Delegation of the European Union in Mozambique

1.3 Country background

Situated in Southern Africa and bordering the Indian Ocean, Mozambique has a population of more than 25 million[1]. The country has experienced significant economic recovery in recent years, but still remains one of the least developed countries, with a human development index of 0.416[2].

The European Union (EU), together with its 28 Member States, is the first trading partner, investor and donor in Mozambique. The EU, in close coordination with the other co-operation partners, is seeking to ensure that its cooperation with the country promotes sustainable development and generates long-term benefits and supporting the consolidation of the country's peaceful path towards democracy as well as inclusive and sustainable development.

The Cotonou Partnership Agreement regulates the relations between Mozambique and the EU, and the National Authorising Officer (NAO) working within the Ministry of Foreign Affairs is the EU's counterpart to ensuring good management and development of cooperation programmes.

Exchanges with the NAO both at technical and political levels are regular, in particular due to the preparation process of the Annual Action Plans of the 11 European Development Fund (EDF) National Indicative Program (NIP), the operational reviews and the ongoing 10th EDF NIP implementation and the PALOP-Timor Leste programming and coordination.

1.4 Current situation in the sector

The EUD in Mozambique and the NAO carry out communication activities aimed at raising the profile and perceptions of EDF cooperation. In particular, communication objectives are:

- To generate support from various stakeholders for EDF cooperation

- To involve relevant stakeholders in an informed debate about support to the democratisation process and to the process of sustainable development.

- To raise awareness of all relevant actors in relation with EU sectoral policies with an external dimension and generate support for the respective policy objectives

1.5 Related programmes and other donor activities

The EUD communication strategy defines two key moments in the year for communication, two of the main ones being the EU Week, an initiative which started in 2015 and the 9th of May Celebrations (Day of Europe).

The EU Delegation in Mozambique and the NAO have organized two editions of the EU Week in Mozambique in 2015 and 2016. The event took place during 5 days (2-6 December 2015 and 1-5 November 2016) at the Fishery Museum "Museu das Pescas" next to the Harbour.

The two editions of the EU Week included a very diverse programme with debates, information sessions, programme launching ceremony, exhibitions, cultural activities and sports, open to the general public.

Throughout the week, various audiences such as government officials, politicians, academics, civil society representatives, young parliamentarians, development cooperation partners, activists and general public attended several debates and information sessions on relevant topics (at least 700 people attended the events throughout the week).

In the evenings there were film screenings as well as cultural events, notably contemporary dance performances and a music concert. Weekend activities included a Food Fair with food from Mozambique and various European countries, as well as a space for kids' activities. The EU Week ended with sports activities on Maputo's beach, including football and volleyball tournaments, yoga, aerobics and capoeira sessions as well as a kitesurf show and a skydiving show.

The second main moment of the year was around the 9 of May celebrations. The EUD has organized several events last year to celebrate Europe Day the main one being:

– Sports' Events at the Beach for Mozambican youth: The Delegation, in partnership with the Ministry of Education, organised a Football and Volleyball Tournament for secondary school children. The event took place at Maputo's beach with around 200 kids belonging to schools from the neighbourhoods in Maputo.

Photos -

Every year the EU Delegation celebrates international days. For ex. the international women's day (8 March), the EU climate day or the international day on human rights (10 December) among others. This is a way to promote and give visibility to the values that are set out in these celebrations that are also EU's values. These celebrations can be done through joint activities with EU Member States, National Authorities, NGOs, etc.

OBJECTIVE, PURPOSE & EXPECTED RESULTS

2.1 Overall objective

The overall objective of the project of which the two contracts will be a part is as follows: to increase awareness and visibility of the EU-Mozambique cooperation partnership to the wider Mozambican public, and improved understanding and interest of EU cooperation policies.

