LSC Sanction Requirements

In applying for the sanctioned meet on 10/28/20, the Host, South Metro Storm Swim Club, agrees to comply with and to enforce health and safety mandates and guidelines of USA Swimming, Minnesota Swimming, the State of Minnesota and Dakota County.

Statement of Local Protocols and Requirements ? Per the current Minnesota's Stay Safe Plan for Indoor Event/Entertainment ? capacity: 6 feet of social

distancing, max 25%, maximum of 250 people in an area. Masks: Strongly recommended for workers and customers. ? Per the current Minnesota's Stay Safe Plan Pool ? capacity: 6 feet of social distancing, max 50%. ? The Minnesota Department of Health (MDH) strongly recommends the following for youth and adult sports for all ages:

o Games/scrimmages ? both within teams and between teams: July 1 or later for indoor sports

o Sports activities (requirements for holding scrimmages/games) must continue to comply with applicable gathering and venue capacity limits.

Plan for Spectators Due to the current COVID-19 environment and limited pool deck space at the Kenwood Trail MS facility, South Metro Storm Swim Club (team name) is strongly discouraging spectators at this time, however there are many volunteer roles that will be required. We will continuously monitor the evolving guidelines pertaining to group size as it relates to COVID-19 and guidelines from various local and state agencies.

Spectator entry/exit plan. No Spectators

Volunteers, officials, swimmers and coaches entry/exit plan. All meet participants will enter at the lobby where they will have their temperature checked and will sanitize. They will exit out the side door by the starting blocks. All particpants will be e-mailed about their arrival time and sequence. Coaches first, then any needed volunteers, then swimmers and then officials. They will have staggered time so when they arrive they can remain 6 feet apart.

Planned Number of Individuals Pool/Pool Deck: ? Pool Deck (not to exceed 50% of pool capacity which equals 100 people, maximum pool capacity is 80 swimmers

Swimmers - planned number of swimmers per session will not exceed 80 people. Swimmers will be in the pool area at all times. X's have been marked in the bleachers for athletes to put their belongings and are set so they can stay 6 feet apart.

As racing begins, the racing heat will walk to their blocks on the opposite side of the bleachers. They will walk to their blocks in order lane 8 to 1 to file to their lanes in order. There are hooks for them to hang their mask and then they can prepare to race. The "On Deck" heat (next heat) will wait along the side of the pool across from the bleacher in their order lane 8 to 1. They will stand there with their masks on until the final heat finishes, exits the pool and leaves the area behind the block. These swimmers will exit on the bleacher side of the pool. Once all clear, the next heat can file in. On the turn end, the "In the Hole" heat (two heats out) can get situated and should order 8 to 1. If swimmers are not racing, on deck or in the hole, they are to be seated on their X in the bleachers. Masks remain on until right before their race and are put on immediately from leaving the pool. Interval times will be increased in between heats to allow for social distancing of swimmers.

Coaches ? planned number of coaches per session will not exceed 5 people. Officials ? planned number of officials per session will not exceed 8 people.

Volunteers on the pool deck ? planned number of volunteers on the pool deck will not exceed 2 people.

Spectator Standing area on the pool deck area? planned number of spectators, that are not volunteers, will not exceed 0 people. The area will be marked off and only for spectators.

Planned total number of people on the pool deck area will not exceed 100 people (Without spectators this number would be 100 people).

