|OVERALL PURPOSE |To improve access to clean water resources, improve hygiene behaviour and improve the sanitation |

| |facilities and governance of these water resources and latrines for 2,376 people in five communities |

| |in rural Uma Tolu. |

|JOB OVERVIEW |To manage, monitor, report and develop the total operations of the Uma Tolu Wash Initiative. |

|PROJECT TERM |March 01, 2012 to June 30th 2013. |

|JOB RESPONSIBILITIES |Management of Personnel |

| |Participate and assist with the selection of new project staff as they become needed. |

| |Manage and ensure the professional development and capacity building of all project staff. |

| |Provide professional guidance and direction to any project staff in all phases of their work in |

| |regards to implementation and monitoring |

| |Participate and assist with the performance appraisal of all project staff. |

| |Build a good working environment with a mutual approach to all project staff. |

| |Provide regular reports to the Country Director regarding the development and performance of the |

| |project staff. |

| |Management of Project Office |

| |Manage and control all project assets ensuring that the assets are kept in good condition and |

| |functioning to their capacity at all times. |

| |Develop and ensure compliance to asset management guidelines and practices according to policy. |

| |Provide regular reports to the Country Director regarding the condition and state of the project |

| |assets. |

| |Procurement of project materials, equipment and supplies. |

| |Management of ADRA Timor-Leste’s WASH Initiative Activities |

| |Liaison and consultations with communities involved in project. |

| |Liaison with relevant Government departments at both national and district levels. |

| |Negotiation of MoU with appropriate entity/person for delivery of hygiene training. |

| |Delivery of GMF training. |

| |Assist with development of water system designs. |

| |Ordering and preparation of materials. |

| |Shipment and delivery of materials to project sites. |

| |Collection of data to be used in the tracking of progress of the project against stated outcomes and |

| |in the preparation of reports. |

| |Management and disbursement of project funds against project budget. |

| |Ensure that ADRA Timor-Leste WASH Initiative project staffs are implementing their activities in an |

| |efficient and timely manner. |

| |Represent the Timor-Leste WASH Initiatives, ADRA Timor-Leste and Network |

| |Represent ADRA Timor-Leste WASH initiative in cooperation with Government Departments, and other |

| |NGO’s. Participate in meetings, training and seminars hosted by DNSAS, SAS Viqueque, Government |

| |Departments and NGO’s. |

| |Represent ADRA Timor-Leste at meetings, and workshops related to ADRA Timor-Leste WASH initiatives at |

| |local district, national and/or international levels or as assigned by the Country Director. |

| |Act responsibly in the job assigned and practice good conduct according to the ADRA Timor-Leste HR |

| |Policy Manual. |

| |Liaise with ADRA Australia & ADRA Portugal (and other donors) program director in sending reports as |

| |needed. |

|MEASURABILITY |Success Will Be Demonstrated By: |

| |The existence and effective functioning of key operational systems (logistical, administrative, and |

| |communications). |

| |Degree to which the project meets the project targets. |

| |Completion of project activities within agreed time frames. |

| |Successful and efficient management of the resources allocated to the ADRA Timor-Leste WASH |

| |initiatives. |

| |Quality of contact with personnel toward the aim of personnel development. Quality defined as |

| |demonstrated response and growth of personnel from input provided. |

| |Evidence of empowering leadership qualities and a clear commitment to providing supportive supervision|

| |and coaching/mentoring of all personnel involved in project. |

| |Quality of reports written and submitted. |

| |Degree to which ethics/guidelines/procedures and principles of holistic/sustainable development are |

| |exemplified in the project activities. |

|EMPLOYMENT STANDARDS |Minimum Skills & Education Required: |

| |Proven management experience and skills. |

| |Previous experience in implementing water and sanitation projects. |

| |Ability to work well under pressure and to deadlines. |

| |Excellent community engagement skills. |

| |Possess a strong vision for the project goals. |

| |Demonstrated ability to work as a part of a team, organise work and supervise others. |

| |Computer Fluency (MS Office). |

| |Christian faith commitment. |

| |Ability to comprehensively communicate in English – oral and written. |

| |Other Skills & Qualities Desirable: |

| |Current car driver’s license an advantage. |

| |Have a current passport or the ability to be able to apply for one. |

| |Be willing to undertake travel as required by the project. |
