POSITION DESCRIPTION

POSITION TITLE: Management Systems Accountant – Shared Services

CLASSIFICATION: Grade: 9 Step

Band 3 / Level 3

REPORTS TO: Manager Business Improvement

SUPERVISES: Nil

LOCATION: This is a shared services role supporting both Armidale & Guyra Councils, normally based at 135 Rusden Street, Armidale and that may be required to work at Guyra Shire Council offices from time to time.

SIGNIFICANT CONTACTS: Internal: Staff, Management, Council Officers, External Contractors and Software Companies

External: Payroll User Group, other councils and and Government agencies.

Annual Operating Expenditure: Up to $5,000

Annual Capital/Projects Expenditure: Nil

PRIMARY POSITION PURPOSE:

The position holder will be responsible for improving the efficiencies and effectiveness of the Accounting Systems function and service levels across the business.

The position will also be responsible for coordination and collation of internal/external reporting systems, integration between applications, internal control, and key management accounting support activities of Armidale Dumaresq Council and associated Councils within shared services. The position will play a key role in the future development of systems and systems processes and the integrity of data management and systems interfacing.

DUTIES AND RESPONSIBILITIES: The employee’s duties and responsibilities include but are not limited to:

1. Manage Shared Service Accounting Business Support.

• Continuous Improvement and Development of the Concept in the Finance Functional Team in the Speciality of Management and Information Technology Systems Accounting.

• Maintain and continue to develop performance measurements and reports.

• Manage Activity Cost drivers for Overhead Distribution.

• Support each Business and operational unit’s accounting information requirements.

• Decision making support for Managers.

• Provide Accounting advice and business analysis to management

• Continuous Development and refinement of Reporting Systems and Concepts.

• Maintenance of the Chart of accounts in General Ledger, subsidiary ledgers, authority controls, and security access within the applications

2. Maintain and develop Internal Management Reports.

• Internal reporting including:

▪ Variance and cost analysis

▪ Executive Management reporting

▪ Responsibility accounting

▪ Division, Cost and Profit Centre Costing and Reporting.

▪ Development of Performance Management reporting against bench marks and operational plan key indicators.

▪ Develop Asset Management System Management reports

▪ BI Management Dashboards and Reports

3. Systems Administration and business systems management.

• Systems administrator of the Finance One system Enterprise Assets Management, People One and Pathway.

• Responsible for the integrity of interfacing between each application and cross application processes

• Assist with the development of and IT strategies and projects for the application of business software

• Responsible for maintaining reporting architecture to the tables

• Maintain published reports and system alerts

• Responsible for the end of period accounting systems variables and application processes for all business applications

• Responsible testing and sign off user acceptance tests before applications upgrades

4. Processing group Accounting Ledgers, System Administration.

• System Maintenance and Internal Controls.

▪ Overhead Allocation

▪ Direct and Indirect Costing

▪ Technology one ledger allocation

▪ Design and Construction of ledger allocations

5. Reports to Executive.

• Develop and deliver concise timely and informative reports to Council that report KPI’s and Benchmarks as well as financial data and analysis.

• This position involves providing prompt, accurate, courteous and helpful customer service to clients of Armidale Dumaresq and Guyra Shire Councils.

• The position requires that personal behaviour and effectiveness is consistent with the values outlined in the Council’s Code of Conduct.

• It is also expected that the person will contribute to the achievement of relevant Council IPR and Delivery Program objectives and that the functions of the position are directed to the implementation of those objectives.

• It is also expected that the management of the Councils’ activities, expenditure and revenue is effective.

SELECTION CRITERIA: Appointment is determined according to the abilities, qualifications, experience and standard of work performance relevant to the duties and responsibilities of the position

Essential Criteria:

• Tertiary qualifications in finance or accounting, or a minimum 7 years experience and demonstrated knowledge of local government and understanding of the legislation related to the Finance section.

• Demonstrated effective management skills with a proven ability to time manage, achieve objectives and successfully meet program targets.

• Demonstrated ability to manage ICT systems projects

• Experience in Accounting for Local Government or large organsation with multiple service delivery requirements

• Demonstrated Experience managing systems interfaces in a multi system accounting framework

• Demonstrated ability to work independently and to contribute to a team environment and team goals.

• Proven organisation skills, and the ability to meet multiple deadlines in a high volume and complex work environment, to achieve required outcomes.

• Proven ability to provide customer solutions and positively resolve issues while maintaining diplomacy, patience, tact and sensitivity to the specific needs of customers.

• Hold and retain a Class C Australian driver’s licence.
