All employees are required to comply with relevant safety procedures/guidelines and equal opportunity principles at all times.Role StatementThe Department of Communities (Communities) leads the delivery of social response and recovery plans and coordinates the provision of psychosocial and practical supports to people affected by an Emergency Management event. Recovery initiatives are delivered over a period of time in collaboration between State Government agencies, the private sector, care organisations and Local Government.The Principal Project Officer – Community Recovery provides supervision, guidance, and support to staff and engages with key stakeholders and the community including vulnerable peoples, to identify and feedback emerging themes or issues. This position initiates, develops and implements project coordination functions to enable project delivery and contributes to planning, budgeting, resourcing, tracking, reporting, quality management and communication. The Community Recovery Principal Project Officer is accountable for the achievement of project outcomes in line with legislative requirements. Duties and Responsibilities1.Project Planning and Management1.1Provides leadership and management of strategies and initiatives related to implementing a wide range of assigned programs and projects.1.2Manages comprehensive compliance, risk management, quality assurance and governance strategies and processes for project and program management.1.3Provision of effective project and change planning, work allocation and performance management activities during project life cycle and beyond.1.4Preparation, review and management of all project/ change products including documentation and specialist products, in line with identified standards and quality.1.5Undertakes review of business processes, resource allocation and establishment structure as scoped in project plan.1.6Develops and conducts business readiness surveys with stakeholders.1.7Establishes and maintains effective stakeholder management with the project teams and relevant stakeholders, including identifying project impact and desired engagement levels and addressing resistance.1.8Consultation and negotiation with the project team, internal and external stakeholders and external resources to meet project outcomes.1.9Provision of regular project status reports and final report containing recommendations and suggested implementation strategies to relevant stakeholders as required.1.10Planning and management of project resources including people, financial, physical and information to meet project obligations and objectives.1.11Provides expert advice to key stakeholders on the priorities, risks and implications, and remedial strategies.2.Project Development and Implementation2.1Coordinates and contributes to the development of key organisational policies and strategies, initiatives and processes.2.2Coordinates and contributes to the development of strategic responses relevant to the design and delivery of solutions.2.3Researches, evaluates and advises on relevant initiatives and emerging issues.2.4Undertakes complex analysis and prepares feasibility studies, business cases and reports.2.5 Initiates and implements continuous improvement strategies, to promote efficient and effective outcomes in line with legislative requirements 2.6 Coordinate the provision of, or access to, support services which help meet immediate essential needs during response and recovery and promote community independence by engaging with ongoing support services. 2.7 Specialises in vulnerable people, work with individuals, families, and the community, to assess and respond to the long term welfare requirements promoting community independence. 2.8 Provides supervision guidance to all stakeholders in the recovery centre to ensure coordinated service delivery3.Leadership and Management 3.1Undertakes management and leadership of project teams which may include managing multiple work groups.3.2Develops and mentors project key staff and stakeholders.3.3Provide high level advice to senior management on the development, implementation and evaluation of Priority Initiatives, programs and projects, including collation of information for Ministerial responses where required.3.4Monitors and ensures compliance with Government, agency and public sector policy and legislation4.Corporate Responsibilities4.1Exhibits accountability, professional integrity and respect development opportunities.4.3Undertakes other duties as required.Essential Work-Related Requirements (Selection Criteria)1.Substantial experience in project management, including the ability to deliver agreed outcomes within specified timeframes.2.Highly developed conceptual, research, analytical and problem solving skills, including initiative and the ability to identify issues and remedies. 3.Demonstrated experience in strategy development, including its analysis and implementation of project outcomes in line with relevant legislation. 4.Highly developed communication (verbal and written), interpersonal and negotiation skills, with the ability to liaise with internal and external stakeholders and present ideas/tasks clearly and accurately5.Demonstrated experience in leading the achievement of project outcomes and motivating team members.Desirable Work-Related Requirements (Selection Criteria)Experience in emergency response under the Australasian Inter-Service Incident Management System (AIIMS)Experience in working with vulnerable people within a community to assess and respond to welfare requirements Essential Eligibility Requirements / Special Appointment Requirements Appointment is subject to a satisfactory National Police Clearance.Appointment is subject to a satisfactory Departmental Record Check.Ability to successfully complete "Apply First Aid" and “Mental Health First Aid” course (unless already held) during business hours.The occupant of this position must be willing and able to travel to and work in various Department Offices in Metropolitan and Regional areas with minimal assistance, in response to organisational requirements. This may include intra/interstate travel to remote regional locations, travel off-road and by light aircraft, and involving overnight or short stays and camping. Ability to work shifts with a changing roster involving a mix of morning, afternoon and overnight shifts rostered across Monday to Sunday.The occupant of this position must be willing and able to work business hours and/or outside of normal business hours to assist with operational requirements, inclusive of deployment and on call rosters as required. Possession of a current Western Australian 'C' or 'C-A' Class Driver’s Licence or equivalent, and the ability to travel in response to organisational needs. This requirement continues for the duration of employment in this position and from time to time production of the licence may be required upon request by the Department. ................
