Overall Purpose:The overall purpose highlights the major elements in the job and provides the reader an overview, explaining the purpose, tasks, and responsibilities inherent in the job and the placement of the job within the organizational hierarchy. Reporting to the Manager BIS Projects, the Project Manager BIS is responsible for project leadership, planning, implementation and delivery of Information Technology (IT) projects.Manages projects in accordance with the guidelines established by BIS, the enterprise Project Management Office (ePMO) and Project Management Institute (PMI). III. Major Responsibilities:This is an expansion of the overall purpose. Make statements clear and concise so that they would be meaningful to a person not directly familiar with the work. Consider the objectives of the job and the variety of work performed over the course of an entire year, and list the major responsibilities in order of importance.Responsible for project leadership, planning, implementation and delivery of Information Technology (IT) projects.Responsible for supervising, planning and managing concurrent projects consisting of a number of deliverables, dependencies and resource requirements.Ensures Project Charters are complete and approved for implementation where appropriate.Works closely with key stakeholders, including senior management, to define project scope and ensure timely delivery of all project deliverables. Ensures that the proposed project solution fits with agreed upon outcomes and deliverables including functional, technical, performance, security, scalability, process and total cost of ownership.Develop and maintain project plans which ensure delivery of solution and alignment to defined business strategies.Oversee and coordinate the evaluation, selection and purchase of strategic IT resources and / or consulting services. Leads project negotiations with clients, staff and vendors as required. Facilitates the development of service level agreements.Create work standards for the project; establish and define roles and responsibilities, specific outcomes and clear measures for quality and success for the team; follow through with fair and consistent application for achieving results. Acquire an understanding of the business environment where solutions are being developed and implemented.Manages projects in accordance with the guidelines established by BIS, the enterprise Project Management Office (ePMO) and Project Management Institute (PMI). Manages day to day details of the project(s) including the plan, schedule, resources, task assignments, scope and budget; sets clear expectations and communicates ongoing project status to management. Facilitates project meetings; briefs the project sponsor and client(s) on status, issues, risks, problem resolution, and stakeholder feedback. Manages project risk portfolio to ensure identification, escalation and resolution of issues and mitigation of risks across multiple delivery groups and / or projects.Oversees the preparation of project documentation and reports for clients and management.Continuously improves the project management toolkits and methodologies.Create within the team a shared focus on the importance of achieving results. Consults with relevant project team members and works collaboratively with Business Analysts / Business Owners to develop appropriate processes, and to ensure continuity between similar projects leading to a successful implementation.Provides sound leadership and good management to the project team through ongoing feedback, developing team behaviours, empowering team members to plan and execute work, and assist in problem resolution. Ensures compliance with OPS systems standards / guidelines, and policies. Ensures appropriate operational readiness through production transition planning by providing an effective transition.Establishes professional networks and keeps abreast of industry trends to ensure awareness of changes that may affect the direction of the projects and policies.Perform other duties as required or directed in support of BIS Projects.IV. Statement of Required Qualifications:Required qualifications are considered the essential minimum qualifications to carry out the duties and responsibilities of a position.Education and ExperienceLevel of minimum academic or other formal training required which provides the basis for development of the skills and knowledge needed in the position. Level of minimum experience required for the position, including the number of relevant years of experience. Three (3) year University Degree / College Diploma in a relevant field related to Information Technology, Computer Engineering, Project Management, etc.Experience and formal training combined may substitute for stipulated education requirements.Three (3) years progressive project management experience managing information technology projects from conception to implementation including:One (1) year direct work experience in Project Management and project management principals including work experience in change management and experience writing reports and communicate at a corporate level and coordinating cross-organizational and multi-dimensional project resources and activities.Experience with and advanced knowledge in various types of office software products, such as Microsoft Project, CA Clarity PPM, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook and other corporate software packages related to a project environment.LanguageDegree of skill needed, i.e. oral fluency, reading and writing ability in one or more languages.English – fluency in oral, reading, and writing.Certification/LicensesSpecify only training that is mandated / required to perform the position duties and which provides the basis for development of the skills and knowledge needed in the position.Project Management Professional (PMP) designation from the Project Management Institute (PMI) or equivalent professionally recognized designation or in advanced process of completing same.Job KnowledgeInformation concerning facts, theories, systems, practices, regulations and other subject matter relevant to the performance of the duties and responsibilities of the position.Working knowledge of:Project Management Principles.The Organization’s Mission, Vision, Values and business strategy.Ottawa Police Service Business munication best practices in support of IT projects.Writing skills and report development (at working and senior levels).Presentation skills (at working and senior levels).Project Management Body of Knowledge (PMBOK) – current edition.Project Management Institute (PMI) best practices, professional standards, and industry focuses of discussion.
