Content Standards:

- Describe Hamilton’s establishment of a National Bank

- Describe “STRICT CONSTRUCTION” of the Constitution.

- Describe “LOOSE CONSTRUCTION” of the Constitution.

- Analyze how that debate will lead to 2 political parties developing.

Application Question:

How should we look at the Constitution? Should the government have power that the Constitution gives it and nothing else? Does this keep the government in check or could it also stop it from protecting the nation? Should the government have power to do something if the Constitution doesn’t mention it?

Bell Ringer:

Ask students if there are certain rules in school/class or at home they follow even if it’s not really mentioned. Should you be expected to follow them if it’s not clearly set? Does it depend on what it is?

Objectives:

-Define strict and loose construction

-Analyze the plan the U.S. had to deal with the debt and the effects that plan had

-Decide wither strict or loose construction of the Constitution is better for the nation

Activity 1:

Have students look at the issue of the debt and government power during the time period and the 2008 recession and the stimulus package that followed it. Have students make a T-chart with a side for each issue. For both issues they will analyze and discuss the major problem (debt/recession), the solutions, and the problems people had with it. Then I will ask the class these questions:

-How should we interpret the Constitution?

-Should the government have power that the Constitution gives it and nothing else?

-Does this keep the government in check or could it also stop it from protecting the nation?

Should the government have power to do something if the Constitution doesn’t mention it?

Activity 2/Homework:

Have students create a ven-diagram. On one side students will write “strict construction” and explain who believed in this, what they believed, and what they did during this time period based on their beliefs. On the other side they will write “loose construction” and explain who believed in this, what they believed, and why the other sides polices angered them. In the middle they will write “Economic problems” and explain what the issue was during that time period that created these two factions in American politics.