2.2 Purpose

The purposes of the two contracts are as follows:

LOT 1

• Organisation of the 3rd and 4th editions of the EU WEEK event, respectively in 2017 and 2018

• Organisation of the events around the 9th of May celebrations in 2018

• Support the EU Delegation in organising communication and visibility activities, namely participation in the celebration of the international days and organisation of a journalism prize.

LOT 2

• Support the EU Delegation in monitoring the media (Mozambican press and broadcast)

2.3 Results to be achieved by the Contractor(s)

Organisation of EU WEEK (3rd and 4th Editions):

The aim of the organisation of the 3rd and 4thEdition of the EU week is to increase visibility of the EU-Mozambican cooperation partnership through the organisation of communication and information activities.

Organisation of 9th of May Celebrations (2018)

Every year the European Union celebrates peace and unity on "Europe Day", officially the 9th of May. The contractor shall organise different events to mark this celebration.

Organisation of communication and visibility activities of the EU Delegation in Mozambique

The aim of the organisation of these activities is to increase visibility of the EU-Mozambican cooperation partnership and values through the organisation of communication and information activities.

Media Monitoring

To monitor on a regular basis a media sample, identify all content (news/articles) referring primarily to the European Union or including important references to the European Union.

ASSUMPTIONS & RISKS

3.1 Assumptions underlying the project

Selected cultural actors available for the preferred dates

Timely articulation between the products produced by the EUD (including all artworks for the communication materials except the TV and radio spot) and the contractor

Ministry of Education and Human Development (MINEDH) is able to engage with sufficient number of secondary school students for the sports activities

SCOPE OF THE WORK

4.1 General

1 Description of the assignment

Organisation of EU WEEK (3rd and 4th Editions):

The contractor shall ensure timely preparations and set up of all logistical and necessary equipment at the selected locations for the events of the EU week.

The third and fourth edition of the "EU Week" will take place at a location to be selected in Maputo during the month of November and at the beach (Costa do Sol area), aiming at engaging the general public. The Week will be a public event, combining debates, workshops, exhibitions and cultural activities and a food fair as well as events at the beach – sport activities.

In this year´s and next year's edition, the tentative programme will include five days under different topics to be defined. They can be several: Trade, Human Rights, Constitutional Review and Environment and Climate Change.

A tentative programme for 2017 is enclosed. Please note that the number of events is indicative at the moment and will be reviewed once event needs have been identified and confirmed.

Please consult the Facebook Page of the EU Delegation in Mozambique to have a clearer picture of the past two events. The format in 2017 and 2018 will be similar.

The contractor will ensure an accurate record of main events, together with a comprehensive video and photo coverage of the events.

Organisation of 9th of May Celebrations (2018)

Every year the European Union celebrates peace and unity on "Europe Day", officially the 9th of May. In Mozambique, celebrations normally take place during three days (8, 9, 10 May to be confirmed) to allow for high participation of Mozambican audience in these celebrations. The proposal is to have a public event, combining sports activities and music concerts to mark the day and raise awareness about the EU.

The objective of this assignment is to secure the services of a contractor that can deliver on various leisure activities throughout the day, in particular a sports tournament (football,volleyball, etc) or others (ex. concert with Mozambican bands).

The contractor shall also ensure an accurate record of main events, together with a comprehensive video and photo coverage of the events.

Organisation of communication and visibility activities of the EU Delegation in Mozambique

The objective is to secure the services of a contractor that can organize max. 11 events during the next two years in connection with increasing understanding and visibility of global and cooperation policies of the European Union.

The events can have different formats. They can be Conferences, Round tables, information sessions, consultation sessions, movie screenings, art/photo exhibitions, production of visibility materials (leaflets, videos, photographs) among others on different themes that should be discussed and prepared with the EU Delegation on a case by case basis.

