Job Purpose:

The Programme Manager will support the Adults and Health Directorate to deliver programmes of strategic significance to the Council. The post holder will manage the delivery of a portfolio of programmes to facilitate innovation and improve the efficiency and effectiveness of services and functions across the Directorate.

The post holder will lead and manage programme and project teams in determining business requirements, defining and scoping change initiatives, managing risks and issues, and effectively delivering agreed changes. Transformational change will be delivered through a range of approaches, including user centred design, that enable the directorate to further build on its strengths-based approach. Activity will involve introducing new methods of working, making the best use of people, maximising the use of technology and re-engineering business processes, ensuring that objectives are delivered on time, within budget and to expected levels of quality.

The post holder will drive continuous improvement initiatives through contributing to cross Council projects and collaborative working with partners across the health and care sector.

Principal Accountabilities:

▪ To identify, plan and coordinate all projects within a programme of business change, managing their interdependencies in support of business strategies and providing a framework for achieving the objectives.

▪ To ensure the overall programme and each project is initiated, scoped and properly controlled, in accordance with formal programme and project management methodology.

▪ To maintain a strategic overview over the set of projects, providing the framework for implementing initiatives and large-scale change, by conceiving, maintaining and communicating a vision of the outcome of the programme. The vision, and the means of achieving it, may change as the programme progresses.

▪ To ensure that the project leads adhere to the agreed programme management approach and timetable and that they provide the appropriate information and reports for management of the programme.

▪ To provide leadership, direction and ensure the achievement of programme aims and objectives, in accordance with agreed scope, plan, quality standards, established policies and within the specified constraints of time and cost, recognising that the scope and objectives, and the means of achieving them, may change as the programme progresses.

▪ To ensure delivery of specified elements in Strategic, Directorate, and Service plans in order to meet targets and achieve improvements.

▪ To prepare and present briefings and reports at a strategic/policy/elected member level within the Council.

▪ To motivate, develop and coach staff to achieve directorate, service plan and team objectives.

▪ To conduct work with minimum supervision, and in accordance with specified work programmes, project briefs and timetables.

▪ To work within all relevant policies, procedures and systems established corporately by the Council and, in particular, to support the Council’s Equal Opportunities Policy and Health and Safety Policy.

▪ Further responsibilities and duties reasonably requested as are commensurate with seniority and the post.

Specific Accountabilities:

▪ To identify, secure and monitor resources and staff from relevant services areas, as necessary, to manage and be responsible for delivering specific projects and work packages within the programme.

▪ To assist Programme Boards to determine the best strategy for delivering change and prepare options appraisals to support the recommendations made.

▪ To ensure that risks are identified and effectively managed at both programme and project level, so that management action can be taken in good time, where necessary.

▪ To ensure effective stakeholder management by promoting buy-in to the programme aims, objectives and deliverables. To manage and ensure effective communication with service areas, staff, service users, councillors, partners and other key stakeholders.

▪ To effectively plan programmes and projects and monitor overall progress, proactively resolving issues and initiating corrective actions as appropriate. To ensure project plans are developed, monitored and maintained and the obstacles to delivery are understood and overcome.

▪ To manage both the dependencies and interfaces between projects in the programme, and links with other programmes, projects and initiatives.

▪ To prepare and present Highlight, End of Stage, Exception and other ad-hoc information and written reports, in accordance with agreed formats, to the programme board, Directorate Management Team and other reporting bodies, as and when required, and when major deliverables and key milestones are due.

▪ To maximise use of resources and ensure shared learning across the programme.

▪ To proactively manage and monitor the development and delivery of programme benefits across Adult Social Care and to promote the change programme vision to staff, senior managers and members across the organisation

▪ To manage and control the programme budget effectively and efficiently, in line with the councils Financial Procedures Rules, and to monitor expenditure and costs against the delivered and realised benefits on an ongoing basis.

▪ To undertake the effective management of project managers and programme staff, including agreement of responsibilities and objectives, work planning, monitoring performance, assessment and appraisal, recruitment and selection and disciplinary matters. To ensure that training needs are regularly reviewed and training and development objectives support the delivery of the programme.

▪ To ensure flexibility within and across the programme ensuring it can react in a controlled and structured way to changes in priorities.

▪ To maintain awareness of policy and other developments, at the national, regional and local level, which have policy, service delivery or other implications for Adult Social Care.

Programme and Project Management

a) Experience of managing large scale projects, using formal methodologies which support business change.

b) Ability to translate business vision and objectives into formal programmes/projects that deliver business benefits.

c) Experience of managing a diverse range of service improvement/transformational change projects, at the same time.

d) Proven management skills in the supervision and development of groups of staff and individuals.

e) Ability to plan, direct and coordinate activities to manage and implement interrelated projects from initiation to implementation, planning, scheduling, monitoring and reporting on activities related to the programme.

f) Ability to manage dependencies and interfaces between projects in a programme and links with other programmes, projects and initiatives both within the directorate, across the council and with external partners.

g) Experience of managing housing projects, specifically housing with care projects (desirable).

a) Ability to provide visible and supportive leadership, which empowers, enables and develops staff in a range of functions to achieve results.

b) Experience of successfully managing and monitoring performance and setting clear objectives for the review of individual and service level performance.

c) Good understanding of local government political systems and experience of working on politically sensitive issues.

d) Good understanding of public sector issues.
