Tax Research Consultant Consultancy ? Approximately 20+ days Location: Home-based

ActionAid International is planning a paper for publication in October 2019 which will include chapters on the many factors limiting developing country governments' capacity to adequately fund gender-responsive public services (GRPS) such as education, health, water and sanitation, and child care, in turn adding to women's unpaid care work burden. The report will include a chapter on tax and the potential for increasing tax revenues in a progressive manner.

The consultant's task will be to develop estimations of potential revenue increase from a set of progressive tax measures and reforms in five selected developing countries.

The tax measures and reforms will include reduction of tax incentives, revision of tax treaties and scale up of taxes on wealth, while countries might include Bangladesh, Malawi, Mozambique and Nigeria. The exact list of tax measures and countries will be agreed between the consultant and ActionAid team. The consultant(s) will not be writing the narrative itself but providing the estimated figures together with a note on the adopted methodology. This is desk research, involving no travel on the part of the consultant(s).
