SBS's Neighborhood Development Division (NDD) assists in the creation and viability of community-based development organizations (CBDOs) that advance the growth of commercial districts across the five boroughs. We work with CBDOs to build vibrant neighborhoods where New Yorkers can shop, work, and live by:

? Overseeing the largest network of Business Improvement Districts (BIDs) in the country, which delivers more than $160 million in additional services throughout the five boroughs

? Offering training, tools, and one-on-one assistance to local community-based organizations ? Administering grant programs to strengthen and revitalize commercial districts ? Working with community partners to identify local commercial district needs and plan targeted solutions that

support and strengthen neighborhood small businesses and local economic development

Job Description: NDD is seeking a dynamic Senior Program Manager to join the Business Improvement District (BID) team to oversee and manage the day-to-day provision of technical assistance and capacity building services related to the Mayor's Economic Recovery Blueprint. The ideal candidate will believe strongly in the partnership between government and nonprofits to deliver exceptional place-based services and will be a key team-member in the design and delivery of educational and training materials about BIDs for internal and external staff.

The Senior Program Manager will report to the Director of the NYC BID Program and will be responsible for overseeing and managing a number of technical assistance services for BIDs. This will include the collection and analysis of program data to make recommendations about allocating resources, providing trainings on legal and compliance matters, and ensuring every BID has an up-to-date contract with The City of New York. The Senior Program Manager will helping individual BIDs navigate and meet operating expectations and achieve high standards of nonprofit best practices. The Program Manager will also represent the mayor on the board of directors for several existing BIDs and support the BID team in other program oversight responsibilities.

Key Functions: ? Ensure appropriate coordination of Start Up Process with new BID's immediately following legislative authorization. ? Oversee the collection and analysis of key BID documents (insurance, budgets, bylaws, audits, annual reports, among others) related to requirements of operating contract and BID and New York Nonprofit law. ? Lead the design and review of annual training related to nonprofit governance, best practices, and transparency for all SBS staff and BID Board members. ? Implement tools that gather data on BID performance, compliance and capacity; use that data to deploy Agency resources for the purposes of addressing challenges and enhancing effectiveness of BIDs. ? Implement strategic plans for BIDs to improve corporate governance and management practices.

Job Responsibilities: ? Serve as a resource for BIDs on best practices, compliance, BID procedures, and other relevant topics. ? Design and coordinate internal capacity-building and operations for SBS Board Representatives.

? Compile information from BID reports and summarize BID revenue and spending trends. ? Establish best practices and, where appropriate, mandates that ensure BID members (property owners and

retail, commercial and residential tenants) are aware of the programs and services provided by the organization. ? Assist BID Boards of Directors in recruiting and hiring executive directors and key leadership positions, ? Facilitate trainings for BID staff on a range of topics from City legislative processes, compliance with legal requirements and best practices for corporate governance ? Oversee numerous BID support programs and initiatives through the planning, outreach, implementation, and evaluation phases. ? Assist with cross-functional programs within the BID and larger NDD portfolios, including special projects as assigned. ? Conduct research and analysis for the continued development of best practices, educational materials, and data related to successful BID program development and implementation. ? Identify and develop innovative ways to measure impact of both the NYC BID network and SBS programs and services for BIDs. ? Maintain data and records involved in the BID portfolio and provide regular updates to the BID team and NDD senior staff. ? Identify and develop methods to collect data from BIDs more effectively and efficiently. ? Represent the Mayor on numerous boards of directors of existing BIDs in major NYC markets, which involves supporting BIDs with navigating government and capacity building while ensuring compliance with non-profit law, the organization's governance standards, and SBS policy. ? Support other NDD program areas throughout the year, including reviewing grant applications for the Avenue NYC, Neighborhood 360, or Neighborhood Challenge programs, and providing support to interagency neighborhood planning initiatives.

Required Skills ? Experience working with and engaging neighborhood organizations and local small business communities. ? Experience working in capacity building, technical support, grants administration, philanthropy, or similar ? Experience working with large data sets, including data collection and entry; data evaluation and modeling; data interpretation and making recommendations. ? Superior ability to communicate with a diverse array of individuals -- including those with business, real estate and government backgrounds -- through formal and informal channels. ? Demonstrated ability to engage and lead diverse groups with unique dynamics and challenges. ? Experience with or demonstrated interested in Business Improvement Districts ? Program evaluation and data tracking, including developing metrics to measure outputs and outcomes ? Strong proficiency in Microsoft Excel. ? Exceptional public speaking, writing and proofreading skills ? Exceptional organizational, project management and leadership skills. ? Excellent research, analytical and facilitation skills. ? Demonstrated ability to meet deadlines and manage multiple projects in a timely manner.

Preferred Skills ? Experience and strong commitment to engaging and collaborating with community-based organizations and local small business communities, and strong familiarity with New York City neighborhoods and development issues. ? Excellent research, analytical, and facilitation skills. ? Experience writing or editing legal documents. ? Experience in project and contract management. ? Experience with interpreting and implementing New York State Nonprofit Corporation Law and corporate governance best practices ? Fluency or proficiency in a foreign language strongly preferred, including Spanish, Mandarin, Cantonese, Korean, Arabic, Russian, or Bengali. ? Proficiency Smartsheets, and Microsoft Office applications, including Excel and PowerPoint.

Qualifications: 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Additional Information: Loan Forgiveness The federal government provides student loan forgiveness through its Public Service Loan Forgiveness Program (PSLF) to all qualifying public service employees. Working with SBS qualifies you as a public service employee and you may be able to take advantage of this program while working full-time and meeting the program's other requirements.

Salary: $70,000 ? $75,000