The celebration of the following international days and event, through joint activities with EU Member States, public authorities, NGOs (especially EU beneficiaries) should be foreseen:

• 8th March : Women's Day

• June or Sept (tbc): EU Climate Day

• 3rd May: World Press Freedom Day

• 17th May: International day against homophobia

• 25th Nov – 10th Dec: 16 days on activism of violence against women and girls

• 25th Nov: launch of the 3 weeks campaign against violence against women and girls

• 10Th December: International day of Human Rights

• Organisation of a Journalism competition. The contractor should foresee outreach measures, elaboration of the regulation of the competition, evaluation of proposals, information sessions and a jury of at least 3 people with recognized experience in the area of journalism.

Media Monitoring

To monitor on a regular basis a media sample as specified below, identify all content (news/articles) referring primarily to the European Union (incl. European institutions, EU policies, action, instruments, programmes and projects, EU cooperation with Mozambique, EU Delegation to Mozambique) or including important references to the European Union.

1. EU related content should be monitored in at least the following media:

• Audio-visual media (4): TVM, STV, TIM, Rádio Moçambique

• Print media (3 daily, 3 weekly): Notícias, Diário de Moçambique, O País, Savana, Canal Moçambique, Magazine Independente

• Web-based media (4): AIM (Mozambican News Agency), Mediafax, Canal Moz, Lusa

2. To conduct quantitative and qualitative analysis based on the materials above and produce weekly and monthly media reports.

3. To prepare, at the request of the EU Delegation, a maximum number of 50 specific media coverage reports over the contracting period (indicative monthly average of 4 media coverage reports), including clippings on EU/EU Delegation action and public events.

a) ORGANISATION OF EU WEEK (3RD AND 4TH EDITIONS)

Required outputs, including deliverables description and quantities (3rd and 4th edition):

The organisation of the two events will entail:

Events arrangements

• Renting a location for 5 days (each year) of activities and managing relations with the staff from the location throughout the events

• Registration desk, available for the full duration of events (5 days)

• Mobilization of 6 Hostess/stewards available for the full duration of events (5 days)

Conference Equipment/logistics:

• Provision of Beduin tent (15*20 m) to be set up by the contractor at the location for the events

• Set up of stage (5x3 m), provision of tables and armchairs for moderators, chairs for public, projector and screens, TVs for presentations during conferences, provision and set up of one generator to ensure power during the days of the events.

• Provision of stands (gazebos or small tents) for exhibitions from partners of the EU and material necessary to show visibility products like posters, roll ups, etc (pin ups, tables, chairs, etc).

• Provision of sound equipment; Provision, assembling and dismantling Bedouin tent (15x20 m), provision and management of portable bathrooms to be set up at the venue for the duration of the events.

Catering

• Opening Cocktail for 200 people (EU to approve menu proposed by contractor)

• Establishment and management of a Cash bar (EU to approve items and prices of cash bar)

• Conferences catering (water, coffee, tea) with a permanent coffee station for 4 days for an estimated audience of max. 200 people per session

Logistics (for food fair)

• Provision of plates, forks and serviettes (no plastic); provision of coffee tables with chairs; provision of counters; set up of panels with EU logo/flag

Cultural activities

• Contract of 1 Mozambican band for each event: contract the Band and rent Sound system for concerts

• Organise a painting competition (in agreement with the EUD)

• Organise a journalism competition (in agreement with the EUD)

• Partnership with a dance show performer for dance show in EU Week 2017 (Stage, Light and Sound for dance performance)

Kids Activities :

• Organise Face Painting throughout the day

• Organise Climbing Wall

• Organise Recycling Workshops

Communication and Visibility:

• Press Corner - 2 tables, 8 chairs, 8 plugs, 1 signage

• Video and Photo coverage of the event

• Production and distribution of promotion material, including: Production of a TV spot (around 20 insertions in STV and Miramar in the 10 Days before the event) and a Radio spot (around 20 insertions in SFM, LM Radio, RM and RDP in the 10 Days before the event; outreach campaigns in schools and universities in Maputo; preparatory activities in schools and universities; distribution of programme flyers in cultural centres in Maputo, universities, youth associations, etc (to be further discussed with the EUD)