South Metro Storm Swim Club will have volunteers help monitor the number people on the pool deck and gym area throughout the meet and help direct traffic from the pool area into the gym. Safe Sport Considerations South Metro Storm Swim Club will encourage parents to volunteer during the swim meet to reduce the number of people in the facility. South Metro Storm Swim Club will provide areas for parents to ensure they have access to and/or opportunity to observe their swimmer. Mask/Cloth Face Covering Requirements Masks/cloth face coverings will be mandatory for all participants. Participants are defined as swimmers, coaches, officials, volunteers and all other applicable adults as defined by MAAPP. Everyone must wear a mask/cloth face covering for the duration of the meet. Swimmers only have an exception during the swim cycle. The "swim cycle" is defined as the time period beginning with the swimmer being called from the bleachers for their warm-up or race, until their warm-up or race/cool down has ended. After a race, swimmers will proceed directly to the cool down pool, swim as directed by their coach (in a socially distant manner) and that particular swim cycle would end once their cool down is complete. The swimmer will then return immediately to the bleachers, re-apply their mask/face covering, and receive splits/feedback/coaching from their coach in a socially distant manner. Swimmers must wear their mask /cloth face covering when not swimming. Masks/cloth face coverings must be worn properly according to CDC guidelines and cover the nose and mouth. If participants and spectators are not abiding by the mask/cloth face covering rule, the competition will suspend until all participants and spectators are in compliance or the offenders have left the venue.

It is understood and agreed that USA Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries, including exposure to or infected with COVID-19 which may result in illness, personal injury, permanent disability, and/or death, to anyone during the conduct of the event.

An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable.

USA Swimming, Inc., cannot prevent you (or your child(ren)) from becoming exposed to, contracting, or spreading COVID-19 while participating in the USA Swimming sanctioned events. It is not possible to prevent against the presence of the disease. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID-19.

BY ATTENDING OR PARTICIPATING IN THIS COMPETITION, YOU VOLUNTARILY ASSUME ALL RISKS ASSOCIATED WITH EXPOSURE TO COVID-19 AND FOREVER RELEASE AND HOLD HARMLESS USA SWIMMING AND MINNESOTA SWIMMING, SOUTH METRO STORM SWIM CLUB AND EACH OF THEIR OFFICERS, DIRECTORS, AGENTS, EMPLOYEES OR OTHER REPRESENTATIVES FROM ANY LIABILITY OR CLAIMS INCLUDING FOR PERSONAL INJURIES, DEATH, DISEASE OR PROPERTY LOSSES, OR ANY OTHER LOSS, INCLUDING BUT NOT LIMITED TO CLAIMS OF NEGLIGENCE AND GIVE UP ANY CLAIMS YOU MAY HAVE TO SEEK DAMAGES, WHETHER KNOWN OR UNKNOWN, FORESEEN OR UNFORESEEN, IN CONNECTION THEREWITH.

South Metro Storm Swim Club Teams will comply with the current state, local, health and USA Swimming guidelines available on the meet date and should meet or exceed all requirements in their facility during the meet. All participating athletes and clubs are registered only with MN Swimming. If participants will be competing from a adjacent LSC, the meet host must formally request permission from the LSC that registered the other athletes and/or clubs.

8 lanes, 25 yard indoor pool with lanelines and backstroke pennants. Slanted Starting blocks are 25 inches above the water surface.

The minimum water depth, measured in accordance with Article 103.2.3 is 7 ft at the start end and 4.5 ft at the turn end.

The competition course HAS been certified in accordance to 104.2.2C(4). The copy of such certification is on file with USA Swimming.

Swimmers are expected to follow our normal South Metro Storm Swim Club practice protocols -Masks will be worn at all times except when warming up, right before your race, and while racing. -Athletes/Coaches/Officials will maintain 6 feet apart from one another and use desiginated markings and signage to remain apart

Entries will be accepted beginning at 8:00 pm on Friday, October 23, 2020.

Entries will close at 8 PM on Sunday, October 25, 2020. This is the final date that entries will be accepted for the meet.

Age of a swimmer is determined by their age on the first day of the meet. A swimmer may compete in a maximum of 1 individual events per day. All seed times must be in yards.

All Levels

Any swimmer entered in the meet must be certified by a USA Swimming membercoach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer's legal guardian to ensure compliance with this requirement.

No swimmer will be permitted to compete unless the swimmer is a member as Provided in Article 302 of USA Swimming Rules. All coaches must be current members as provided in Article 302 of USA Swimming Rules. Any club or individual entering a non-USA Swimming registered swimmer will be subject to a $25 fine per event per swimmer.
