Walnut Grove R-V Governance Plan & ProtocolsBoard PoliciesThe Board will adopt and implement the Board Policies provided by the Missouri School Boards’ Association. The superintendent may use the Administrative Procedures and Forms aligned with the approved policies. To ensure accuracy and compliance of all policies to federal and state laws and regulations, the Board will follow the process outlined in Policy BF. Organizational Chart The Walnut Grove R-V School District Board of Education proudly and respectfully represents the students, parents and community members of the Walnut Grove R-V School District. The Board of Education encourages open communication through appropriate channels and chain of command as described in Board Policy KL—Public Concerns and Complaints. The superintendent, in collaboration with administrative staff, will create an organizational chart that outlines the key positions of district personnel and supervisory positions. Ethical Governance Practices The Board, individual Board members and the superintendent will implement ethical governance practices as outlined in policy, with particular focus on Policy BFF.Remember that the first and greatest concern must be the educational welfare of all students attending the public schools.Express personal opinions but, once the Board has acted, accept the will of the majority.Refrain from divulging confidential information presented during closed sessions, except when required by law. Obey the laws of Missouri and the United States.Recognize that individual Board members have no authority to speak or act for the Board.Work with other Board members to establish effective Board policies.Delegate authority for the administration of the schools to the superintendent. Encourage ongoing communications between Board members and stakeholders.Render all decisions based on the available facts and independent judgement rather than succumbing to the influence of individuals or special interest groups.Make every effort to attend all Board meetings.Become informed concerning the issues to be considered at each meeting.Improve boardsmanship by studying educational issues and by participating in in-service programs and training.Support the employment of staff members based on qualifications and not as a result of influence.Maintain a process of regular and systematic assessment of the educational system, in order to provide accountability for the school district.Avoid conflicts of interest or the appearance thereof. Refrain from using their Board position for the benefit of family members, business associates, or themselves. Governance Team Roles and NormsCommunication Structure Board members will be ambassadors in the community, and as individual concerns or questions arise, they will listen to understand the situation. Board members will show appreciation for the information and direct the stakeholder to contact appropriate personnel, and if circumstances warrant, shall channel this information to the superintendent. Board members should make no promises to district residents related to administrative or policy issues nor should they contact district staff other than the superintendent in an effort to resolve administrative or policy issues. The first and most direct line of communication for each board member shall be the superintendent. Board members will channel concerns or requests for information through the superintendent. The superintendent and board recognize the importance of proactive communication and agree there will be no surprises. The superintendent will ensure that information is provided to all board members. Board members will demonstrate engagement by thoroughly reviewing the board packet and will submit questions related to the board packet to the superintendent prior to the board meeting. Board member questions or concerns regarding agenda items or other board business will be directed to the superintendent and/or board president. The Board of seven will collaboratively engage and communicate with each other, the superintendent, and administrative team to reach decisions as a whole board; and each member will give his or her undivided support of board decisions both in public and private. Use of Social Media In using social media, the school board member shall clarify that he/she is speaking as an individual and not as an official school board spokesperson.School board members shall only post content that the district has verified and already released to the public.School board members shall refrain from deliberating school board business online.A school board member shall not post statements that make it appear that he/she has already formed an opinion on matters pending board approval. Stakeholder complaints or concerns should not be discussed online but rather are directed to the superintendent or other appropriate administrator. School board members will conduct themselves online in a manner that reflects well of the school board and is in compliance with the board’s acceptable use policy. ................