• Partnership with Fórum Nacional das Rádios Comunitárias (FORCOM ) to broadcast EU week sessions in community radios

• Transport of 160 children (80 each year) from Maputo city for 1 evening in partnership with the Ministry of Education (MINED)

• Pay for moderators and/or artists (maximum 6) participating in the thematic events

• Pay fee, travel and accommodation for international speakers for participation during the thematic events (maximum 4)

• Provision for artistic interpretations during the discussion sessions (ex. Theatre play, painting, etc) (maximum 4 sessions)

• Purchase Prizes (2000 EUR) for painting Competition (in agreement with the EUD)

• Stage, Light and Sound for dance performance

SPORTS Tournaments

The sports tournaments will be defined with the EU Delegation. They will take place between 08:00 and 14:00 at the beach (Costa do sol) for an approximate audience of up to 200 persons. The EU will partner with the Ministry of Education and Human Development (MINEDH) to engage with secondary school students for these activities. The contractor should foresee and budget for the organisation of the following events

- Football Tournament (10 teams of 8 players)

- Volleyball Tournament (8 teams of 8 players)

For security reasons, the service provider will need to foresee the presence of a security company and medical assistance (ambulance)

Equipment required:

- Set up of 2 football fields on the beach

- Set up of 2 volleyball fields on the beach

- Gazebos and shades

- Chairs

- Tables

- Snack and water for 200 People

b) ORGANISATION OF 9TH OF MAY CELEBRATIONS (2018)

The objective of this assignment is to secure the services of a contractor that can deliver on various leisure activities throughout one or several days (max. 3 days). There are still no activities foreseen for 2018. The event in 2017 included a concert with school bands in the morning and a concert with one Mozambican band in the afternoon.

The contractor should foresee and budget to hire a band or similar event, to provide equipment and human resources necessary to the organization of the events that will be planned. The contractor should ensure communication and publicity of the event, normally the production and distribution of Posters and flyers (layout to be provided by the EU Delegation) and production of a 20" radio spot and guarantee that it will be aired in at least 5 national radios minimum 15 times during the 10 days before the event.

The contractor should also secure an aaccurate record of main events, together with a comprehensive video and photo coverage of the events (to be captured in a report after the end of the events).

c) ORGANISATION OF COMMUNICATION AND VISIBILITY ACTIVITIES OF THE EU DELEGATION IN MOZAMBIQUE

Required outputs, including deliverables description and quantities:

The contractor should foresee and budget for the organisation of the following events:

The celebration of the following international days, through joint activities or contributions with EU Member States, public authorities, NGOs (especially EU beneficiaries) (max. 11 events during 2 years. Please note that the celebrations may occur around these dates and not on the specific date indicated below):

• 8th March : Women's Day

• June or Sept (tbc): EU Climate Day

• 3rd May: World Press Freedom Day

• 17th May: International day against homophobia

• 25th Nov – 10th Dec: 16 days on activism of violence against women and girls

• A provision of 2000 EUR for the organisation of each event for each international day stated under this point should be foreseen

• Organisation of a Journalism competition. The contractor should foresee and budget outreach measures, elaboration of the regulation of the competition, evaluation of proposals, information sessions and contract a jury of at least 3 people with proven experience in the area of journalism. A prize (2000 EUR) should also be foreseen for this competition (in agreement with the EUD).

d) MEDIA MONITORING

The weekly reports (covering a week from Monday to Sunday): approx. 1-2 pages length, in English, including tables with data and short explanatory texts in boxes. Further specifications to include:

• table with number of content items by category of media and total AND explanatory text in separate box;

• items per day with graphic AND explanatory text in separate box; table with number of items AND percentage by media outlet within each category of media and totals;

