All employees are required to comply with relevant safety procedures/guidelines and equal opportunity principles at all times.Role StatementThe Department of Communities (Communities) leads the delivery of social response and recovery plans and coordinates the provision of psychosocial and practical supports to people affected by an Emergency Management event. Recovery initiatives are delivered over a period of time in collaboration between State Government agencies, the private sector, care organisations and Local Government.The Community Recovery Senior Project Officer provides supervision, guidance, and support to staff and engages with key stakeholders and the community including vulnerable peoples, to identify and feedback emerging themes or issues. This position initiates, develops and implements project coordination functions to enable project delivery and contributes to planning, budgeting, resourcing, tracking, reporting, quality management and communication.Duties and Responsibilities1.Project Coordination and Support1.1Supports multiple Project/Program Managers through the provision of professional advice and coordination to support project delivery and the successful achievement of project/program outcomes.1.2Initiates, develops and implements project coordination functions to enable project delivery and contributes to planning, budgeting, resourcing, tracking, reporting, quality management and communication.1.3Ensures project management processes, project control frameworks and governance frameworks are in place and provides high level administration and support to the Project Managers and Project Boards.1.4Works closely with Project/Program Managers and the wider teams to drive delivery against the plan and ensures the necessary cross-team, cross-program coordination takes place.1.5Establishes and maintains effective communication channels with project teams, internal and external clients, stakeholders and customers to ensure successful project/program outcomes.1.6Defines and manage project/program interdependencies, engaging and supporting the wider project teams and impacted stakeholders, managing issues as required.1.7Identifies and track the project/program critical path and work with teams to ensure key risks, issues and interdependencies are flagged, managed, and escalated within project/program.1.8Monitors and consolidates project/program deliverables, schedules and resources, tracks program critical path and project benefits and liaises with stakeholders to ensure project/program well placed to achieve outcomes.1.9Prepare detailed analysis project and consolidated program data, interpret and present findings to key stakeholders.1.10Prepares consolidated reporting for the Project Board, management and stakeholders, including milestone summary, key issues, risks, benefits and summary of costs incurred.1.11Contributes to the development, implementation and continuous improvement of project management policies, procedures, templates and tools, and ensures adherence with project governance methodology, frameworks and standards across all projects.1.12Delivers and maintains key project documentation and manages document and version control for allocated projects including schedules, plans, registers, change requests, project status reports and financial tracking.1.13Coordinates contracts associated with projects to ensure contractual requirements are met.1.14 Coordinate the provision of, or access to, support services which help meet immediate essential needs during response and recovery and promote community independence by engaging with ongoing support services. 1.15 Specialises in vulnerable people, work with individuals, families, and the community, to assess and respond to the long term welfare requirements promoting community independence. 1.16 Provides supervision guidance to all stakeholders in the recovery centre to ensure coordinated service delivery2.Project Development and Implementation2.1Contributes to the development of key organisational policies and strategies, initiatives and processes.2.2Contributes to the development of strategic responses relevant to the design and delivery of solutions.2.3Researches, evaluates and advises relevant stakeholders (including Local Government Agencies) on initiatives and emerging issues or themes to be addressed in long term planning2.4Undertakes complex analysis and prepares feasibility studies, business cases and reports.4.Corporate Criteria)1.Considerable experience in project management, including the ability to deliver agreed outcomes within specified timeframes.2.Well developed conceptual, research, analytical and problem solving skills3.Demonstrated experience in strategy development, including its analysis and implementation. 4.Well developed communication (verbal and written), interpersonal and negotiation skills, with the ability to liaise with internal and external stakeholders at all levels.5.Experience in contributing to the achievement of project outcomes and motivating team members.Desirable Work-Related Requirements (Selection Criteria)Experience in emergency response under the Australasian Inter-Service Incident Management System (AIIMS)Experience in working with vulnerable people within a community to assess and respond to welfare requirements Essential Eligibility Requirements / Special Appointment Requirements Appointment is subject to a satisfactory National Police Clearance.Appointment is subject to a satisfactory Departmental Record Check.Ability to successfully complete "Apply First Aid" and “Mental Health First Aid” course (unless already held) during business hours.The occupant of this position must be willing and able to travel to and work in various Department Offices in Metropolitan and Regional areas with minimal assistance, in response to organisational requirements. This may include intra/interstate travel to remote regional locations, travel off-road and by light aircraft, and involving overnight or short stays and camping. Ability to work shifts with a changing roster involving a mix of morning, afternoon and overnight shifts rostered across Monday to Sunday.The occupant of this position must be willing and able to work business hours and/or outside of normal business hours to assist with operational requirements, inclusive of deployment and on call rosters as required. Possession of a current Western Australian 'C' or 'C-A' Class Driver’s Licence or equivalent, and the ability to travel in response to organisational needs. This requirement continues for the duration of employment in this position and from time to time production of the licence may be required upon request by the Department. ................
