PROGRAM MANAGER/SENIOR PROGRAM MANAGER, CAPACITY BUILDING GRANTS NEIGHBORHOOD DEVELOPMENT DIVISION

New York City is a leader in building and supporting neighborhood commercial districts that thrive and innovate. SBS's Neighborhood Development Division (NDD) assists in the creation and support of community-based development organizations (CBDOs) that advance the growth of commercial districts across the five boroughs. We work with CBDOs to build vibrant neighborhoods where New Yorkers can shop, work, and live by:

? Working with community partners to identify commercial district needs and plan targeted, customized solutions ? Offering training, tools, and one-on-one assistance to build the capacity of local community-based organizations ? Administering grant programs to revitalize, strengthen, and support commercial districts ? Supporting and overseeing the largest network of Business Improvement Districts (BIDs) in the country

Job Description: SBS is seeking a dynamic Program Manager or Senior Program Manager for Capacity Building Grants to report to the Director of Capacity Building Initiatives. SBS has prioritized capacity building in low- to moderate-income (LMI) communities by offering commercial revitalization grants, nonprofit management workshops, technical assistance, leadership development, and other skill building opportunities to neighborhood-based, nonprofit community development organizations such as Business Improvement Districts (BIDs), local development corporations, merchant associations, and other place management organizations. NDD also partners with numerous CBDOs through Avenue NYC, a competitive Community Development Block Grant (CDBG) program that funds commercial revitalization programs and corridor needs assessments in LMI neighborhoods. NDD's goal is to create and support sustainable local partner organizations that advance the small business environments of communities across the City's five boroughs.

The Program Manager will be responsible for assisting with the design, planning, and implementation of various Capacity Building programs, including but not limited to Avenue NYC, and guiding CBDO participants through the respective programs.

Responsibilities: Program Manager / Senior Program Manager responsibilities include, but are not limited to:

? Proactively advance capacity building projects, identifying needs and opportunities for program and process enhancements and delivering on project milestones;

? Serve as lead convener, coordinator, and thought-partner for NDD's cohort-based capacity building grant programs; ? Serve as primary project manager for the Avenue NYC Commercial Revitalization Grant Program, with support from

the Director of Capacity Building, including: o Convene program grantees on a regular basis to allow for imparting of skills and knowledge from experts, and the exchange of best practices, challenges, innovative problem-solving techniques, and where to access ongoing technical assistance; o Develop appropriate curriculum, tool and resources to support grantees and CBDO partners; o Coordinate the capacity building work of the Avenue NYC Program's cross-functional teams, ensuring a smooth workflow and timely delivery of overall program milestones.

? Provide support to additional Capacity Building programs as assigned (i.e. workshops, legal assistance, Board Build, Neighborhood Leadership, Neighborhood 360 Fellows, and community engagement assistance) with the goal of increasing the capacity of CBDOs to operate efficiently, demonstrate good governance practices, and implement effective commercial revitalization projects;

? Develop training materials and other kinds of resources that highlight SBS services, programs, and expertise; ? Facilitate conversations with CBDOs and other stakeholders (i.e., other City Agencies or institutions) on a range of

complex issues and projects that impact commercial corridors; ? Support the Director of Capacity Building Initiatives in all aspects of managing Capacity Building programs, including

program development, implementation, and evaluation;

? Develop and deliver public presentations, briefings, and other written / verbal materials to strategically communicate key project objectives, findings, and recommendations to SBS senior staff and other external stakeholders;

? Serve as a responsive and insightful representative of SBS at BID Board of Directors meetings and public events; ? Other projects, contract management responsibilities, and tasks as assigned.

Preferred Skills: ? Demonstrated experience in program design, development, implementation, and nonprofit management; ? Ability to coordinate and manage multiple program components and provide timely and clear direction to program participants in various locations across New York City; ? Excellent research, writing, meeting facilitation and public speaking skills; ? Ability to organize and drive projects to timely completion, through coalition and consensus building; ? Knowledge of New York City government and community development issues; ? Knowledge of successful community organizing and change management techniques and best practices; ? Capacity to thrive in a fast-paced environment and complete tasks in a proactive and timely manner ? Proficiency in Microsoft Office applications, including Excel and PowerPoint, and Adobe Creative Suite, experience working with Smartsheets a plus. ? Bi-lingual/foreign language skills a plus; ? A master's degree from an accredited graduate school and three years of full-time professional experience in one or more of the following fields: urban planning, economic development, non-profit management, public administration, business administration, public policy, place management, or community organizing.

Qualifications: 1. A baccalaureate degree from an accredited college and two years of experience in community work or community

centered activities in an area related to the duties described above
