Job Title: Security Technical Support Officer

Grade: HERA Grade 5

Job Purpose:

The post holder is responsible to the Head of Security Services, via the Security Manager, for the effective and efficient management of large-scale campus and off-campus CCTV and access control systems, the car park permit system, Pay and Display machines and other integrated security systems..

The post holder will develop and maintain a depth of technical and procedural knowledge, allowing them to devise and implement solutions to problems and to provide expert advice and support to colleagues and customers.

Duties and Responsibilities

Overall

1. Be responsible on a day to day basis for the effective management and development of the below systems:

• Access control systems

• Campus and off-campus CCTV including ANPR and portable systems

• Integrated security systems

• Car park permit system and Pay & Display machines (via the Assistant Security Technical Support Officer.

2. To conduct research into other technological systems that may be beneficial in support of building, student and staff security; obtain quotations and costings for comparison purposes and make recommendations to the Head of Security Services

Specific

1. Design and maintain administrative and financial records, constructing reports and procedural documentation as appropriate in relation to the above processes while ensuring that other team members are fully conversant with record-keeping procedures.

2. Manage the technology installation and maintenance budget circa £30-40K pa (variable) and ensure that budget limits are not exceeded.

3. Promote, through consultation and demonstration, with users and Department staff the overall security access control and CCTV strategies, acting as project manager for the implementation of these strategies.

4. Maintain efficient access control and CCTV systems for the current and proposed individual installations across the campus with expansion on a progressive basis over a number of years, managing and prioritising the installation and service schedule of contract engineers.

5. Maintain Security’s access control and parking permit databases of staff and students, ensuring that access levels/permits are correctly issued by staff and personal data is handled securely and responsibly.

6. Plan and conduct building surveys, risk assessments, prioritising installations and making recommendations to the Head of Security Services in relation to security installations and identified issues.

7. Liaise and collaborate with University Heads of Department, departmental staff, suppliers and organisations in relation to the supply, installation and maintenance of the above systems.

8. Be involved in the negotiation of maintenance and installation costs with external and internal suppliers and installers, establishing a network of key contacts and maintaining effective working relationships.

9. Responsibility for access card production for all staff, students and visitors in liaison with the Library systems supporters.

10. Respond to customers who require advice or support in relation to access control, CCTV, car parking and/or security issues relative to these systems and provide guidance to other team members dealing with queries.

1. Operate CCTV surveillance equipment in order to search, edit and prepare images for University staff and other authorities when legally requested and in conjunction with the CCTV Code of Practice.

2. Coach staff in the use of CCTV to allow them to monitor, search, edit and produce images, issue cards for University staff and other authorities when legally requested.

3. Coach staff in the use of access control and car park permit systems thus allowing them to issue and edit cards and car parking permits.

4. Ensure the University remains compliant with all statutes relative to the above systems e.g. Private Security Industry Act, Data Protection Act, etc. and ensure software users are fully aware of the relevant Codes of Practice.

5. Respond to change requests and/or reports of problems with systems or services, interrogating and testing software and hardware configuration to devise, negotiate and implement solutions.

6. Decode and convey complex technical information about system problems and processes to others in a way that can be understood.

7. Act as line manager and mentor for the Assistant Security Technical Support Officer, supervising their coordination of car parking provisions and carrying out performance reviews, managing absence/sickness records and monitoring professional development.

8. Be involved in the recruitment of support staff; acting as a panel member in the shortlisting/interview process.

9. Act as site editor for the Security website; creating pages and publishing content in line with University web policies and providing support for other departmental web contributors.

10. Be involved in the tender process for CCTV, access control and parking supply/installation/maintenance contracts; scoring applications, hosting supplier site visits and preparing figures to assist with the decision-making process.

11. Attend capital project site meetings with architects and building contractors; acting as an authority on University access control and CCTV specifications and making strategic recommendations to ensure that these specifications are met.

12. Ensure financial procedures and transactions comply with University policies and payment card scheme regulations.

13. Keep up to date with the latest technologies by attending conferences and arranging site visits to other Universities when necessary.

14. Any other duty commensurate with the role.

Notes:

a. The post holder will be expected to work using their own initiative with limited supervision.

b. This is a non-uniform post.

c. The role is based on a 36.5 hour per week Monday to Friday.

d. Role holder must be aware of and conform with the Security Standard Operating Procedures (SOPs).

e. In performing all these duties there is a need for discretion and confidentiality, as well as a need to be able to establish effective working relationships with other members and employees of the University and to present a positive image of the University to outside organisations and their representatives.

f. Must be aware of the existence and contents of the Departmental Plan, its aims and objectives and support those objectives.

g. The post holder must at all times carry out their responsibilities with due regard to the University’s Equality and Diversity Policy.

h. The post holder must respect the confidentiality of data stored electronically and by other means in line with the Data Protection Act.

i. The post holder must carry out their responsibilities with due regard to the non-smoking environment of the University.
