Submission of Carl D. Perkins Career and Technical Education Application for 2016-2017 June 28, 2016 Division of Instruction

Action Proposed: The Division of Instruction, Career Technical Education proposes that the Board of Education authorize staff to submit the 2016 -2017 application to the California Department of Education (CDE) for secondary education funding from the Carl D. Perkins Career and Technical Education Act in the amount of $8.3 million.

Background: The purpose of Carl D. Perkins Career and Technical Education funds is to initiate, expand, improve, and modernize career technical education (CTE) programs and pathways that instruct and prepare secondary school students for postsecondary education and career readiness. Every year, LAUSD submits an application to the California Department of Education (CDE) for Perkins funding. The CDE allocates Perkins funds to the District based on the state's formula for the number of youth in LAU SD who can benefit from this supplemental funding. For 2016-2017, the District will receive $8.3 million.

The Federal Act was established to improve career-technical education programs, integrate academic and career -technical instruction, serve special populations, and meet gender equity needs. The Carl D. Perkins Career and Technical Education Improvement Act of 2006 also requires local educational agencies (LEAs) to implement strategies to overcome barriers that may be lowering special population students' rates of access to or success in Career Technical Education (CTE) Programs assisted with the funds. CTE programs must be designed to enable special population students to meet the performance level targets established for the programs. These programs must also provide the activities needed to prepare these students for high-skill, high-wage, or highdemand occupations that lead to self-sufficiency.

Expected Outcomes: ? Continue to increase the number of CTE students who have met the proficient or advanced level on the English-language arts portion of the California High School Exit Exam (CAHSEE.) ? Continue to increase the number of CTE students who have met the proficient or advanced level on the mathematics portion of the California High School Exit Exam (CAHSEE.) ? Continue to increase the number of CTE students completing the second level of a program who receive a grade of A, B, or C, or receive an industry-recognized certification, or passed an end of program assessment aligned with industry-recognized standards. ? Continue to increase the number of 11th grade CTE students who earn a high school diploma (including recognized alternative standards for individuals with disabilities.) ? Continue to increase the number of 12th grade CTE students who leave secondary education during the reporting year and enter postsecondary education, advanced training, military service, or employment as reported on a survey six months following graduation. ? Continue to increase the number of CTE students from under represented gender groups enrolled in a

program sequence that leads to employment in nontraditional fields. ? Continue to increase the number of CTE students from under represented gender groups enrolled in a

"capstone" (advanced) course that leads to employment in a nontraditional field, who received a grade of A, B, or C, received an industry-recognized certification, or passed an end of program assessment aligned with industry recognized standards. ? Review & rewrite CTE courses to align with New CTE Standards and CCSS standards and framework and delete obsolete courses. ? Target for revision of all CTE courses which can be rewritten for a-g approval. ? Identify all pathways and students at each school site to comply with CDE requirements. ? Establish CTE Demonstration Sites for professional development. ? Expand CTE programs to middle schools.

Board Options and Consequences: Approval of the Carl D. Perkins application for funding will ensure the continuation of CTE programs in LAUSD high schools.

Policy Implications: CTE programs support the A-G Resolution and the Multiple Pathway Resolution.

Budget Impact: Funding in the amount of $8.3 million for CTE programs.
