Job Description – Procurement For All

JOB TITLE : Procurement Manager

RESPONSIBLE TO: Head of Procurement and Contracts

PURPOSE: To deliver procurement services to members across a diverse number of product categories

SPECIFICALLY: To deliver the mini competition service to members

To support the procurement of new framework agreements and dynamic purchasing systems

Main Duties:

1. To support the operational delivery of new procurement initiatives, including new frameworks and dynamic purchasing systems as needed, including tendering, technical administration, liaising with bidders and Members.

2. To support members in the mini competition drawdown process, ensuring compliance and transparency, using a project management approach.

3. To develop excellent day to day relationships with Members to ensure the highest level of customer service is achieved.

4. To develop excellent day to day relationships with PFA’s contractors and suppliers.

5. To work with Members to ensure cashable and non cashable efficiency gains are achieved, when carrying out mini competition drawdowns.

6. To deliver the annual value for money statements for Shareholder Members.

7. To support the identification of future procurement opportunities with Members including the delivery of commercial business cases.

8. To provide technical procurement advice to Members including constructing forms of contracts.

9. Attend key networking events/conferences/regulatory events as needed.

10. Support the Managing Director in delivering the PFA Business Plan.

11. Provide clear communication to Members.

12. Attend key PFA meetings – as support to the Managing Director and Head of Procurement and Contracts at Working Group meetings.

13. To manage enquiries from potential suppliers/manufacturers.

14. Carry out other duties as deemed reasonable to the post.
