Background

UNU-WIDER has initiated a new research project, `The Economics and Politics of Taxation and Social Protection', that aims to shed light on the system-wide impacts of social protection and tax systems in developing countries. To facilitate the research activities under this project, a new database, `Social Assistance, Politics and Institutions' (SAPI) will be generated. The SAPI will provide a synthesis of longitudinal and comparable information on: i) social assistance programmes in developing countries, ii) country-level information on economic and social performance, and iii) political institutions.

For that purpose, UNU-WIDER is looking for three (3) outstanding individuals with strong analytical skills, experience in data search, collection, management and analysis; knowledge on social protection systems in developing countries, and proven proficiency in English and either Spanish or French. The selected individuals will support in the activities of developing the SAPI database. The regional coverage of Africa, Latin America and Asia will be assigned based on knowledge, experience, and language skills.

Responsibilities: The Research Assistants will perform the following duties:

Participate in an introductory workshop where the objectives, concepts and activities of the project will be discussed

Develop a search protocol for the identification and inclusion of social assistance programmes, and the country-level information

Conduct online searches and whenever needed, request information from key sources of information Generate an MS Excel or Stata matrix of selected indicators across developing countries, covering the

past three decades Generate a MS Word document with descriptive information on type and characteristics of indicators

and their sources, including hyperlinks to supporting materials Generate a User Guide, Glossary and References Contribute to the writing up of a Policy Brief on the SAPI database Performs other duties as assigned by the supervisor or the need of the institute

Required Qualifications and Experience:

A minimum of master's degree in Economics, Political Science, Development Studies or related fields. Preference will be given to candidates with experience in conducting research.

Strong analytical skills, and experience in searching, collecting, managing and analysing secondary data Knowledge, and preferable previous experience, in the analysis of social protection systems in

developing countries Proven proficiency in English and either Spanish or French. Knowledge of other official UN languages

will be an asset. Excellent drafting skills Excellent team player with strong interpersonal skills and ability to work independently

Duration and Type of Contract

The work will be performed outside UNU-WIDER premises over a 7-month period, in accordance with the approved Work Plan to be agreed later. Based on part-time, (an estimated 10 days per month), the work shall be conducted with a specific schedule of deliverables as outlined below in "Schedule of Activities and Deliverable" section.

No consultant shall provide services for more than twenty-four (24) months in a thirty-six (36) ?month period. General conditions of service for Consultants apply.

The successful candidates shall work remotely under a consultant contract and will not hold international civil service status nor be a `staff member' as defined in the UN Staff Rules and Regulations.

Remuneration:

The total remuneration of each individual contract will be USD 10,500.00 (ten thousand five hundred US dollars) all inclusive. Payments will be made in five equal instalments of USD 2,100.00 upon completion of deliveries outlined in the section above, after being certified as satisfactory.
