In accordance with FAR Part 5.101(a)(2), this notice is being posted to advise the general public of the following:

The Bureau of the Fiscal Service, on behalf of their Revenue Collections Management (RCM) program office intends to award a firm-fixed price contract to Bithgroup Technologies, Inc. located at 113 West Monument Str Baltimore MD 21201-4736 on a sole source basis to acquire a brand-name 2-Day commercial-off-theshelf (COTS) Senior Executive Leadership Development training for (Senior Executive Services, SES and GS-15s) developed by Bithgroup Technologies, Inc.

The training course contains key training objectives that are not covered by another company in support of RCM's objective of preparing leaders to shift from a traditional organizational model designed for the industrial economy to an agile, strategic partnership-based model designed for today's digital economy; thereby precluding consideration of COTS training courses by other companies. Please see accompanied brand-name justification for more details.

Bithgroup Technologies, Inc. developed, owns the propriety of their Senior Executive Leadership Development Training Course, and is the only authorized provider of their training course that meets the Government's requirements.

Brand-Name Justification

SS-RCM-19-051

The proposed 2-day commercial-off-the-shelf (COTS) Senior Executive Leadership Development Training Course for (Senior Executive Services, SES and GS-15s) developed by Bithgroup Technologies, Inc. (Bithgroup) supports the Government needs for the following key training objectives that are not covered by another company in support of the Bureau of the Fiscal Service's Revenue Collections Management's (RCM) objective of preparing leaders to shift from a traditional organizational model designed for the industrial economy to an agile, strategic partnership based model designed for today's digital economy; thereby precluding consideration of COTS training courses by other companies.

i. One of the objectives of the training per the performance work statement (PWS) is a focus on models used to achieve innovation and disruption to implement transformational change such as those involved in entrepreneurship and introducing emerging technologies. Bithgroup has developed an intrapreneurship process by which an individual uses skills normally attributed to entrepreneurs, to enhance and increase his or her individual value to an organization. The term "intrapreneurs" is not uniquely to Bithgroup, but the intrapreneurship process they developed to train others is unique and distinct to Bithgroup and not available by other companies.

ii. Another objective of the training per the PWS is a focus on a structured approach to pursuing new partners and techniques for initiating the contact and criteria for determining what constitutes a good strategic partnership. Inasmuch as the RCM organization has current partnerships with industry giants such as Amazon, PayPal, WorldPay, and others, and must add to the network of alliances in order to lead transformation, a model for approaching strategic partnerships is important. In his book Strategic Partnerships: An Entrepreneur's Guide to Joint Ventures and Alliances, the President of Bithgroup outlines a framework business owners can use to conceive, develop and execute such relationships between themselves and larger organizations. The "framework" is unique and distinct to the President of the company and the Bithgroup organization. No other company has such a framework.

iii. A third training objective per the PWS is a focus on strategic partnerships and why they matter to the success of an organization. Bithgroup's research and methodologies used to analyze emerging economies and the global economy, and the impact of strategic partnerships upon them, is unique and distinct to Bithgroup.
