On Monday, February 27 Aviation Director Brent Cagle will share results from the recent regional economic impact assessment conducted by the Center for Transportation Studies at UNC Charlotte, focusing on Charlotte Douglas International Airport's contribution to the economic health of the region.

The event will be held at the CLT Center at 5601 Wilkinson Blvd. from 1:30-2:30 p.m. Mayor Jennifer Roberts, Chamber CEO Bob Morgan, and executives from American Airlines will also make remarks. A more detailed invitation is attached below.

March 2 ? NBS Civic Leadership Academy Staff Resource: Lacey Williams, NBS, 704-336-2172, lacey.williams@

The inaugural class of Neighborhood & Business Services' Civic Leadership Academy begins on Thursday, March 2. It includes 35 residents, five from each council district, who represent a spectrum of diversity in terms of age, race, gender, and leadership experience. Participants will attend eight sessions focusing on:

? Using leadership styles to make a positive impact on their communities ? Enhancing their understanding of Charlotte's history and culture ? Better understanding how local government works ? Developing relationships with other community and local government leaders

The group was chosen from a pool of more than 250 applicants. Because the program could not accommodate all those interested, staff is encouraging the remaining applicants to participate in training opportunities available through other City programs and partners.

Mayor and City Council are invited to attend the graduation ceremony on April 20. Graduation ceremony details will be shared once they are finalized. Additional information including a summary of the individual academy workshops is available online.

Notice of Quiet Zone Establishment for McLean Road Railroad Crossing Staff Resources: Debbie Smith, CDOT, 704-336-3935, dsmith@ Liz Babson, CDOT, 704-336-3916, ebabson@

The City will establish its first railroad Quiet Zone at McLean Road in northeast Charlotte (map attached) on March 1, 2017. The notification letter has been provided to the Federal Railroad Administration, Norfolk Southern Corporation, Amtrak, North Carolina Department of Transportation, North Carolina Department of Public Safety, and the Charlotte Fire Department.

A quiet zone is a section of railroad where the train does not routinely sound its horn prior to crossing the roadway. Quiet zones were requested after several neighborhoods in northeast, west, and central parts of Charlotte expressed concerns about train horn noise. The Federal Railroad Administration established the Train Horn Rule which set national routine sounding of train horn standards at all public roadway crossings. The Train Horn Rule includes a formal quiet zone process which requires the installation of specific safety infrastructure to provide conditions equally as safe as sounding the train horn.

NCDOT, as part of the Harrisburg to Charlotte Double Track Project, installed gates, warning lights, medians, and other safety infrastructure that allows the City to establish a quiet zone at McLean Road without any construction costs to the city. In the coming months, NCDOT will install the safety infrastructure at Back Creek Church Road and the City will seek to establish a quiet zone there.

CDOT included a quiet zone program as part of the Transportation Action Plan (TAP) 2016 Update. City Council is scheduled to adopt the TAP update at the February 27, 2017 Council Business meeting.
