australia’s federal law enforcement, national and transport security, criminal justice, emergency management, multicultural affairs and immigration and border-related functions and agencies. As this position is within the visa and immigration office in the Australian Embassy Brasilia, much of the work of the Programme Assurance Officer (PAO) is aimed at ensuring compliance with Australia’s immigration laws and integrity in decision-making. The PAO’s primary responsibility is to manage and report on assurance and integrity issues across different visa and citizenship caseloads using a range of systems. However, given the broad responsibilities of the Department of Home Affairs, the successful occupant may also be required to research, monitor, and contribute to reporting on issues including: border-related functions and agencies, working together to keep Australia safe.CustomsNational security and law enforcementCountering terrorism Countering violent extremism programsCountering foreign interferenceCyber security Multicultural affairsCritical infrastructure protectionTransport SecurityEmergency management, including crisis management and disaster recovery.The PAO is expected to work independently and undertake caseload and trend analysis using multiple datasets, hence knowledge of Microsoft Excel and Access are highly desirable in addition to experience in report writing, research and data-analysis. Fluent English and Portuguese language skills are essential, with a particular emphasis on strong written English language skills appropriate for the production of investigative reports, and oral Portuguese language skills sufficient to conduct telephone interviews with visa applicants in Portuguese. Spanish language skills are desirable but not essential.This is a full-time position and is available on a permanent basis subject to a 90 day probationary period. Locally engaged terms and conditions of service apply. Hard copy applications delivered by mail, courier or in-person will not be accepted.Security, character and police checks may be conducted during the selection process.Position DescriptionAbout the positionUnder limited direction, the Programme Assurance Officer is responsible for progressing a range of activities within recognised guidelines, including determining day-to-day priorities, managing workflow resource allocations and individual and team output to ensure programmes are delivered and performance standards and targets are met. The key responsibilities of the position include, but are not limited to:Provide a high level of support to Australian-based staff from the Department of Home Affairs. This includes promoting a good understanding of Australian government and community expectations within the office, mentoring other locally engaged staff, undertaking decision assurance tasks and flexibly taking on project roles to protect Australia’s borders and ensure the integrity of visa and citizenship programmes.Develop and maintain systems to monitor trends and developments in visa programmes and provide regular reporting on integrity activity, performance and caseload trends.Conduct regular caseload sampling, testing and quality audits to build profiles and other information products to enable staff to target cases of concern, as well as develop and implement improvements in caseload management processes and procedures. Identify and investigate integrity concerns involving ad hoc and organised migration fraud which may include liaison with other Posts, embassies, security agencies and third parties. Support operational staff by providing ongoing programme assurance support and advice, and to ensure that the full range of integrity tools are being used effectively in accordance with risk-tiering guidelines and agreed standards, in addition to undertaking some visa assessments. Provide programme assurance support to visa processing centres both in Australia and at Australian missions overseas by managing referrals and related tasking, including the development of environmental information relevant to the portfolio.Contribute to the identification of training needs and deliver training in relation to programme assurance to staff. This includes identifying existing and developing new training material. Research, monitor and contribute to reporting a broad range of relevant issues, including assisting to identify key host government contacts and other interlocutors.Contribute to the ongoing development and maintenance of a network of contacts and information sources to access information on developments, trends and issues related to visa, citizenship, customs and trade fraud and malpractice. Qualifications/ExperienceSound understanding or the ability to quickly acquire knowledge of, Australia’s visa processes and the environment in which they are applied.Sound understanding of the Department of Home Affairs’ legislation, policy and information systems, or the ability to quickly acquire such knowledge.Ability to research, monitor, and contribute to reporting on a broad range of issues relevant to the Department of Home Affairs including assisting to identify key host government contacts and other interlocutors.Excellent written and oral language skills in both English and Portuguese. Ability to act as an interpreter and translator between these languages and write reports in either language. Please note that there is a particular emphasis on strong English language skills to enable the occupant of this position to write investigative reports in English, and oral fluency in Portuguese to conduct telephone interviews with clients in Portuguese. Strong liaison, representational and interpersonal skills, including an ability to liaise with the Department’s external stakeholders, to provide accurate and timely advice and to manage clients in difficult situations.Strong ability to exercise good judgement.