• table with number/percentage of (more than one per content item) occurrences of pre-defined topics, e.g. EU and domestic Mozambican politics (subcategories: politico-military crisis, democracy and rule of law, human rights, economy and economic governance) - EU development cooperation/aid  (sub-categories: budget support, civil society support, academia and culture support, infrastructure, environment, energy, rural development, synergies with MS and international organisations)- EU and international political/economic relations (global issues, African issues, regional issues with Mozambique, bilateral relations of Mozambique, other international crises) - EU economy and Eurozone - EU sectoral policies (sub-categories: energy, environment, climate change, migration, education, health, social protection), in the different media categories/media outlets, also categorised in two content groups: fact-based (news stories, reportages) and opinion-based (articles, editorials) AND

• indication of the number of EU related  items with keywords to be selected on an ad hoc basis, giving more substance to the previous categorisations.

The monthly reports: 2-3 pages length, in English, largely based on data gathered for the weekly report, presenting the trend of the media attitudes vis-a-vis the EU. Further specifications to include:

• the monthly total data for the content items described above, i.e. number and percentage of EU-related items for each “weekly” period of the month, categorised by media type and also breakdown by media outlet, both tables being accompanied by short explanatory texts in boxes;

• table with the number and percentage of the pre-defined topics by ‘weekly’ period of reference, accompanied with  a short explanatory text in box.

• data of a qualitative analysis of each EU-related content item, in terms of positive, negative or neutral tone vis-à-vis the EU, both overall as well as by topic and reference period. This analysis will be also reflected in a graphic showing the trends over the reference month, and a more general graphic covering the last quarter/semester.

Data gathered for the analysis described will be maintained for possible further cross-variable analysis upon request by the EU Delegation.    

For the specific media coverage reports: on the occasion of important EU/EU delegation political, policy and communication actions, a maximum number of 50 specific media coverage reports over the contracting period (indicative monthly average of 4 media coverage reports, at a request of the EU Delegation. These special reports will present a full overview of the media coverage of the relevant action/event) and will be prepared not later than 2 days after the end of the event.

They will specify:

• the number of articles/news items appeared in the media on the specific action/event and

• the importance attached to them by the various media (page, air time etc.) and

• the positive/negative/neutral tone used

• press clippings of the original (with possible photos) and

• summary of the content under the original title, both translated into English.    

Deliverables

(i)         Draft templates already agreed with EUD for weekly and monthly reports based on the specifications above.

(ii) Weekly reports, to be delivered every Tuesday after the week of reference. The last reference period will cover the last week of the month and all the additional days until the end of the month, and the corresponding report will be delivered on the third working day after the end of the reference period.

(iii)        Monthly reports, to be delivered within the 7 working days following the last day of each month.

(iv) Special media coverage reports upon request of the EUD (maximum number of up to 20 specific over the contracting period)

It is up to tenderers to prepare their own detailed organisation and methodology and technical proposals to fulfil the general requirements set out in these Terms of Reference.

The contractor should also foresee the following activities:

- Management of administrative issues (protocol and Secretariat of all events)

- Presentation of reports

In preparing this section, focus should be placed on ensuring the sustainability and dissemination of project results. The Contractor must also comply with the latest Communication and Visibility Manual for EU External Actions concerning acknowledgement of EU financing of the project. (See .)

LOGISTICS AND TIMING

5.1 Location

Maputo

5.2 Start date & Period of implementation of tasks

The intended start date is 03/07/2017 and the period of implementation of the contract will be 24 months from this date. Please see Articles 19.1 and 19.2 of the Special Conditions for the actual start date and period of implementation.

REQUIREMENTS

6.1 Staff

Note that civil servants and other staff of the public administration of the partner country, or of international/regional organisations based in the country, shall only be approved to work as experts if well justified. The justification should be submitted with the tender and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave.

Key expert 1: Team Leader

Qualifications and skills

The coordinator of the action will be the contact point with the EU Delegation.

The coordinator should have a university degree in the area of communication or equivalent or a corresponding professional experience.

