Joint Enterprise ? Research, Development, Acquisition, and Production/Procurement (JE-RDAP)

JE-RDAP is a Multiple Award (MA), enterprise-wide omnibus Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle that will establish a cadre of qualified contractors (IDIQ holders) to compete for JE-RDAP task/delivery orders for future research, development, production, procurement, and fielding of Chemical, Biological, Radiological, and Nuclear (CBRN) defense systems, equipment, and materiel. The JPEO-CBRND intends to utilize the JE-RDAP IDIQ contract to execute RDAP activities, in order to provide CBRNE Defense Systems, Capabilities, Equipment, Supplies and Material; Medical Devices, Radiological/Nuclear Defense Systems, and CBRN Information Systems to the Warfighter. JE-RDAP task/delivery orders awarded under the JE-RDAP MA IDIQ contracts will be competed as fair opportunity among the IDIQ holders. Orders will be released and awarded to JE-RDAP IDIQ Holders only

JE-RDAP MA IDIQ Contract Structure o Federal Acquisition Regulations (FAR) Part 35-Research & Development (R&D) R&D contracts are directed toward objectives for which work or methods cannot be precisely described in advance o MA IDIQ Contract Ordering Period Ten (10) year Base Period Performance may continue for up to five (5) year.s beyond the Ordering Period

JE-RDAP IDIQ Award Date: 1 Nov 2017 JE-RDAP Task Orders General Approach

o Evaluation Method: Best Value Pricing Structure: Varies depending on the JE-RDAP Order May include any type of pricing construct identified within FAR Part 15 (e.g., Firmed Fixed Price (FFP), Fixed Price Incentive Fee, Fixed Price with Prospective Price Determination, Cost-Plus Incentive Fee (CPIF), etc.) Mixed Contract Line Items possible within one (1) RDAP Order (e.g., Contract Line Item Number (CLIN) 1 is CPIF and CLIN 4 is FFP, etc.)

o Period of Performance: Varies for each JE-RDAP Order Determined at the Joint Program Management level to support R&D and Procurement, Manufacturing, & Fielding (as needed), as well as initial Sustainment

o Teaming & Partnering IDIQ contract holders may team with other IDIQ contract holders or bring on external partners/subs to provide future/new technologies/capabilities, as needed Intent is to inform Industry early of upcoming JE-RDAP Order with a rough draft, draft, and final draft. (To be determined on a case-by-case basis)

JE-RDAP Small Business Consideration o A partial small business set aside may be established for RDAP Orders having an overall threshold value of $10M for the duration of the RDAP Order with no more than $5M for each year of performance. The North American Industry Classification System (NAICS) Codes determined as most applicable are contained within Sector 54/Sub-Sector 541, Professional, Scientific and Technical Services: 541511 Custom Computer Programming (Size Standard - $27.5M); 541512 Computer Systems Design (Size Standard - $27.5M); 541714 Research and Development in Biotechnology (except nanotechnology) (Size Standard ? 500 Employees), and; 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology and nanotechnology) (Size Standard ? 500 Employees).