General professional experience

The coordinator should have at least 3 years relevant professional experience in coordination positions and at least two years in a Least developed country (LDC).

Specific professional experience

The coordinator should have at least 3 years of experience in communication, organisation of institutional and cultural events in Least Developed countries or equivalent.

Key expert 2: Junior expert on communication

Qualifications and skills

The expert should have a university degree in the area of communication or a subject equivalent to the assignment.

General professional experience

Relevant experience in the area of communication and Media relations with knowledge on main social media tools (Facebook, Instagram, youtube).

Specific professional experience

At least 1 year experience in communication projects and/or internships and working with the Media, including social Media.

Experience on public policy communication will be an asset.

Good knowledge of written and spoken Portuguese and English.

LOT 2 MEDIA MONITORING

Key expert 1: Team Leader

The expert must have education at university level in communication or a subject relevant to the assignment.

Professional experience of at least 3 years on management of communication projects and processes, including:

– communications strategies and campaigns

– coordination of the implementation of communications activities

– working with the media, including the social media

– financial management

The expert will work in permanent contact with the EU Delegation and therefore must have a good knowledge of written and spoken Portuguese and English.

Experience in development policy related issues and experience on public policy communication involving one or more of the EU Member States will be an asset.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

2 Other experts, support staff & backstopping

CVs for experts other than the key experts should not be submitted in the tender but the tenderer will have to demonstrate in their offer that they have access to experts with the required profiles. The Contractor shall select and hire other experts as required according to the needs. The selection procedures used by the Contractor to select these other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience.

The contractor shall ensure backstopping and support staff as needed for the execution of project, and shall be included in the tenderer´s financial offer.

6.2 Office accommodation

The contractor will work from their own premises and the specific locations of the events.

The EU Delegation will provide office space for key expert 2.

6.3 Facilities to be provided by the Contractor

The Contractor shall ensure that experts are adequately supported and equipped. In particular it must ensure that there is sufficient administrative, secretarial and interpreting provision to enable experts to concentrate on their primary responsibilities. It must also transfer funds as necessary to support their work under the contract and to ensure that its employees are paid regularly and in a timely fashion.

6.4 Equipment

No equipment is to be purchased on behalf of the Contracting Authority / partner country as part of this service contract or transferred to the Contracting Authority / partner country at the end of this contract. Any equipment related to this contract which is to be acquired by the partner country must be purchased by means of a separate supply tender procedure.

REPORTS

7.1 Reporting requirements

The Contractor will submit the following reports in english in one original and 2 copies:

• Inception Report of maximum 12 pages to be produced after two weeks, from the start of implementation. In the report the Contractor shall describe e.g. initial findings, progress in collecting data, any difficulties encountered or expected in addition to the work programme and staff travel. The Contractor should proceed with his/her work unless the Contracting Authority sends comments on the inception report.

• An interim report shall be submitted to the Contracting Authority no later than one week after every activity indicated in these Terms of Reference (namely under point 4.2) including a video and photo coverage of the event as indicated under each sub-point.

• Draft final report of maximum 30 pages (main text, excluding annexes). This report shall be submitted no later than one month before the end of the period of implementation of tasks.

• Final report with the same specifications as the draft final report, incorporating any comments received from the parties on the draft report. The deadline for sending the final report is 10 days after receipt of comments on the draft final report. The final report must be provided along with the corresponding invoice.

7.2 Submission and approval of reports

The report referred to above must be submitted to the Project Manager identified in the contract. The Project Manager is responsible for approving the reports.

MONITORING AND EVALUATION

8.1 Definition of indicators

• Number of visitors to the EU Week

• Number of visitors on corporate website, additional followers and hits in social media.

• Measurable increase in media coverage (e.g. TV, Press clips, etc.)

8.2 Special requirements

An information session will be organised with all tenderers on 15/04/2017.

Subcontracting is allowed.
